Recipient of Awards: • Multiple PMA-299 Top Hawk awards for mitigating the impact of delayed funding for GFE

WORK EXPERIENCE:
AM Pierce & Associates, Inc. Sr. Program Analyst 06/2009 – Present
Provide program analysis in managing the entire acquisition process for the procurement of the MH-60 Romeo and Sierra
multi-mission helicopter working directly with NAVSUP, Lockheed Martin, Sikorsky and other original equipment
manufacturers ensuring government compliance and quality assurance for Government Furnished Equipment (GFE).
Platforms include MH-60 Domestic Sierra and Romeo A/C and foreign military sales in Thailand, Australia, Denmark and
Saudi Aircraft (A/C). Participating as a member of the Integrated Product Team (IPT) directly supporting the overall business
and Program meetings and IPTs; supports In-Service Team and Retrofit Program for Fleet A/C.
FILE & DATA MANAGEMENT: Tracks program/production status and schedules. Uses GFE Tracker to track, order,
create delivery schedules, track deliverers and also track Repair of Repairable (ROR) for GFE. Works with associates to
update, develop, and manage the GFE Tracker Database. Is the resident Product Data Reporting and Evaluation Program
(PEDREP) expert on Product Quality Deficiency Reports (PQDR) provides guides to fellow team members. Provides
expertise’ on all repairs of GFE as the ROR Lead and instructs team members in ROR issues. Managing the Sikorsky and
Lockheed Martin equipment repair for PQDR’s, Lost, Damaged; or Destroyed (LDD’s) and failed government assets from
problem identification thru repair for annual average of $6.4M in repairs.
FMS NEW BUISNESS DEVELOPMENT: Supports; consults and works with FMS Team on GFE, GFP and CFE
requirements for H-60 aircraft sales for potential foreign customers. Updates and tailors GFE pricing spreadsheet for Letter of
Request (LOR) for Letter of Offer and Acceptance (LOA) and BFM to populate Direct Hit data base. Reviews CFE lists and
GFE for trainers, Statement of Work (SOWs) and Direct Hit data base, reviews and consults on configuration of A/C for CM.
CONTRACT MANAGEMENT: Managing $2.3M of GFE on a daily basis in support of multiple major DoD ACAT I
programs that support the production of the domestic MH-60S, MH-60R, and FMS Australia, Denmark and Saudi multi-
mission helicopter. Managing two domestic consecutive 5 year option contracts totaling $90M and one FMS Denmark
$1.7M for the Integrated Mechanical Diagnostic System (IMDS) installed in the MH-60 A/C platforms.
Working closely with PMA-299 Business Financial Managers (BFM), Contract, and IPT leads to ensure accurate information
for Military Interdepartmental Purchase Request (MIPR), proposal documents and contracts are being provided by the GFE
team. Track failures, PQDR’s, LDD’s data for IPARs and CPARs. Tracking and replacement of LDDs for a yearly
combined annual average of $6.4M. Wrote the PQDR statements in Sikorsky’s Multi Year (MY) 8 and Lockheed Martin’s
MY 2 contracts.
Integrated Mechanical Diagnostic System (IMDS) Production Technical Lead and POC that ensure accurate information for
contracts and PID’s for GFE requisitions’ and tracks deliveries; works technical issues; failures; and vender recalls. Works
with Sikorsky managers on installation issues on A/C and works replacements of damaged components during A/C builds.
Works closely with PMA-299 Business Financial Managers (BFM’s), and Contracts on processes to ensure accurate
information for requisition requests for procurements, RX, PX, contracts and PID’s for GFE and works to ensure accurate
information for contracts and PID’s for GFE requisitions’.
Preparing briefs and spreadsheets to the PMA leadership to provide up-do-date status for all GFE under my area of
responsibility; participating in weekly discussion and meetings.
QUANTITATIVE ANALYSIS: analyzing past trends of asset failures; LDDs; PQDRs; vender recalls; Production Line
issues and shortages facilitating the replacement of components found to be nonconforming during the production process to
ensure government furnished equipment shortages do not adversely impact contractor production deliveries, contracted
delivery dates of aircraft and Production Line work stoppage, data for Contractor Informal Assessment Report (IPAR) and
Contractor Performance Assessment Report (CPAR).
