Even though economists and academics have been studying money laundering for many years, there
are still gaps in the research because there is a dearth of trustworthy data on the activity as well as an absence
of specific sources and methods of collection in government-based reporting. The Walker-Unger gravity model
was used in this study to determine the countries that Russian-based money launderers used as funding
destinations between the years 2000 and 2020, as well as whether there are any variations in country rankings

In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.
The committee’s focus was on ensuring the safety and security of individuals, communities, and the nation as a whole. Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.
Subsequently, in February, the committee successfully submitted its recommendations regarding amendments to the criminal law. These recommendations are intended to serve as a foundation for enhancing the current legal framework, promoting safety and security, and upholding the constitutional principles of justice, dignity, and the inherent worth of every individual.

Abstract: Chau Thanh District, Hau Giang Province, has diverse tourism resources. The local authority has
been orienting the tourism industry as an important economic sector. However, tourism-oriented products have
not been determined yet. The tourism resource exploitation is not commensurate with the potentials and
advantages of the district. This study focuses on assessing tourism resources and tourism development
potentials, thereby proposing solutions to exploit the tourism potentials of Chau Thanh District, Hau Giang
Province.
Key Words: Tourism resource, tourism potential, tourism product.
I. Problem Statement
Tourism resource is an essential factor in considering and assessing the tourism development
potentials of a city. Surveying and evaluating tourism resources are a fundamental basis for each locality or
country to develop programs for management, conservation, embellishment, and exploitation of tourism
resources; as well as formulate a tourism development plan (Bui Thi Hai Yen, 2007). Tourism potential is a
combination of factors that form the attraction of destinations for tourists to visit and experience (Erika, 2014).
Appreciating tourism potentials of a city or a country is an essential condition for orientating the development
of a destination (Ruxandra, 2017). Therefore, tourism potential plays an important role in tourism type
development and diversification.
In recent years, Hau Giang Province’s tourism industry has had positive changes. Tourism products
are increasingly completed, tourism infrastructure is gradually synchronized, the technical facilities are
increasingly developed. Tourist arrival and tourism revenue are increasing. The tourism industry is considered
to become an important economic sector of Hau Giang Province's socio-economic development strategy. Chau
Thanh District has a favourable geographic location and is the eastern gateway of Hau Giang Province. It has
favourable climatic conditions, interlaced canals and rivers, and a diverse agricultural ecosystem. Besides, the
district owns a specialty brand of Phu Huu grapefruit. Also, Chau Thanh District is known as a land with
national historical sites and traditional villages. However, the unique tourism resources have not been
rationally exploited. It is due to the lack of significant investment, monotonous and repetitive tourism products.
From the above reasons, the implementation of the research Potentials for tourism development of Chau Thanh
District, Hau Giang Province is necessary.
II. Research Method
2.1 Data collection method
The data were collected through the following steps. Step 1: Field survey to evaluate the current status of
tourism resources; step 2: Directly interview the relevant subjects, including the local community, local tourism
management officials, tourism site managers, tour operators, visitors, and tourism experts.
The convenient sampling method with face-to-face interviews was used to investigate primary data. The
sample size was as follows.

2.2 Research method
The study used descriptive statistics and ranking indicators to assess the tourism resource potentials of
Chau Thanh District, Hau Giang Province. At the same time, the expert consultation method was used to
propose solutions to exploit tourism potentials in Chau Thanh District, Hau Giang Province.
2.3 Criteria and coefficients to evaluate the possibilities of tourism resources
The tourism potentials of Chau Thanh District were assessed based on seven criteria which are
Attractiveness; Operation time; Tourism carrying capacity; Tourism sustainability; Ability to exploit; Location
and accessibility; Infrastructure and material-technical facilities. Each criterion is divided into four levels of
evaluation from low to high points (level 1 corresponds to 1 point, level 4 corresponds to 4 points).
The criteria are divided into three groups that are very important, important, and less important. Base
on the level of impact of the requirements on tourism development, the coefficients (3, 2, and 1) and
appropriate points were set on each criterion.
- Attractiveness is a fundamental criterion in evaluating tourism potentials. This is reflected in the
ability to attract visitors. If tourism resources do not attract visitors, the other criteria are no longer meaningful.
Therefore, attractiveness is in an essential group that helps create activities at tourist sites. Hence, its
coefficient is 3.
- The critical group includes tourist carrying capacity, tourism sustainability, operation time, and the
ability to exploit. These are criteria associated with tourism development, directly impact on tourism activities.
This group's coefficient is 2.
- The other criteria belong to the less critical group, which are location and accessibility,
infrastructure and material-technical facilities. From the perspective of potential assessment, these criteria
have an indirect impact on tourism resources. If location and availability, support and material-technical
facilities are not available and face obstacles while the destination is attractive, it is still highly appreciated and
attract investments. This is a secondary criterion depending on tourist attraction; therefore, its coefficient is 1.
The evaluation result of tourism resource potentials according to coefficients and points is as follows.

