All rights reserved. 4 Purpose: The purpose of the Progress theme is to establish mechanisms to monitor and compare actual achievements against those planned, provide a forecast for the project objectives and the project’s continued viability, and control any unacceptable deviations. PROGRESS THEME Definition: Tolerance The permissible deviation above and below a plan’s target on time and cost without escalating the deviation to the next level of management. There may also be tolerances levels for quality, scope, benefit and risk. Tolerance is applied at project, stage and team levels.

All rights reserved. 7 PROGRESS : Approach PRINCE2 provides progress control through: • Delegating authority from one level of management to the level below it • Dividing the project into management stages and authorizing the project one management stage at a time • Time-driven and Event-driven progress reporting and reviews • Raising exceptions The project’s controls should be documented in the Project Initiation Documentation (PID).

All rights reserved. 8 PROGRESS : Progress Control PRINCE2 provides two types of progress control throughout the life of the project: • Event-driven controls: These take place when a specific event occurs. o Exceptions o Risks o Issues o End Stage o End Project • Time-driven controls: These take place at predefined periodic intervals. o Check-point report – Progress reporting from Team Manager to the Project Manager o Highlight report – Progress reporting from Project Manager to the Project Board

- Corporate, programme management or the customer sits outside the project but sets the overall requirements and tolerances for the project. Project board has overall control at a project level, as long as forecasts remain within the project tolerance, and will allocate tolerances for each management stage to the project manager. Deviations should be referred to Corporate. During the execution of the stage plan, if any forecasts indicate that the management stage is likely to exceed the agreed management stage tolerances, then the deviation should be referred to the project board. Project manager agrees the work package level tolerances with the team manager. Team manager refers the deviations to the work package level tolerances to the project manager.

- Responsibilities relevant to Progress : Corporate : Provide project tolerance and make decisions when project-level tolerances or forecasts to be exceeded. Executive : Provide stage tolerances. Make decisions on exception plans and ensure progress remains consistent from the business perspective. Senior User(s) : Ensure progress remains consistent from the user perspective. Senior Supplier(s) : Ensure progress remains consistent from the supplier perspective. Project Manager : Authorize work package. Monitor progress. Produce relevant management reports. Maintain logs and registers. Notify project board of any forecast deviation from stage tolerances. Team Manager : Agree work packages with project manager. Report progress (checkpoint report). Notify project manager of any forecast deviation from work package tolerances. Project Assurance : Verify business case against progress and events. Confirm project progress against agreed tolerances. Project Support : Assist the project manager in compilation and maintenance of reports.