QUALITATIVE ANALYSIS: Analyzes standard contractual documents, technical writing data, customer usage data,
customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine
spares provisioning or maintenance/repair requirements to ensure contractor compliance to Statement of Work.
RISK MITIGATION: Meeting with Sikorsky and Lockheed Martin and other OEM suppliers on a regular basis to discuss
current production and repair statuses and mitigation plans as necessary to support component and aircraft deliveries. By
tracking failures, Product Quality Reporting and Evaluation Program (PQDR), Lost, Damaged; or Destroyed (LDD’s) data to
ensure quick turnaround and workarounds.
CONFIGURATION MANAGEMENT: Participates in and works closely with PMA-299 Business Financial Managers
(BFM), Contract, Configuration Control Board (CCB), Joint Configuration Control Board (JCRM), Configuration
Management (CM) and IPT leads to ensure accurate information for Engineering Change Proposal (ECP) documents and
contracts are being provided by the GFE team or other departments. Reviews briefs information to the PMA leadership to
provide up-do-date status for all GFE under my area of responsibility. Participating in weekly discussion and meetings with
contract specialists and the Primary Contracting Officer (PCO) as they pertain to the GFE item being presented to CCB,
JCRM or CM team and makes recommended corrections and/or changes. Performs, recommends, makes and submits red line
changes for IETM publication’s and documents in support of fleet H-60 A/C.
S/W upgrades: Performs, coordinates and manages software loads and upgrades on MH-60 aircraft for ARC-210 RT-1990
radios and Radio Control Units (RCU) using MLVS, associated cabling and IETMs instructions.

Camber Corporation Sr. Program Analyst 02/2007 – 02/2009
As the CSS GFE Manager supporting PMA-261 CH-53K performed program management, technical, and business analysis.
Participated and supported as a member of the Program IPTs; and IPT directed business meetings. Tracked program/project
status and schedules. Introduced and operated GFE Tracker to track, order, and ship and track deliveries of GFE. I was an
integral part of the Logistics team responsible for surveying Contractor, manufacturer storage, COMSEC and Government
facilities, Carriers and LHA in determination of the aircraft system logistics footprint. Required close coordination and
performance of duties with Government and industry activities to develop and reduce GSE footprint; resultant efforts
provided multi-use SE solutions , incorporation of new hand tools and various pieces of test equipment. Utilized and applied
policies and procedures relative to case management, case closure, financial planning and tracking of commitments,
obligations, and expenditures. I worked closely with PMA-261 contracts and PID process to ensure accurate information for
contracts and PID’s for GFE requisitions’. Travel was required with and mostly last minute notice.
BAE Systems Field Engineer II 07/2006 – 03/2007
Supported the LCS Department and used GFI, OEM and vendor information to design interface equipment and recommend
solutions to team members on equipment and systems to be built and assist in the management data and equipment that
became GFE. Performed and was responsible for EC to drawings in AutoCAD, Visio, Wire Connection Lists (WCL) and
Block Diagrams. Tracked all changes in EC log (ECL); reviewed and made changes as part of CM. Modified and created
drawings using AutoCAD and Visio. Wrote test procedures and work instructions for testing and operating equipment.
Performed duties as a Production Operator building and modifying equipment prototypes, racks and systems. Modified
equipment rack drawings for the production, installation, maintenance, trouble shooting and modification of interfacing
equipment. Performed systems engineering and design as part of the team to reduce the ships equipment and wiring footprint.
Tested circuits and cables to interface and integrate equipment. Researched equipment, cables and parts, interface with
vendors and OEMs to track and status logistics products development, obtain quotes and proposals, and wrote sole source
documentation and verification justifications, while supporting the LCS Team.
