Community organizing
for social and
instrumental support of
the
Long Beach Black
Infant Health Program
#BlackSummer:
75.8% had a lack of folic acid
knowledge
32% had a lot of bills that
could not be paid
42.6% experienced racial
discrimination
39.5% experienced
(self-reported)
depression
Background & Significance
The Black Infant Health Program was established in 1989 to
address the striking disparity in infant mortality. Black babies are
more than twice as likely as White babies to die within the first
year of life, and this fact has persisted for decades (Mathews &
MacDorman, 2013). Due to lack of evidence for the effectiveness
of the program, BIH has recently made an effort to standardize
across the state. Given these recent changes, and the complexity
with which social and behavioral determinants of maternal health
affect Black women, there are a number of opportunities and
challenges ahead. This intervention approach incorporates
community organizing and engagement, health education, and a
social support perspective to improve BIH efforts in the City of
Long Beach.Strengths
•  Established referral network
•  Network of resources through
LBDHHS and the City of Long
Beach
•  Familial, culturally-affirming staff
Weaknesses
•  Minimal staff
•  New requirements limit outreach
efforts
•  Lack of quantitative data from pilot
implementation
Opportunities
•  Black professional organizations
with social capital
•  Nonprofits with resources to
address social determinants
(education, employment, housing,
etc.)
•  University graduate students
Threats
•  Inconsistent funding
•  Institutionalized racism
•  Lack of coordination with paternal
resources and support

Perinatal Indicators (LAMB Project, 2012)
SWOT Analysis
1. Strategic Partnerships

The initial part of the program aims to build the capacity of
BIH to provide instrumental support to its clients.
Partnerships include:
•  Nonprofits, businesses, and Black professional
organizations in Long Beach
•  Other health providers (i.e. clinics, Comprehensive
Perinatal Service Program providers, etc.)
•  University graduate students in social work,
nursing, and therapy
•  Other city departments and programs 2. Community Health Workers

The next component of the program is the training of
eligible previous clients to provide social support and
positive modeling for current clients. They will also perform
health education in a variety of settings such as:
•  Local high schools and colleges
•  Clinics, WIC sites, hospitals
•  Churches, hair/nail salons, barber shops
3. #BlackSummer

The final component of the summer is a series of community
events that serve to raise awareness about BIH and the
disparity in infant mortality. The series of events will occur
throughout the summer is conjunction with a social media
health communication campaign. Events will include:
•  Resource fair with previously mentioned partners
•  Community building activities with Long Beach alumni
chapters of Black sororities and other organizations
•  In-kind donations from corporate sponsors
•  Health promotion materials with participating businesses
and individuals
•  support and promotion of Black-owned businesses
