CONSTITUTION AND BY – LAWS
Article I
NAME AND OFFICE
Section 1: The association shall be named as San Enrique National Comprehensive High
School Teachers and Employees Association.
Section 2: The association shall hold office at San Enrique National Comprehensive High
School, San Enrique, Iloilo.
Article II
PURPOSE
Section 1: To unite all members of the association into one cohesive group in order to have
some aspirations and ideals.
Section 2: To promote the general welfare of the members of the asociation in their
respective line of endeavor.
Section 3: To enhance rapport, material assistance and cooperation among its members.
Section 4: To enable the members to render effecient services to the school, the
community, country and God.
Section 5: This association should uphold interest of each member and to protect them to
their legitimate rights individually or collectively.

Article III
OFFICERS AND ELECTIONS
Section 1: The association shall elect the following set of officers:
a. President
b. Vice President
c. Secretary

j. Asst. Business Manager

Section 2: A new set of officers should be elected every two years.
Section 3: The induction of officers will be done together with the induction of officers of
different clubs and organizations of the school.
Article IV
DUTIES AND TERMS OF OFFICE
Section 1: All officers shall serve office for a term of two years or until a new set of officers
shall have been elected and qualified in accordance with Article IV Section 3 of
the constitution.
Section 2: In case of vacancy, a special election shall be conducted except that of the office
of the President where the Vice President automatically assumes office and shall
serve only for the unexpired term of the President.

Section 3: The President shall preside over all meetings and shall act as an ex-officio
member of the committee. He shall authorize the payment of all bills, create
committees, and appoint chairmen and members. He shall vote on tentative
motions in case of a tie. He shall be alert to give decisions to unexpected
happenings during meetings.
Section 4: The Vice President assumes the duties of the President in case of death, illness,
or incapacity of the latter. He may preside over meetings if so requested by the
President.
Section 5: The Secretary shall keep records, minutes of every meeting and present them
during succeeding meetings. He shall make arrangement for all meetings and
notify the members of the time and place of the meeting. He provides the
President with the list of the association officers and committees.
Section 6: The Treasurer shall be custodian of the funds of the association. He receives all
the money contributed by the members and other resources and duly credits
them. He shall deposit the funds in the bank identified by the members and the
withdrawal slip shall contain the signature of the President, Treasurer, and
Auditor. He shall submit financial statement of the status of the funds of the
association every general meeting.
Section 7: The Auditor shall see to it that all money received are validated, all expenses
made are authorized, and all disbursements are supported with approved
resolution.
Section 8: The Business Manager shall execute the plan approved by the body. This includes
accomodation, transportation, purchase of supplies, materials, and other needs
of the association.
Section 9: The Peace Courtesy Officer shall be responsible for proper decorum of all
members during meetings and activities of the association.
Section 10: The Public Information Officer shall have all important affairs of the association
announced, published or circulated. He shall serve in the publicity committee.

Article V
BOARD OF ADVISERS
Section 1: There shall be a Board of Advisers composed of the following:
a. Principal b. Head Teacher
Section 2: The immediate past President if not re-elected shall also become a member of the
Board of Advisers.
Article VI
MEMBERSHIP
Section 1: Membership shall be xtended to all regular permanent teachers and employees of
this institution. Temporary and provisional status like substitute and emergency
teachers may have the option to apply for membership. All benefits will be
enjoyed by both permanent and provisionary teachers and employees as long as
they paid the membership fee.
Section 2: Every member shall pay an annual membership fee of one thousand pesos
(P1,000.00) in the month of November during the releasing of the Year – End
bonus.
Section 3: The membership fee of one thousand pesos(P1,000.00) will be a revolving funds
and shall be deposited at One Network Bank (ONB) jointly signed by the
President, Treaurer, and the Auditor.
Section 4: Collecting and disbursing shall be followed by proper auditing.

Article VII
MEETINGS
Section 1: The association shall have its regular quarterly meeting every first Friday (P.M.)
of the following months June, September, December and March.
Section 2: A special meeting shall be required or upon the request of the Principal.
Section 3: Majority of the members shall constitute a qourum, that is one-half plus one.
Section 4: Such regular/special meeting if held during school hours shall seek approval of
the Principal.
Section 5: The following shall be the order at any meeting of the association:
a. Roll Call
b. Reading of the Minutes of the Previous Meeting
c. Report of Committee
d. Introduction of the New Members
e. Election of Officers
f. Treaurer’s Report
g. Auditor’s Report
h. Unfinished Business

Section 6: All meetings shall be done according to Parliamentary Procedure.
Section 7. An amount of P500.00 is alloted for the snacks during the TEA officers meetings.

Article VIII
BENEFITS
Section 1: Death Aid
1.1 For an active member – P20, 000.00
1.2 The active member must have two benefeciaries who can avail the death aid
benefit amounting to P5, 000.00
Section 2: Medical assistance of P 10, 000. 00 for active member who was diagnosed with
serious illness such as:
a. Cancer
b. Kidney failure
c. Stroke
d. HIV
e. Severe Pneumonia
f. Tuberculosis
g. Other diseases that requires surgery/operation
h. Accidents (gun shots, stub wounds, vehicular accidents, third degree burn)
i. Dengue H – Fever
2.1 Pertinent documents such as medical certificates, hospital admission record
and hospital bills are required to claim the medical assistance.
Section 3: Retirement
3.1 A member who retires from the service will receive an amount of P15,
000.00
3.2 Retirement program shall be done during the Teacher’s Christmas Party.

Article IX
PRIVELEGES
Section 1: The association will allot an amount of P15, 000.00 for the Teacher’s Day
Celebration and P20, 000.00 for the SETEA program.
Article X
REVISION, RATIFICATION, AND AMMENDMENTS
Section 1: A 2/3 vote of all members present in the general meeting is required to revise,
ratify and amend any part of this Constitution and By-Laws.
Article XI
EFFECTIVITY
Section 1: This Constitution and By – Laws shall take effect immediately after revising,
ratifying and amending its content by the officers called the purpose.
