The International Standard of Training Certification and Watchkeeping for Seafarers of 1978 was adopted by the IMO in 1978 but did not take effect until 1984 due to slow acceptance by member states. By 1992 it had been ratified by many governments. A complete revision was deemed necessary and signed in April 1995 as STCW-78/95 in response to this need. The revised agreement established modern international standards for the training, certification and watchkeeping of seafarers.

This Agreement didn't go into effect but up to 1984 due to a slow process of acceptance for the states members to the Convention. For 1992, the Agreement had been ratified by many governments (Administrations).

4. STCW (continue) The states members to the convention carried out quickly that it was necessary a complete revision and this was quickly fulfilled. The Agreement was revised and it was signed in April of 1995; this revision called herself STCW-78/95 (for its initials in English for Standard of Training, Certification and Watchkeeping for Seafarers).