BAE Systems Electronics Technician II 10/2003 – 07/2006
Served as an Electronics Tech II, under the Electronic Systems Division (ESD), Air Traffic Control (ATC) Department/
HAZMAT Coordinator: Designed and developed data base to track BAE Systems and GFE equipment, tool and part
inventories and maintained sign Out/In log. Created and maintained Master Government Furnished Equipment Lists
(MGFELs) and reported to government personnel. I assisted in disposal of GFE and BAE Systems equipment and
implemented and maintained life cycle records. Researched equipment and parts, interfaced with vendors and OEMs,
obtained quotes, proposals, wrote sole source documents and verified justifications. Succeed with vendors on designing parts,
chassis, upgrades and design issues. Also used GFI to design, interface equipment and recommend solutions to team
members on equipment and systems and used information to write proposals for contracts and bids. Responsible for depot
level repair, installation, maintenance, trouble shooting, modification, upgrades, assembles to Unit level, tests and technical
assistance for the GPS Antenna’s, TS-3098, and TS-4176 test sets, as well as circuit card repair and cable (electrical, coax,
fiber) fabrication. Performed for Naval Radar systems including A/N SPN-42 (A) (T4), A/N SPN-46 (V1) (V3), shore-based
and shipboard operations. Modified and wrote test procedures and work instructions for radar test equipment as well as
responsible for ensuring Design Interface, DMSMS, UID and PHS&T requirements are adequately addressed throughout the
logistics life cycle of maintenance and upgraded systems. Performed EC to drawings, Work Instructions and Test Procedures
and performed project management tasks as a Project Leader keeping projects on schedule and writing status reports as a
team member of the ESD ATC Team and the Fleet.
Information Systems Specialist III Tracor/Marconi/BAE Systems12/1997 – 10/2003
Served as the Senior Technician/Security Administrator/ Public Key Information (PKI) Trusted Agent Common Access Card
(CAC)/HAZMAT Coordinator/Building Safety Officer/Base Key Personnel: Senior Technician: Designed and developed
tracking data bases to track BAE and GFE equipment, tool and part inventories, and equipment maintenance for PC and
printers and maintained sign Out/In logs. Created and maintained MGFELs and reported to government personnel. Also
created and maintained data base to track disposal of GFE and BAE equipment. Researched equipment and parts, interfaced
with vendors and OEMs, obtained quotes and proposals, wrote sole source documents and verified justifications. I worked
with vendors on designing parts, chassis and design issues. Also used GFI to design, interface equipment and recommend
solutions to team members and NAWCAD 4.5.8 TEAM on equipment, parts and systems and used information to write
proposals for contracts and bids. I provided direct support to the NAWCAD 4.5.8 teams under the technical services contract
with NAWCAD at St. Inigoes. Tested, operated, and repaired base wide Network Systems and performed maintenance and
installation tasks for workstations, MAC Request and network equipment with network tools to ensure efficient operations on
both Legacy Systems and NMCI and applied policies and procedures relative to information technology operations and
support functions. I modified drawings using AutoCAD. PKI Trusted Agent: Installed PKI Certificates on users PC,
troubleshoot errors and developed installation procedures. Security Administrator: Maintained, designed, installed and
performed site survey’s, Security Systems and equipment for access control, video surveillance and intrusion detection,
building safes. I coordinated tasks with various 4.5.8 Government and Contractor Teams to ensure efficient operations and
high level of systems availability and served as ESS Systems Security Administrator. HAZMAT Coordinator: Tracked,
ordered and disposed of hazardous material; developed training for building personnel and keep logs and records. Building
Safety Officer: Maintained building safety, monitored safety equipment (fire extinguishers, emergency lighting, etc.) wrote
inspection and deficiency reports, and work requests. Base Key Personnel: First responder to Base and National emergencies
(911) and Building lock downs supporting the NAWCAD, St. Inigoes, Maryland.
