2. RELIGIOUS
1. Girl Scouting is non-sectarian, open to all girls
of all faiths who find the Girl Scout Law and
Promise in agreement with their own moral
and spiritual ideas of living. The whole
Movement, however, is based on religion, that
is, “the realization and service of God”, and the
force behind it which gives life and meaning to
every activity is a spiritual one.
2. Every Girl Scout should be encouraged to
attend the services and observe the practices of
her own church and respect those of others.
3. 3. The Girl Scout organization recognizes that
religious institutions can help deepen and
strengthen the Movement. It is interested,
therefore, in having churches sponsor Girl
Scout troops. Two types of sponsorship of Girl
Scout troops are possible for religious
institutions.
a.When a church wishes to organize a troop
primarily for its own members, the troop
becomes an integral part of the religious
institution and the Girl Scouts participate in
the whole program – its religious, social and
welfare activities.
4. b.When a church offers a meeting place for a
troop of Girl Scouts of various denominations
in the neighborhood, participation in the life of
the church is no part of the troop’s program.
4. Local Girl Scout groups re required to consider
varying religious opinions and practices in
choosing general meeting places, in selecting
dates, in making group menus, in providing
opportunities for campers to attend religious
services, and in planning so that program
activities do not conflict with religious
observances.
5. POLITICAL
1. The Girl Scout Organization believes it is not a
function of the Movement to participate in
political or legislative action.
2. The Girl Scout Movement is non-political. It
does not affiliate with any organized group to
promote or oppose any local or national
legislation or regulation not directly affecting
the aims or program of the Girl Scout
Movement or the property rights of the Girl
Scouts of the Philippines.
6. 3. No local unit may engage in political activity
contrary to the state policy of the Organization.
4. Whereas Girl Scouts are pledged to democratic
principles and to being active citizens of the
community, the country, and the world, the
Organization believes that it is part of its
obligation, as a national movement to be aware
of and to study social issues; but only as
individuals to take action on political and
legislative matters, except in cases as
previously stated.
7. PUBLIC RELATIONS
1. The Girl Scout Organization has an obligation
to report annually its activities to the public
and to seek the widest possible understanding
and support of its purposes and work. The
annual report should be published within five
months at the close of the year.
2. The Girl Scouts of the Philippines is an
Organization which serves the public and
which depends on public understanding and
support.
8. FINANCE
1. The financial resources of the Girl Scouts of the
Philippines shall consist of:
1) Bequests
2)Public contributions and donations of all
kinds.
3)Aid from the government or any of its
subdivisions, branches, offices, agencies or
instrumentalities, and private organizations.
4)Duly authorized fees, subscriptions and other
levies.
5)Other sources as may be authorized by law or
by the Central Board.
9. 2. Funds and material resources for the support
of the Girl Scouts of the Philippines shall be
solicited and raised only as authorized by the
Central Board in accordance with its rules and
regulations and with existing laws governing
the solicitation of contributions from the
public.
3. All donations made to the Girl Scouts of the
Philippines shall be free from payment of taxes
on donations, and the corporation shall be
exempt from the payment of all taxes, duties,
imposts and other charges in accordance with
the provisions of its Charter, C.A. No. 542 as
amended by R.A. No. 4375, P.D. No.720 and
E.O. No. 267.
10. 4. The funds shall be disbursed in accordance
with the approved budget and policies. All
funds shall be deposited in such banking
institutions as shall be approved by a special
committee composed of the National
President, National Treasurer and Finance
Chairman.
5. No officer or member of the organization shall
solicit or raise funds unless so authorized by
existing laws or the rules and regulations
prescribed by the Girl Scouts of the
Philippines.
11. 6. The Girl Scouts of the Philippines shall not be
liable for the financial obligations of any
Provincial/City Council or any officer or
member unless incurred with the consent and
by authority of the Central Board.
