Indian Railways is a state-owned enterprise that operates one of the largest railway networks in the world comprising 115,000 km of track. In 2014-15, it carried over 8 billion passengers and over 1 billion tons of freight annually. The Ministry of Railways oversees Indian Railways and is headquartered in New Delhi. The railway budget aims to overcome challenges through reorganization, restructuring, and rejuvenation of Indian Railways. Targets for 2016-17 include an operating ratio of 92% and revenue generation of 1.84 trillion rupees.
