L’associazione Posidonia ha inviato al Prefetto della Spezia le Osservazioni al Piano di Emergenza Esterna del rigassificatore di Panigaglia, osservazioni sottoscritte anche da Legambiente e Italia Nostra. Trovate il testo allegato.
Vorremmo ancora una volta precisare che non siamo contrari alla presenza di un impianto industriale nel Comune di Porto Venere, non pensiamo si debba vivere di solo turismo o che l’unica possibilità per la baia di Panigaglia sia installarvi l’ennesimo porticciolo. Quello cui siamo contrari è la presenza nella baia e in generale nel golfo di un impianto Seveso di categoria superiore, ad alto rischio di incidente rilevante.
Lo stabilimento della GNL Italia è stato autorizzato circa 50 anni fa, quando non c’erano le normative di oggi e c’era una diversa sensibilità nei confronti dei cittadini e dell’ambiente accompagnata da una distorta idea di futuro. Con l’evolversi della legislazione europea e italiana è diventato sempre più difficile conciliare questo impianto e i suoi annessi (la nave gasiera e il metanodotto che percorre le colline che fanno da cornice al golfo), con le numerosissime attività che insistono in questo spazio ristretto e così densamente abitato.
Questo impianto collide con tutte le numerose altre attività presenti nel golfo, dal porto mercantile a quello militare, dalla stazione crocieristica ai cantieri nautici, dai porticcioli ai battelli di servizio e così via
Le Osservazioni sono state costruite proprio mettendo in evidenza il territorio in cui è inserito lo stabilimento, la popolazione residente e quella fluttuante, trattandosi di zona altamente turistica, e gli studi sull’emergenza climatica che ci danno la certezza di precipitazioni e fulminazioni sempre più violente.
Soprattutto si è messa in evidenza la mancanza di informazione alla popolazione anche se i vari Decreti Legislativi che si sono succeduti fin dall’approvazione della prima direttiva europea cosiddetta Seveso, recepita in Italia nel 1988, hanno sempre messo come punto centrale il coinvolgimento della popolazione. Riguardo a questo impianto tale coinvolgimento non c’è mai stato e si è sempre preferito lasciare i cittadini all’oscuro e inconsapevoli non solo dei rischi che corrono ma anche dei comportamenti di autoprotezione da mettere in atto in caso di incidente.
Proprio per favorire una maggiore e più approfondita informazione alla popolazione è chiesto in premessa che, come consentito dalla legge, il termine per produrre osservazioni venga posticipato.
Dello stesso tenore sono le numerosissime mail che stanno arrivando al Prefetto e speriamo venga accolta la richiesta.
