This document discusses short-cycle post-secondary education programs and their role, challenges, and opportunities. It provides an overview of three frameworks for classifying these programs: 1) the International Standard Classification of Education (ISCED), 2) the Qualification Framework of the European Higher Education Area (QF-EHEA), and 3) the European Qualifications Framework for lifelong learning (EQF). It also discusses the importance of short-cycle programs in meeting the EU 2020 strategy's goal of increasing tertiary education attainment, as well as challenges related to positioning these programs between vocational education and higher education.
