PROJECT BRIEF
1. PROJECT TITLE: CONTINUATION OF THREE STOREY LIVELIHOOD AND
FOOD TECHNOLOGY BUILDING, PHASE II

3. PROPONENT
3.1 TYPE: STATE UNIVERSITIES AND COLLEGES (SUCs)

3.3 ADDRESS: MALAMA, CONNER, APAYAO
4. COVERAGE
4.1 LOCATION:
4.1.1 The proposed project is a continuation of the Livelihood and Food
Technology Building.
4.2 The completion of the building structure is intended to provide adequate
classrooms, smart lecture rooms and laboratory rooms for the programs
located in the Main Campus.
5. DURATION
5.1 Project Identification: The project is identified as one among the priority
needs in terms of physical development for ASC through cost determination,
space/lot availability appraisal, and establishment of the project viability
through this feasibility study. The duration for the aforementioned activities
take about a month.
5.2 Pre-implementation Phase: The necessary activities to be undertaken before
implementation are the following: pre-detailed engineering surveys; design
and drawings development; detailed architectural and engineering design;
acquisition of relevant permits and clearances; and the bidding process. This
particular phase on this project will take a duration of six (6) months.
However for this particular project, all activities herein mentioned

pertaining to pre-implementation phase have been fulfilled except
for the bidding process for which strict observance of RA 9184 is
needed.
5.3 Implementation phase: As prescribed by law, contract implementation
guidelines for procurement of infrastructure projects shall comply with Annex
E of the revised Implementing Rules and Regulations of the Republic Act
9184. Complete documentation, quality controls procedures as well as
periodic consultation with the contractors shall be persistently carried out.
The estimated number of days to finish the project is 180 Calendar Days.
5.4 Post-completion: After the building structure has been fully finished, the
project will be handed to the General Services Unit of the College in order to
sustain its serviceability and to include in the preventive maintenance
program of all building structures in the campus.
6. FUNDING REQUIREMENT
6.1 COST OF CONSTRUCTION: Php 14,550,000.00
6.2 ENGINEERING AND ADMINISTRATIVE
SERVICES: Php 450,000.00
6.3 TOTAL PROJECT COST: Php 15,000,000.00

8. THE PROJECT
8.1 JUSTIFICATION
Adherence to educational standards along with religiosity in achieving
such bespeaks a culture of quality and excellence not only through the
performance of students but its impact to rural development and poverty
alleviation. While the academic sector of the college pushes to elevate its bar
of performance, necessary instructional facilities including building structures
should be made available to students and faculty. Pushing for a higher level
of accreditation, the BSE Program and other programs in the Main Campus

have been qualified for Level three and two stages of evaluation which
require more learning facilities and structures.
With this additional infrastructure project, these different programs
will be able to meet the demands and needs of students as well as to comply
with the minimum requirements forwarded by external partners in quality
assurance.
8.2 PROJECT DESCRIPTION
This proposal covers work items to continue the construction of Three
Storey College of Teacher Education Building which include: Structural
Concrete (Columns, Beams, Slab), CHB Works, Rebar Works, Plastering,
Painting and Tileworks.
8.3 OBJECTIVES
The project aims to elevate the bar of performance of the College and
to address the AACCUP and COPC findings and recommendations,
specifically:
8.3.1 to construct a safe, sound and spacious structure as support
facility in the attainment of the goals and objectives of the
different programs in the Main Campus;
8.3.2 to provide and establish permanent and conducive classrooms
and office rooms for efficient and effective delivery of services;
and
8.3.3 to improve academic and board examination performance.
8.4 EXPECTED OUTPUT
8.4.1 Finished Ground Floor of the building accommodating the
following:
8.4.1.1 Classrooms;
8.4.1.2 Laboratory; and
8.4.1.3 Faculty Room.