Formula to assess tourism potentials based on the result table
The overall assessment point for the tourism potential of a country is calculated by the formula
∑ . In which, S is the total score; i is the criteria (i = 1, 2, ..., n); Wi is the coefficient of each
criterion; Xi is the rating point.
According to the above table, the highest score is 52, and the lowest is 13. Therefore, the overall
assessment of tourism resource potentials is classified into four levels. They are “very favourable” whose score
from 42 to 52 (Rank I), “favourable” which is from 32 to 41 points (Rank II), an “average” which is from 22 to 31
points (Rank III), and “weak” whose score from 13 to 21 (Rank IV).
III. Research Results And Discussion
3.1 Evaluate the attractiveness of natural tourism resources
The natural resource is an essential factor to consider the local tourism potential. In particular, unique
and attractive natural landscapes will attract tourists to the destination. The field survey and expert consultation
showed that Chau Thanh District, Hau Giang Province has diverse natural resources, with three main resource
sites.
Natural resource site 1 (TN1): Rivers that have many meanders flowing along the mat weaving
village. On both sides of the rivers, there are nipa palms and bamboos;
Natural resource site 2 (TN2): In Nga Sau Town, the river is divided into six small branches flowing along
with different areas of Chau Thanh District where traditional markets with busy trading activities locate;
Natural resource site 3 (TN3): The Con river flows along with the historical sites to the charcoal
village. The riverbed is clear; the riverbank has nipa palms, mangrove apples, and grey mangroves/ white
mangroves.

According to Table 3, the attractiveness of the natural resources in Chau Thanh District is ranked in the
following order. The most attractive natural resource site is “Rivers that have many meanders flowing along
the mat weaving village. On both sides of the rivers, there are nipa palms and bamboos”. The second rank is
“In Nga Sau Town, the river is divided into six small branches flowing along with different areas of Chau
Thanh District, where traditional markets with busy trading activities locate”. The natural resource site “The
Con river flows along with the historical sites to the charcoal village. The riverbed is clear, the riverbank has
nipa palms, mangrove apples, and grey mangroves/ white mangroves” is at the final rank.
The natural resource site one is considered very attractive with the rivers surrounding the mat weaving
village. This helps develop both river tourism and traditional village tourism. Chau Thanh District has the
advantage of natural resources. The interlaced river system divided into many branches with nipa palms
growing on both sides. This is convenient for tourists to visit and experience. The district is a combination of
the delta region’s typical characteristics which are the beauty of the river landscape, fresh air, and diverse
ecosystem.
The natural resource site two is assessed at a neutral attractiveness level. The river in Nga Sau Town makes
a difference for travellers who like to explore the novelty. The river is particular because its flow is divided
into six small branches running along with different areas of Chau Thanh District. This forms traditional

markets with active trading activities all year round. According to travel agencies, tourists are tending to
experience river tourism which is a specific type of the Mekong Delta. Therefore, this is an advantage of
natural resources that can be exploited in Chau Thanh District.
The natural resource site three is evaluated at a relative level of attractiveness. The Con river runs along
with tourist sites in Chau Thanh District such as temples, Nam ky Khoi Nghia historical site, the charcoal
village, etc. Visitors can see the diversity of the flora along the river such as mangrove apples or nipa palm.
Together with this, the charcoal village gives tourists a beautiful picture of this land. The local authority needs
to focus on promoting the river tourism and related destinations. Besides, improving riverside landscapes and
building suitable tourism models also need to be taken into consideration to help visitors close to nature.
3.2 Evaluate the attractiveness of humanistic tourism resources
Assessing the potential of humanistic tourism resources is essential to conduct tourism activities, tours, and
routes between travel agencies. The study evaluated the attractiveness of humanistic tourism resources base on
the opinions of the local community, tourism management officials, visitors, tour operators, and tourism sites.

Site 6: Phu Huu tourist area; Site 7: Bao Gia farm; Site 8: Phu Huu grapefruit garden; Site 9: Organic
vegetable model.
According to table 4, the historical and cultural resources in Chau Thanh District have a low attractiveness
level. The main reason is the limitation in terms of accessibility, infrastructure, and tourism features.
Meanwhile, traditional village resources are assessed to be quite attractive, especially mat weaving villages and
water hyacinth weaving enterprises. These are typical tourism resources which can be developed into tourist
destinations and positioned as tourism products of Chau Thanh District, Hau Giang Province. Among artificial
resources, Phu Huu tourist area and Phu Huu grapefruit garden are considered attractive with high proportion.
Phu Huu tourist area has just come into operation; it still needs to be invested and upgraded to increase tourist
attraction. Also, Phu Huu grapefruit garden is unique and represents the local brand. It needs to be preserved
and promoted. In general, humanistic and artificial tourism resources in Chau Thanh District are diverse, but
the attractiveness level is still not high. This is a problem that the local authority needs to pay more attention to
in the future.