7. The Provincial/City Council shall indemnify
the GSP National Headquarters for any and all
expenses related to the defense of any act
arising from the negligence or misconduct
committed in the performance or non-
performance of the assigned task by any officer
or member or staff of the Council.
12. 8. No member shall be financially interested
directly or indirectly in any contract with the
Girl Scouts Organization or any of its Councils
or subdivisions, or in any special privileges
granted by the Central Board or Executive
Committee during the term of her office.
9. Every Provincial/City Council shall send
annually to the Executive Committee through
the Regional Office, audited financial
statements on its operations for the preceding
year. The Councils and their units shall also
render annual financial statements to their
supporters, members and constituency.
13. 10.Contributions for the general purpose of the
Girl Scout Movement shall be collected only as
authorized by the Central Board.
11. Each authorized local council soliciting
contributions shall send annual audited
statements of its receipts and disbursements
and financial conditions to the National
Headquarters and shall file annually financial
statements with the proper authorities in each
community.
12. The Organization shall not be liable for debts
of any local or other representative unless
incurred by authority of the Central Board.
14. 13. No Girl Scout under the age of eighteen shall
be permitted to canvass for or solicit funds in
the capacity as a Girl Scout unless
accompanied by or under the direct
supervision of her adult leaders.
14. In connection with money-raising projects,
local groups are asked to:
a.Keep in mind the best interests of their Girl
Scouts: i.e., be sure that the things asked of
them are appropriate to their age and do not
present health hazards;
b.Secure their parents’ permission;
c.Train them for their jobs and supervise them;
d.Whenever possible, see that they appear in
uniform.
15. 15. All local councils desiring to hold fund
campaigns outside the official campaign period
for one reason or another, should request a
special permit from the Social Welfare
Administration thru the National
Headquarters of the Girl Scouts of the
Philippines.
16. All remittances in checks and money order to
the national organization should be made
payable to the Girl Scouts of the Philippines.
16. PAMPHLETS, DESIGNS, INSIGNIA
AND TRADEMARKS
The Girl Scout trefoil and other copyrighted
materials, designs, insignia, and trademarks used
in connection with the Girl Scout program are the
sole property of the national organization. In
order to prevent their unauthorized use and to
maintain their full usefulness to the organization,
the right to use any reproduction of registered
designs, insignia, or trademarks in conjunction
with the sale of any type of merchandise is strictly
reserved to the National Equipment Service.
17. No Girl Scout Council committee or
individual is permitted to use any reproduction
of any such registered pamphlets, insignia, and/
or trademarks in conjunction with the sale of
any merchandise without the express written
consent of the National Headquarters.
THE NATIONAL EQUIPMENT
SERVICE
The Provincial/City Council Equipment
Service is the only authorized distributor of the
National Equipment Service. All of which are now
called NES – (name of the council).
18. However, the Council may elect to have Council
Dealers – any individual, may not be a troop
leader, who wants to make business with the Girl
Scouts of the Philippines and helps in the
distribution/selling of the GSP uniform and
equipment in cognizance with the National
Policies and Procedures.
The NES in the Council plays a vital role in
the distribution of the official Girl Scout
uniform, its accessories and other Scout
Equipment and supplies. It helps maintain the
official standards on the proper use of the Girl
Scout uniform, protect and safeguard the patent
of the Girl Scout uniform, pins, insignias, badges
and other accessories of the uniform.
19. It is important for GS Councils to know and
be guided by the National Policies for operation
of the National Equipment Service in the
Council.
1. This business partnership is intended only for
the Council as a whole. No person can buy
from NES at a discount unless this person
represents the Equipment Service of the
Council which shall sell the goods.
2. If the Councils do not want to have their own
Equipment Service, they forfeit the right to net
the profit. The aim of the business partnership
is to give the Councils additional income.
