Theme : “Public Sector Enterprises in Railways”
The Railways, a prime mover of the economy and a primary transporter of vital bulk products such as coal, oil and petro products, metals and minerals, food grains as well as people, is getting ready to meet the projected requirements of its user segments. The Railways and its departmental enterprises have articulated an ambitious roadmap and are gearing up to meet new growth targets.
The rapid expansion of the life insurance profession in India over recent years has delivered many benefits. It has
enabled families and individuals to protect themselves against some of life’s most serious risks, and to plan for their
financial security in retirement.
However, the sector does not have an unblemished record. There have been high profile situations where, frankly, the
consumer interest has been a second-tier priority. The task of the IRDA, as Regulator, is to promote and protect the
interests of policyholders.
The future success of the life insurance profession depends, above all, upon the knowledge and integrity of the people
who advise customers – and are their first, and most important, point of contact. At the IRDA, our goal is to see life
insurers increasingly able to attract, motivate and retain outstanding people, committed to providing a ‘needs-based’
approach to financial advice.
This new coursebook, and the revised qualification that agents now sit, is a vital part of our strategy. We have developed
a syllabus that is challenging in its scope and depth. It does not simply encourage agents to memorise facts and
figures. This is important, but insufficient. It also tests their understanding of learning, and ability to apply it in a wide
range of practical real-life situations.
I am grateful to the Chartered Insurance Institute for their extensive support for this work. We have benefitted greatly
from their experience in other markets. I am also thankful to many other industry practitioners who have given their time
and expertise to develop this material.
Above all, I acknowledge you, the aspiring professional, for embarking on this journey, and taking seriously the need
for professional study. Without you, there would be no future for this important marketplace. I trust you will find this
coursebook of great value for your studies, and send my best wishes for your future as a life agent.
If you are tense for some reason, know that you are caught in the rut of unconsciousness. A spiritual seeker should wake up and relax. How can you relax till the situations change? Situations change only when you relax, look up, look within, and take refuge in the Mantra and repeat it with Love and trust in its infinite power to clear the fog of your mind and it Works!!
Each religion has its own powerful sounds that evoke the God in us. God is light. When you evoke the Light, dark forces that conspire sitting in your own mind cannot work. Unconsciousness creates the ground for the negative forces to work, and negative forces are dark, they are effective in darkness, they cannot tolerate light, can’t survive in light, so they always look for opportunities when we are off guard, a little slip from the state of consciousness and you are enveloped with dark forces!
They are not waiting outside of you to enter, they are right there inside of you in the subconscious layers of mind and till you have cleansed and purified your subconscious, they are with you like your own shadow.
Fear, anger, anxiety, tension, they are not only enemies; they are also the forces which create opportunities for all of us to rise to our Divine inheritance. If you have not gone through pain and bondage why should you ever try to rise or work to overcome them and transcend them?
Mantra is the mystic power, the tool for us to work with, the non-violent weapon to transform the diabolic forces into Divine Light and Love. Every faith tradition that has created enlightened Masters, have all used it, it is the Word, it is the Sound, and it is the primordial essence of all that is.
Never curse your negative weaknesses it only empowers them, they are mere reminders of your challenges of life. They are there, for you are born to work with them, through them, Beyond them. Yes, Mantra will do that miracle you are waiting to see in life!!

Financial Performance of Railways during 2014-15
Railway Minister Shri Suresh Prabhkar Prabhu has said that the passenger earnings which
were budgeted to increase by 22.2% have been scaled down to 17.7% keeping in view the
persistent negative growth trend, particularly in non suburban non-PRS segment of travel.
Presenting the Railway Budget 2015-16 in Parliament today, he said there is a net reduction in
Gross Traffic Receipts by Rs 917 crore in RE compared to the BE of Rs 1,60,165 crore.
The Railway Minister said Ordinary Working Expenses (OWE) in BE were provided for at an
increase of 15.5% over 2013-14 which has been scaled down to 11.7% in the RE. Taking into
account the likely savings accruing from drop in prices of HSD (High Speed Diesel) for traction
partly offset by higher requirements under certain heads for maintenance, safety and cleanliness
activities, the budgeted OWE of Rs 1,12,649 crore have been decreased in the RE 2014-15 to
Rs. 1,08,970 crore i.e. by Rs 3,679 crore.
He said BE provided for an appropriation of Rs 28,865 crore to Pension Fund. However, based
on trend, the pension outgo has been assessed to be higher than the provision made in BE.
Accordingly, appropriation to the Pension Fund has been increased to Rs. 29,540 crore in RE.
Internal resource generation also improved and accordingly the appropriation to DRF has been
scaled up to Rs 7,975 crore in RE from the BE 2014-15 provision of Rs 7,050 crore.
Shri Prabhu said after taking into account the above, "Excess" of receipts over expenditure
stands at Rs 7,278 crore in RE 2014-15. With the above estimates, the targeted Operating Ratio
is 91.8% against 92.5% in BE, which is an improvement of 0.7% percentage point over BE and
1.8% over 2013-14. Plan size for 2014-15 has increased from Rs 65,445 crore in the B.E to Rs
65,798 crore in the Revised Estimates i.e. by Rs 353 crore with higher provisions under internal

Electrification and Passenger Amenities.
The Minister said Railways has proposed a Plan outlay of Rs. 1,00,011 crore, an increase of 52% over RE
2014-15. Shri Prabhu said it is anticipated that the Plan size will get higher once resources from institutional
bodies are formalized during the course of the ensuing financial year.
He said given the huge shelf of project and ensuring proper funds flow for the same with a view to
completing them on target, a new financing approach to expand EBR has been projected. This EBR, presently
named EBR (Institutional Finance) would be based on institutional investments in railway projects through
Railway/ PSUs. This element is projected at Rs. 17,136 crore and is aimed at accelerating completion of
capacity augmentation projects. This new vista being tapped has promising potential.
Shri Prabhu said while the budgetary support has been increased progressively over the years, it has not been
adequate to realistically fund the large shelf of projects that are in the pipeline. He said many of the projects
relate to decongestion in heavy traffic sections and are, therefore, remunerative. Such projects can be taken to
accelerate completion by tapping market funding from institutional finance agencies, multilateral lending, etc.
In this background, more than a hundred projects valuing more than one lakh crore have been identified
through extra budgetary resource subject to due process being followed, the Min
ister added.