8.6 TECHNICAL FEASIBILITY
Risk assessment is a very important part of a project activity. Project
delays are always a concern especially on a project that involves construction.
In cases such as this, risk reduction is one of the key points to be able to
make an activity a success. It is a very important determination factor on
what hazards are available and how to possibly mitigate them. With proper
risk assessment and risk management, a more successful outcome in any
activity may be attainable.

implementation of the project:

8.7 OPERATIONAL FEASIBILITY
The Apayao State College maintains an Infrastructure Development
Unit that overseas the construction of buildings and other facilities in the
college. This is headed by the Director of Infrastructure Development. An
independent monitoring and evaluation committee under the Office of the
President is placed to provide a check and balance in the implementation of
the infrastructure and other projects.
The Infrastructure Unit prepares all the necessary plans and programs
of work of all proposed buildings for construction and approved by the
College President. Meanwhile, when funding is provided, the infrastructure
unit shall implement the project and supervise the construction and
implementation. In every phase of the construction work, the monitoring and
evaluation committee shall monitor and evaluate the progress of the
construction and submit reports and recommendations to the President.
The personnel involved in the operations of the Infrastructure unit are
qualified and licensed engineers.
With the present structure, the college is capable of implementing
infrastructure projects like construction of buildings and the like. Problems

that may arise during the implementation of the project are immediately
resolved.
8.8 THE COST – BENEFIT ANALYSIS
The proposed project has a total amount of Fifteen Million Pesos (Php
15,000,000.00) for a construction period of almost six months. Since the
implementation is done by phase, consideration for the cost – benefit analysis
will be limited to the scope of works covered by this project. With the
increasing number of enrolment at the Conner Campus and the serviceability
of the proposed project, the following are the assumptions:
1. The average number of students who will utilize the facility for the
first three years after completion is One Thousand Seven Hundred
Fifty (1,750);
2. The average Tuition Fee (excluding other fees) per student per
semester is Php 3,000.00 and the average tuition fee per student
in one year would be Php 6,000.00;
3. The enrolement projections after the completion of the project:

Based on the above table, the total cost of Php 15,000,000.00 can be possibly
recovered on the 5th
year after the project has completed with a total benefit cost
of Php 42,000,000.00. Hence, the project will continue to earn benefits onwards.
8.9 RECOMMENDATION
Taking into consideration the technical, operational and cost benefit
analysis/feasibilities, the proposed project is feasible and can be funded for
implementation.

PROJECT TITLE: CONTINUATION OF THREE STOREY LIVELIHOOD AND FOOD TECHNOLOGY BUILDING, PHASE II 2. PROJECT TYPE: BUILDING CONSTRUCTION 3. PROPONENT 3.1 TYPE: STATE UNIVERSITIES AND COLLEGES (SUCs) 3.2 NAME: APAYAO STATE COLLEGE 3.3 ADDRESS: MALAMA, CONNER, APAYAO 4. COVERAGE 4.1 LOCATION: 4.1.1 The proposed project is a continuation of the Livelihood and Food Technology Building. 4.2 The completion of the building structure is intended to provide adequate classrooms, smart lecture rooms and laboratory rooms for the programs located in the Main Campus. 5. DURATION 5.1 Project Identification: The project is identified as one among the priority needs in terms of physical development for ASC through cost determination, space/lot availability appraisal, and establishment of the project viability through this feasibility study. The duration for the aforementioned activities take about a month. 5.2 Pre-implementation Phase: The necessary activities to be undertaken before implementation are the following: pre-detailed engineering surveys; design and drawings development; detailed architectural and engineering design; acquisition of relevant permits and clearances; and the bidding process. This particular phase on this project will take a duration of six (6) months. However for this particular project, all activities herein mentioned

