3. I, Avinash student of M.A. Criminology, 1st semester, would like
to pay my sincere gratitude towards our course director Pro.
(Dr.)B.N. Chattoraj, for arranging our visit to Prayas for the
purpose of understanding the Children’s Home organization and
there functioning.
I also thankful to Mr. Mukesh Kumar, Project Manager
of Prayas Children’s Home in Prayas Children’s Home For Boys,
EE Block, Jahangirpuri, Delhi to understand the things in a much

4. Introduction
Prayas is a humanitarian, gender sensitive and child-focused
development organization, with a vision to restore the lost
childhood of neglected, street and working children and the
marginalised.
Prayas visualise a world that protects children’s rights. A world
that treats every child equally and lets boys and girls play and
learn, and grow to adulthood in health, peace and dignity. A world
that involves children and young people in making decisions about
their lives and finding ways to make the world a better place for
all.
There is a particular dress for all children. The colour of the
dress is blue shirt and pant. There are dormatery’s for childrens.
At least 25 children lives in a dormatery. These dormatery’s are
according to the age of children. For example 6 to 8 years children
lives in a dormatery and 8 to 10 years children lives in different
dormatery. The children clean their dormatery himself. Here most
of the children from U.P. and Bihar. The name of these
dormateries are on the name of great persons. When the children
want to see the t.v, there is a voting system for the channel of the
t.v.
If any children want to do any particular job, there is a
system of a loan from bank. If any child want to take education,
than he can take admission in any private or government college.
Than a special file prepared for that child. In this file all the daily
activities of the child recorded. Different types of reports for all the
children.

5. What is a NGO
A non-governmental organization (NGO) is an organization that is
not part of a government and was not founded by states. NGOs
are therefore typically independent of governments. Although the
definition can technically include for-profit corporations, the term is
generally restricted to social, cultural, legal, and environmental
advocacy groups having goals that are primarily non-commercial.
NGOs are usually non-profit organizations that gain at least a
portion of their funding from private sources.
The NGO works according to Juvenile Justice (Care and
Protection OF CHILDREN) Act.
Juvenile Justice Act
In this act a child or juvenile is defined as a person who has not
completed his/her 18th year of age. It outlines two target groups:
Children in need of care and protection and Juveniles in
conflict with law. This act protects not only the rights of children,
but a person's rights when he/she was a child. Meaning that if a
crime or an incident took place while the person was a child, and
then during the proceeding the juvenile ceased to be of age the
case would continue as if the juvenile has not turned eighteen yet.
Work of JJ Board
The JJB must make an inquiry into the case and if they determine
the child is guilty of the crime then they may release the child after
advice and counselling. The child can be released either to his
parents/guardians or into an institution, with or without a bond.
The Board may also make the child pay a fine (if he is above
fourteen and earns) or complete hours of community service. A
social investigation report from the probation officer is required for
the child to be discharged. The probation officers may be required
to continue a follow up of the child even after discharge. A child
can not be charged with the death penalty, imprisonment which

6. can extend to life imprisonment or committed to prison for inability
to pay a fine or providing a security for the bond
Story of Prayas
Prayas had its inception in 1988, as an emergency relief
and rehabilitation measure for thousands of children rendered
homeless due to a devastating fire in one of the slum areas in
north Delhi at Jahangirpuri re-settlement colony. Starting with 25
children, today Prayas caters to the need of over 50,000
neglected, street and working children in 08 States/UTS of Delhi,
Gujarat, Bihar, Assam, Haryana, Rajasthan, Arunachal Pradesh
and Andaman & Nicobar Iceland. Chapters of Prayas are being
established in US, UK, and Germany.
The organization is registered under the societies
Registration Act, 1860, the Foreign Exchange Management Act
(FERA) and under Section 35AC and Section 80G of The Income
Tax Act.

Mission of Prayas
Prayas Mission is to protect children’s rights, to help
them meet their basic needs and to expend opportunities to
achieve their full potential. Guided by dreams and aspirations of
thousands of neglected street and working children, we pursue
our mission with both commitment and compassion because the
children we serve deserve the best.

7. Aims and Objectives
Working at grassroots and fostering participation – Prayas
essentially operates at the grass-root level and our programmes
are participatory and focus is on the community, their capacity for
self help and affirming the dignity and worth of all.
Working to bring policy changes- prayas’works for changes in
various policies and programmes for child welfare and
development with the government and institutional agencies.
Working for holistic development- Prayas’ focus is on
institutional care and community service, child
helpline,
alternative education, vocational training, health, nutrition, girls’s
education and emergency relief and rehabilitation.
Working closely with other partners for development –
A. Research and documentation- it also maintains a data base
of all other organizations, national and international, working in
the area of child development and rehabilitation.
B. Training- this unit organizes workshop, seminars and
prepares materials to impart training to NGOs, educators,
government functionaries and other social groups pf child
rights and needs.
C. Resource unit- this unit develops programmes to raise funds
and resource activities. It also arranges sponsors our children.
D. Children protection unit- conducts survey, action research,
studies on socio-economic, psychological, legal status of
children at risk with in of j. j.
E. Volunteer program- prayas caters to more than 500 volunteer
interns,community workers and so form various universities of
India & abroad. This unit in advocacy work ( u.n., govern.and
non govern education policies ande programms.

1 – All the children should be following the time table as given
below.
2 – All dormitories should be locked by 9:00 am (sharp) by Mr.
Shiv Kumar.
3 – All the care takers & residential staff to ensure that all the
children of the home wake-up and get prepared for the breakfast,
Morning Prayer and for their classes.
4 – All the Care Takers, residential & dormitory in charges should
be instructed to ensure that all children get ready on time and
keep their dormitory neat and clean.
5 – All the staff should be come on their desire time and be there
in the morning prayer.
6 – The daily routine of the House Father to ensure that the
dormitories are clean, children are properly dressed, their clothes
are neat & clean.

9. The condition of the Children home was very bad. The
colours of the walls were very dark. So many children hesitate to
talk with other persons and also with their friends because there
were no good consolers for children. Some Children always asks
that, when they can go their own homes. There were different
types of paintings on the walls which were made by the children of
those children home. Different types of causations were written on
the walls like "We should always obey our Elders". They try to
make the child self dependent. The strength of children in the
children's home was over crowed. The children's home has the
strength of child more then its capacity. The strength of run away
children is more then other category of children. The beds for
children were very less according the children. The rooms of the
children were not clean. In the lunch time the children make a
noise very much. Children walking independently here and there.
