Corporate, programme management or the customer sits outside the project but sets the overall requirements and tolerances for the project.
Project board has overall control at a project level, as long as forecasts remain within the project tolerance, and will allocate tolerances for each management stage to the project manager. Deviations should be referred to Corporate.
During the execution of the stage plan, if any forecasts indicate that the management stage is likely to exceed the agreed management stage tolerances, then the deviation should be referred to the project board. Project manager agrees the work package level tolerances with the team manager.
Team manager refers the deviations to the work package level tolerances to the project manager.

Executive : Provide stage tolerances. Make decisions on exception plans and ensure progress remains consistent from the business perspective.
Senior User(s) : Ensure progress remains consistent from the user perspective.
Senior Supplier(s) : Ensure progress remains consistent from the supplier perspective.