20. 3. Councils may elect to have Council “dealers” duly
endorsed and authorized by the Council. The
Council dealers are bound to comply with the
following NES policies:
a.Purchases of dealers are invoiced at selling
price.
b.Purchases will be on cash basis or COD.
Postdated checks are unacceptable.
c.Dealers are entitled to 15% outright discount
on their purchases based on the selling price.
d.Of the 15% discount, 3% shall be shared by the
dealer with the Council.
e.The 3% council share on the dealers discount
shall be retained by NES and will be
automatically deducted from the dealers’
discount. Net discount of dealers will therefore
be 12% of the selling price.
21. f. For councils with outstanding NES accounts,
the 3% share on the dealer’s discount shall be
applied to payment of same.
g.Councils with no outstanding accounts may
apply to payment of future purchases.
h.A report on the 3% share on dealer’s discounts
will be reflected on the monthly statement of
accounts to Councils with attachment of the
dealer’s invoices.
4. An individual buying from the NES will buy at the
retail price. But if the individual represents a
Council and brings a letter or card of authorization
from the Council President/Executive, the
individual will obtain the privileges of the Council
and not for herself.
22. 5. NES shall handle all GSP official equipment. It will
exercise the right for patent for these official
equipment and items.
6. NES shall exercise its right of patent by instituting
legal action against those who manufacture GSP
official equipment without NES registration,
recognition and authority.
7. All Councils must sell the Ready-to-Wear (RTW)
uniforms/uniform material and other NES items
at standard prices set by the National Equipment
Service with no additional mark-up.
8. The standard selling price for all official
equipment as stated in the price list for users
should be followed.
23. 9. NES will pay for the freight of goods from
National/Regional Office to the bus/pier.
10.The National Equipment Service shall
maintain separate accounting records and
bank accounts to facilitate auditing and
classification of accounts.
11. No member shall be financially interested
directly or indirectly in any contract with the
Girl Scout organization or any of its
councils/subdivisions, or in any special
privileges granted by the Central Board or
Executive Committee during the term of her
office.
24. 12. The credit limit of councils should not exceed
Twenty Five Thousand Pesos (P25,000.00) at
any given time.
13. Councils without accounts:
a.Purchases of councils without accounts will
be invoiced at selling price less 15% outright
discount.
b.Purchases will be on cash basis or COD.
Postdated checks are unacceptable.
14. Councils with outstanding accounts:
a.Councils with outstanding accounts will get
their purchases at council price whether they
buy in cash or on credit.
25. b. Councils with outstanding accounts cannot avail of
any discount.
REAL PROPERTY
1. All real properties of the organization shall be in
the name of the Girl Scouts of the Philippines and
may be disposed of only upon authority of the
Central Board.
2. In the event of the dissolution of a Girl Scout
Troop, the Barangay Committee shall apply the
troop funds and property to the payments of its
obligations, and shall turn over the surplus, if any,
to the Provincial/City Council if, there be one, or
where there is no Council, shall dispose of such
surplus as decided by the Central Board.
26. 3. In the event of the dissolution of a Provincial/City
Council or the revocation or lapse of its charter,
the Central Board may at its option assume charge
of the affairs of the Council and continue
operations pending its reorganization or re-
establishment, or wind up the business of the
Council, applying all funds and property in its
possession or control the payment of its
obligations, and administering any surplus funds
or property as the best interest of Scouting may in
its judgment require. In case the Central Board
continues the operations of a Council pending its
reorganization or re-establishment, the
reimbursement of all monies advanced by the
Central Board during such period, of
reorganization shall be assumed by the
reorganized or new Council as a condition to the
granting of its Charter.
27. 4. Any donated property or funds acquired by the
Central Board upon the dissolution of a Girl
Scout troop or Provincial/City Council shall be
administered so as to make effective, as far as
possible, the intentions and wishes of the
donors.
5. In the event that the Girl Scouts of the
Philippines is dissolved by law, it may
incorporate itself under a Foundation that has
the same ideals and objectives.
