The document discusses licensing issues related to geospatial data and public sector information (PSI). It addresses why licensing is important, different types of users and uses of data, and how government data policy and PSI directives influence licensing. Key points include that licensing protects intellectual property rights and different regulations apply to PSI versus non-government data. Licensing terms may vary depending on whether the use is viewing, sharing, reusing, or commercially exploiting the data. Directives aim to increase access to PSI through non-exclusive licensing that does not restrict competition or widely limit reuse.