Republic of the Philippines APAYAO STATE COLLEGE Conner, Apayao INFRASTRUCTURE DEVELOPMENT UNIT Page 2 of 7 pertaining to pre-implementation phase have been fulfilled except for the bidding process for which strict observance of RA 9184 is needed. 5.3 Implementation phase: As prescribed by law, contract implementation guidelines for procurement of infrastructure projects shall comply with Annex E of the revised Implementing Rules and Regulations of the Republic Act 9184. Complete documentation, quality controls procedures as well as periodic consultation with the contractors shall be persistently carried out. The estimated number of days to finish the project is 180 Calendar Days. 5.4 Post-completion: After the building structure has been fully finished, the project will be handed to the General Services Unit of the College in order to sustain its serviceability and to include in the preventive maintenance program of all building structures in the campus. 6. FUNDING REQUIREMENT 6.1 COST OF CONSTRUCTION: Php 14,550,000.00 6.2 ENGINEERING AND ADMINISTRATIVE SERVICES: Php 450,000.00 6.3 TOTAL PROJECT COST: Php 15,000,000.00 7. THE PROJECT 8.1 JUSTIFICATION Adherence to educational standards along with religiosity in achieving such bespeaks a culture of quality and excellence not only through the performance of students but its impact to rural development and poverty alleviation. While the academic sector of the college pushes to elevate its bar of performance, necessary instructional facilities including building structures should be made available to students and faculty. Pushing for a higher level of accreditation, the BSE Program and other programs in the Main Campus

With this additional infrastructure project, these different programs will be able to meet the demands and needs of students as well as to comply with the minimum requirements forwarded by external partners in quality assurance. 8.2 PROJECT DESCRIPTION This proposal covers work items to continue the construction of Three Storey College of Teacher Education Building which include: Structural Concrete (Columns, Beams, Slab), CHB Works, Rebar Works, Plastering, Painting and Tileworks. 8.3 OBJECTIVES The project aims to elevate the bar of performance of the College and to address the AACCUP and COPC findings and recommendations, specifically: 8.3.1 to construct a safe, sound and spacious structure as support facility in the attainment of the goals and objectives of the different programs in the Main Campus; 8.3.2 to provide and establish permanent and conducive classrooms and office rooms for efficient and effective delivery of services; and 8.3.3 to improve academic and board examination performance. 8.4 EXPECTED OUTPUT 8.4.1 Finished Ground Floor of the building accommodating the following: 8.4.1.1 Classrooms; 8.4.1.2 Laboratory; and 8.4.1.3 Faculty Room.

Project delays are always a concern especially on a project that involves construction. In cases such as this, risk reduction is one of the key points to be able to make an activity a success. It is a very important determination factor on what hazards are available and how to possibly mitigate them. With proper risk assessment and risk management, a more successful outcome in any activity may be attainable. This is headed by the Director of Infrastructure Development. An independent monitoring and evaluation committee under the Office of the President is placed to provide a check and balance in the implementation of the infrastructure and other projects. The Infrastructure Unit prepares all the necessary plans and programs of work of all proposed buildings for construction and approved by the College President. Meanwhile, when funding is provided, the infrastructure unit shall implement the project and supervise the construction and implementation. In every phase of the construction work, the monitoring and evaluation committee shall monitor and evaluate the progress of the construction and submit reports and recommendations to the President. The personnel involved in the operations of the Infrastructure unit are qualified and licensed engineers. With the present structure, the college is capable of implementing infrastructure projects like construction of buildings and the like. Problems

Republic of the Philippines APAYAO STATE COLLEGE Conner, Apayao INFRASTRUCTURE DEVELOPMENT UNIT Page 6 of 7 that may arise during the implementation of the project are immediately resolved. 8.8 THE COST – BENEFIT ANALYSIS The proposed project has a total amount of Fifteen Million Pesos (Php 15,000,000.00) for a construction period of almost six months. Since the implementation is done by phase, consideration for the cost – benefit analysis will be limited to the scope of works covered by this project. With the increasing number of enrolment at the Conner Campus and the serviceability of the proposed project, the following are the assumptions: 1. The average number of students who will utilize the facility for the first three years after completion is One Thousand Seven Hundred Fifty (1,750); 2. The average Tuition Fee (excluding other fees) per student per semester is Php 3,000.00 and the average tuition fee per student in one year would be Php 6,000.00; 3. The enrolement projections after the completion of the project: 4. The tuition fee per student shall remain to be php 3,000.00 per semester after the completion of the project. Hence, the project will continue to earn benefits onwards. 8.9 RECOMMENDATION Taking into consideration the technical, operational and cost benefit analysis/feasibilities, the proposed project is feasible and can be funded for implementation.
