The title of this week’s session is taken from the famous study of ‘mugging’ by Stuart Hall et al. in the 1970s in which the authors note the racialised nature of the crime of mugging and the instigation of a public ‘moral panic’ in the association of young black men and violent street crime. Taking this as a starting point, we shall look at the way in which racialised people have been seen as having a natural propensity to crime and deviance that justifies the use of ‘special measures’ against them. We shall pay particularly close attention to the cases of disproportionate incarceration and deaths in custody.

Introduction
Violence against women (VAW) has become a central issue in the discourse of the international women’s movement in the 21st century. Women’s networks in the South Asia have taken up wide range of issues concerning violence against women (VAW) in their personal lives as well as against the systems perpetuating it. “Personal is political”, a slogan popularised by two decades of women’s movement in the last century signifies consistent campaigns against all forms of violence in women’s intimate/personal and public/societal lives. Social construction of masculinity in the region is defined by cultural nationalism, jingoism and militarisation of the economy as well as ethnic/caste/religious chauvinism in the context of worsening economic crisis due to liberalisation, privatisation, globalisation(LPG). Escalating fundamentalist backlash in the South Asian countries takes the most barbaric form in terms of wide range of violence against women at different stages of their lives, from womb to tomb. Moreover, as a result of modernisation and commercialisation of subsistence economies, family-ties have become less supportive. Increasing intra-state, inter-state and cross country migration as well as trafficking of women and girls has a sole purpose of SEXPLOITATION-ferocious and complete control over their sexuality, fertility and labour. Cut throat competition among the nation states have increased work-burden drastically due to shift from just-in-case approach to just-in-time approach to meet the targets of production at the cheapest possible cost.
During the eighties, women’s rights organisations mushroomed in the South Asia in response to varied manifestations of VAWG by the state apparatus and in the civil society in the form of anti-women family laws and customary laws, communal carnage, sexual harassment at workplace and assaults on individual women in the family and in the society. They organised rallies and demonstrations, sit-ins and conventions, seminars and conferences, which culminated into politics of protest movements and petitioning. In the 1990s, the women’s groups consolidated their base by finding their allies in the state apparatus and created their institutional base and shelter homes of women and children victims of violence. Now, it is accepted by all progressive forces that “Women’s rights are human rights”.

The title of this week’s session is taken from the famous study of ‘mugging’ by Stuart Hall et al. in the 1970s in which the authors note the racialised nature of the crime of mugging and the instigation of a public ‘moral panic’ in the association of young black men and violent street crime. Taking this as a starting point, we shall look at the way in which racialised people have been seen as having a natural propensity to crime and deviance that justifies the use of ‘special measures’ against them. We shall pay particularly close attention to the cases of disproportionate incarceration, the ‘prison industrial complex’ and of the suspension of law in the case of the ‘Northern Territory Intervention’.

Race, crime, the law and civil unrest - Race Conflict and Change Week 8
The perceived threat to Britain and corresponding moral panic about immigrants and the racial ‘other’ has often been constructed in terms of law and order, and particularly ‘black criminality’. In this Week we will focus on the relationship between ‘race, the law, crime and civil unrest. We will examine the relationship between race, crime and social, political and economic inequality or exclusion, how racial ‘other’ has been constructed and represented as a threat to law and order, how ‘black criminality’ has been constructed and represented, how the state and the police have dealt with black populations in terms of law, order and crime, and how this has affected race relations in Britain. We will also examine the various race riots which occurred in the 1960s-1980s and explore how these relate to the question of racial, social, political and economic inequality, exclusion, oppression and conflict, particularly with the State and police, and how these were constructed not as cases of political protest or unrest but as an extension of the same phenomenon of ‘black criminality’. This backdrop will help us understand the present-day racialization of crime, violence and, most notably terrorism. We will look at how two areas – so-called ‘black-on-black’ gun crime and ‘Islamic terrorism’ are currently affecting the way in which threat is constructed. Specifically, we shall examine how these perceptions are institutionalized and turned into law resulting in a host of measures that impact on the civil liberties of everyone living in Britain.
Ethnicity and crime
Official crime statistics show that ethnic minorities, particularly black people, are overrepresented at various stages of the criminal justice system. Black people are much more likely to be stopped and searched by police, arrested, and imprisoned. However, statistics do not prove whether ethnic groups actually commit crimes at different rates or if overrepresentation is partly due to discrimination within the criminal justice system, such as disproportionate targeting by police. Explanations for differences in crime rates include sociological theories of marginalization, racism, and conflict perspectives, as well as debates around the accuracy and biases of official data.

Differences in crimes between groups
Men have significantly higher arrest rates than women for all crimes except prostitution. By age 40, 32% of men have a criminal conviction compared to only 9% of women. Men are more likely to be arrested for violent and sexual offenses, while women are more likely to be convicted of property crimes.
In the US, black Americans make up 50% of the prison population despite constituting only 14% of the total population, indicating they commit a disproportionate number of crimes compared to other ethnic groups. In the UK, it is difficult to determine differences between ethnic groups due to the majority of the population and prisoners being white.