Isoquantics Inc., Assistant Supervisor for Line Production 04/1997 – 12/1997
As the Assistant Floor Supervisor, oversaw 8 assemblers during the day shift and tasked and scheduled the night shift. Duties
performed quality assurance testing by administering and grading job applicant soldering performance test to ensure
applicants applying for positions with Isoquantics met basic level performance qualifications. Responsibilities included
assembly of electronic and mechanical equipment such as main chassis, printed circuit boards and final assembly. Able to
perform any of the operations handled by the production line and instructed inexperienced employees on the precision
assembly involving careful fitting and adjusting of parts and chassis; and possessed exceptional mechanical ability and skills
in hand soldering, fiber optics and use of other hand tools, electronic symbols and color codes to meet prescribed
workmanship standards. Participated in weekly discussion and meetings with engineer and program management team as
they pertain to current contracts items being designs, prototypes and builds being presented to the CM team and makes
recommended corrections and/or changes. Performs, recommends, makes and submits red line changes to drawings,
publication’s and documents in support of projects. In recognition, received letter of appreciation for prototype, design and
build of equipment and configuration management work that solely won 2 separate contracts in support of Fort Mead
proposals.
Work Gap 07/1995 – 04/1997
Due to a work related injury/disability in 1994, recovery and rehabilitation I was able to return to work in early 1997.
DynCorp, Technician/Photographer 10/1989 – 07/1995
As a Photographer experienced in the use of a variety of cameras, 35mm-stills, 1P, 16mm, and 4M 35mm high-speed
motion film with proficiency with lens and light settings, camcorders, high-speed video cameras, and video editing
equipment. As a Technician, performed installations, operations and repairs of electronic equipment, such as VCRs,
circuit boards, monitors, 1P 35mm, 16mm and 4M film cameras, camcorders and video van systems with microwave
transmission and editing capability. Installed and maintained video surveillance systems for aircraft hangar security.
Repaired and maintained datacom system and gathered data transmissions for the Theodolite station (aircraft tracking);
repaired televisions, UMatic Recorders, VCRs and radios for government. Member of the team responsible for handling
$1.2 million in test equipment and tools to assist in survey, calibration and the certification ACLS on Aircraft Carriers,
LHA and LHD Flight deck after-ship refurbishments. Also surveyed, setup test fields and target ship for weapons testing.

Familiar with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements Lists (CDRLs), Statement Of Work (SOW) and DD254’s, DD250’s, and DD1149. Use technical writing skills to develop detailed reports, recommendations, contract modifications and correspondence. Proficient in Microsoft Office applications (Projects, Excel, Outlook, Word, and Power Point) used to developed and managed reports, workload schedules and training tools. Recipient of Awards: • Multiple PMA-299 Top Hawk awards for mitigating the impact of delayed funding for GFE procurement during the Continuing Resolution Authority period which kept Romeo Lot 9and Sierra Lot 13 on schedule, tireless efforts to ensure on-time delivery of 13 Romeo and 16 Sierra aircraft to the fleet working last minute issues to keep the production line running. •Recovery of $10.6M of IMDS GFE. • Multiple AM Pierce & Associates Outstanding Service Awards. •BAE Outstanding Service Award in support of ACLS Systems, ATC Department. •Isoquantics Inc.   • 2. WORK EXPERIENCE: AM Pierce & Associates, Inc. Sr. Program Analyst 06/2009 – Present Provide program analysis in managing the entire acquisition process for the procurement of the MH-60 Romeo and Sierra multi-mission helicopter working directly with NAVSUP, Lockheed Martin, Sikorsky and other original equipment manufacturers ensuring government compliance and quality assurance for Government Furnished Equipment (GFE). Platforms include MH-60 Domestic Sierra and Romeo A/C and foreign military sales in Thailand, Australia, Denmark and Saudi Aircraft (A/C). Participating as a member of the Integrated Product Team (IPT) directly supporting the overall business and Program meetings and IPTs; supports In-Service Team and Retrofit Program for Fleet A/C. FILE & DATA MANAGEMENT: Tracks program/production status and schedules. Uses GFE Tracker to