3.3 General evaluation on tourism potentials of Chau Thanh District
Tourism potentials are leading resources for tourism development. Without a comprehensive evaluation to
make an appropriate exploitation plan, tourism products will be difficult to be determined and developed in the
right direction.

Infrastructure and material-technical facilities.
According to table 5, the potential of tourism resources in Chau Thanh District, Hau Giang Province is
quite low. The number of tourism resource sites rated in rank I is tiny (only 1/9 sites) which is Phu Huu
ecotourism area (accounting for 11.1%). There is no tourism resource site in rank II. Most of the tourism
resource sites are classified in rank III (6/9 sites), including Temple and Nam Ky Khoi Nghia historical site,
Bao Gia farm, Phu Huu grapefruit garden, Mat weaving village, Charcoal village, and Water hyacinth weaving
enterprises (accounting for 66.6%). Ngoc Thien pagoda and Organic vegetable model are in rank IV (22.2%).
The attractiveness of tourism resource sites is not high; most are at an average level. Although each site has
its characteristics, it cannot make the difference and has low competitiveness.
Operation time in Chau Thanh District is convenient because of the uniformity and stability of the climate,
creating conditions for tourism exploitation.
The tourism carrying capacity is assessed in medium and low level, since most of the sites are concentrated
on producing products with small scale, leading to the limitation in receiving visitors.
Tourism sustainability is considered at a high level for historical resources and traditional craft villages.
However, agriculture tourism resource sites such as grapefruit gardens and organic, clean vegetable models are
at a low sustainability level. The agricultural ecosystem will be easily damaged and destroyed if tourism is
over-exploited.
The ability to exploit at tourist sites is minimal. These destinations are in the form of potential resources
that are not focused on and used. The main reasons are due to the low level of attractiveness, monotonous
tourism products, lack of tourism-oriented products, inadequate infrastructure and facilities.
Infrastructure and material-technical facilities are underestimated. Most of the tourism resource sites do not
have enough support. The transportation system in these destinations is limited, causing many difficulties for
tourists.
3.4 Recommendations to exploit tourism potentials of Chau Thanh District, Hau Giang Province
To fully use the possibilities of tourism resources and bring tourism an important economic sector of Chau
Thanh District, Hau Giang Province, several solutions are proposed.
Firstly, focus on investing and developing the infrastructure and material-technical facilities. The local
authority should attract investors with strong potentials in the tourism industry by creating a stable and equal
investment environment. Besides, ensuring benefits for investors and actively resolve difficulties and obstacles
6. Potentials for Tourism Development of Chau Thanh District, Hau Giang Province
International Journal of Business Marketing and Management (IJBMM) Page 8
to attract investments from all economic sectors. At the same time, supporting policies and convenience for
community tourism projects help attract investments from local people. Besides, local managers should make
use of state budget resources to focus on infrastructure in potential areas. Especially, transportation should be
connected among destinations to attract both investments and visitors.
Secondly, develop tourism-oriented products. Chau Thanh District has strengths in river tourism and
ecotourism, so the local authority needs to focus on combining these two tourism types as the district’s tourism
brand. Moreover, natural tourism resources such as interlaced rivers and canals and Phu Huu grapefruit garden
can be combined to be a typical tourism product. Therefore, the local authority needs to actively invest and
develop these two types of tourism to creating more attraction for Chau Thanh District.
Thirdly, raise awareness on the importance of tourism development. Local authorities need to increase
awareness-raising activities from district to commune level, from managers to officials, from tourism service
units to the community. It is essential to make clear about the role of tourism activities in the local socio-
economic development, responsibility in protecting the tourism environment, the quality of tourism services,
local tourism branding, awareness-raising for tourism managers.
Fourthly, strengthen tourism promotion activities. Organize key tourist advertising activities and diversify
tourism promotion formats such as mass media, internet, travel agencies, seminars, fairs, tourism publications,
etc. Especially, technology should be highly applied in promotion activities. Combine tourism promotion with
trade promotion activities or host provincial and regional events to promote local tourism image are also
necessary. Besides, the local managers should cooperate with other localities to build promotion programs,
mobilize public or private funds to increase investments in destination promotion and brand development.
Fifthly, develop human tourism resources. The local authority should pay attention to improve the training
quality of human tourism resources, especially on-the-spot human resources which is the local community. It is
necessary to support tourism knowledge and skill training, especially management and customer service skills.
Also, local leaders need to cooperate with training centres and prioritize in improving human tourism resources
for local people involved in community tourism
IV. CONCLUSION
The development of tourism in Chau Thanh District, Hau Giang Province in recent years has
contributed to socio-economic development. Chau Thanh District has diverse tourism resources, but there are
potential resources that have not been adequately exploited and promoted. Therefore, for Chau Thanh
District’s tourism industry to develop in the coming years, the local authority needs to consider and apply the
above recommendations to exploit the tourism potentials and turn tourism become an important economic
sector of the district.
