The need for renewable energy is something that affects us
all. So how can the provincie of Zuid-Holland contribute to
this transition without the cost of the happiness of it’s inhab-
itants? Protests of civilians due to the placement of windtur-
bines is an issue that is daily news. But how can we see the
correlation between these new energy sources the liveability
of the human environment? And how can we measure the
impact of sustainable energy goals on citizen happiness?
Papers indicate that the placement of turbines have several
factors that influence the people that live near them. Land-
scape pollution, casting irregular shadows, noise. Al of these
are perceived by people in a different way and hard to grasp
with data. Though there is one factor we can measure with a
constant value. Housing price, what is the next person willing
to pay for this environment?
Now one may ask, how would the price of some bricks
reflect a person’s happiness? Several studies point out that
this induces stress and other factors. Legally, psychologically
and statistically there are indicators researched that point out
this connection.
We use the WOZ-values as estimates for house prices, and
then overlay a model of value decreases due to nearby wind
turbines. For newly planned projects, this leads to an esti-
mate of reduced social value, as the total of housing value
decrease due to a wind turbine project.
So how can we bring this back to happiness? If we take the
20 indicators of the urban quality of life. We can see that the
previous influences of landscape pollution, noise and shad-
ow appear on this list. But most of all the sense of autonomy
and freedom. This is also in line with the new environmental
and planning act (omgevingswet) hat will roll out in 2021. In
this new act the role of participation plays a big role where
governmental instances have to work with. By using the
above data analysis governmental instances have a better
sense of what kind of impact and strain the energy transition
has on the people. And by bringing this part of transparency
the government can adapt this knowledge in their develop-
ment process. This is only done for one renewable energy
source. By adding others the impact will be much more
intricate.