track, order, create delivery schedules, track deliverers and also track Repair of Repairable (ROR) for GFE. Works with associates to update, develop, and manage the GFE Tracker Database. Is the resident Product Data Reporting and Evaluation Program (PEDREP) expert on Product Quality Deficiency Reports (PQDR) provides guides to fellow team members. Provides expertise’ on all repairs of GFE as the ROR Lead and instructs team members in ROR issues. Managing the Sikorsky and Lockheed Martin equipment repair for PQDR’s, Lost, Damaged; or Destroyed (LDD’s) and failed government assets from problem identification thru repair for annual average of $6.4M in repairs. FMS NEW BUISNESS DEVELOPMENT: Supports; consults and works with FMS Team on GFE, GFP and CFE requirements for H-60 aircraft sales for potential foreign customers. Updates and tailors GFE pricing spreadsheet for Letter of Request (LOR) for Letter of Offer and Acceptance (LOA) and BFM to populate Direct Hit data base. Reviews CFE lists and GFE for trainers, Statement of Work (SOWs) and Direct Hit data base, reviews and consults on configuration of A/C for CM. CONTRACT MANAGEMENT: Managing $2.3M of GFE on a daily basis in support of multiple major DoD ACAT I programs that support the production of the domestic MH-60S, MH-60R, and FMS Australia, Denmark and Saudi multi- mission helicopter. Managing two domestic consecutive 5 year option contracts totaling $90M and one FMS Denmark $1.7M for the Integrated Mechanical Diagnostic System (IMDS) installed in the MH-60 A/C platforms. Working closely with PMA-299 Business Financial Managers (BFM), Contract, and IPT leads to ensure accurate information for Military Interdepartmental Purchase Request (MIPR), proposal documents and contracts are being provided by the GFE team. Track failures, PQDR’s, LDD’s data for IPARs and CPARs. Tracking and replacement of LDDs for a yearly combined annual average of $6.4M. Wrote the PQDR statements in Sikorsky’s Multi Year (MY) 8 and Lockheed Martin’s MY 2 contracts. Integrated Mechanical Diagnostic System (IMDS) Production Technical Lead and POC that ensure accurate information for contracts and PID’s for GFE requisitions’ and tracks deliveries; works technical issues; failures; and vender recalls. Works with Sikorsky managers on installation issues on A/C and works replacements of damaged components during A/C builds. Works closely with PMA-299 Business Financial Managers (BFM’s), and Contracts on processes to ensure accurate information for requisition requests for procurements, RX, PX, contracts and PID’s for GFE and works to ensure accurate information for contracts and PID’s for GFE requisitions’. Preparing briefs and spreadsheets to the PMA leadership to provide up-do-date status for all GFE under my area of responsibility; participating in weekly discussion and meetings. QUANTITATIVE ANALYSIS: analyzing past trends of asset failures; LDDs; PQDRs; vender recalls; Production Line issues and shortages facilitating the replacement of components found to be nonconforming during the production process to ensure government furnished equipment shortages do not adversely impact contractor production deliveries, contracted delivery dates of aircraft and Production Line work stoppage, data for Contractor Informal Assessment Report (IPAR) and Contractor Performance Assessment Report (CPAR). QUALITATIVE ANALYSIS: Analyzes standard contractual documents, technical writing data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine spares provisioning or maintenance/repair requirements to ensure contractor compliance to Statement of Work. RISK MITIGATION: Meeting with Sikorsky and Lockheed Martin and other OEM suppliers on a regular basis to discuss current production and repair statuses and mitigation plans as necessary to support component and aircraft deliveries. By tracking failures, Product Quality Reporting and Evaluation Program (PQDR), Lost, Damaged; or Destroyed (LDD’s) data to ensure quick turnaround and workarounds.

CONFIGURATION MANAGEMENT: Participates in and works closely with PMA-299 Business Financial Managers (BFM), Contract, Configuration Control Board (CCB), Joint Configuration Control Board (JCRM), Configuration Management (CM) and IPT leads to ensure accurate information for Engineering Change Proposal (ECP) documents and contracts are being provided by the GFE team or other departments. Reviews briefs information to the PMA leadership to provide up-do-date status for all GFE under my area of responsibility. Introduced and operated GFE Tracker to track, order, and ship and track deliveries of GFE.
