Let us imagine that this is the text given as the stimulus for the Personal Response. What would you pick out as useful to discuss ?
TIP 1 :- Check that you understand the  basic  idea of the text (A simple summary might look like this ... Unemployment is a problem, and youth unemployment is a big problem. Many young people will suffer. This could damage society.
TIP 2 :- Pick out by underlining / highlighting words or phrases which seem to you to be important
TIP 3 :- Think of questions to ask about these phrases.  To start with, concentrate on the phrases that involve qualifiers  (adjectives, adverbs, comparatives, superlatives, etc)
Tip 4 :- …  THEN, ask questions about phrases involving nouns
So … you end up with something like this :- NOW ...
TIP 5 :- …  select the three or four points that seem to you the most interesting, and put them into some sort of order. Like this :-
TIP 6 :- Make sure that your order has a  logic  to it – it is clear why you move from the first idea to the second … and so on. Like this simple example ...  Youth unemployment is special (A) because young people think about their future … …  and a 'real future' means (B) that people need hope, need to think that they're going somewhere positive … …  and if, in both developed & undeveloped countries (C), young people don't have any hope for the future … …  they won't give a damn about anything any more, and so society will fall to pieces (D)...
