Review PCO (Potential Change Order) requests submitted by the contractor and
develop IGE (Independent Government Estimate) for use by the resident engineers
and contracting officers to validate the cost submitted by the contractor. Estimating is
done utilizing on-line RS Means program and their data, current cost data for the
area, subs quotes, vendor quotes and trade specific knowledge. Develop RFP’s to
send to the contractor for change order items from the government side. Perform CM
Services as per contract including, but not limited to, contract document review for
inclusion of all items wanted by the government, submittal reviews, QA tasks
verifying the contractors QC Program is effective and is producing the desired end
results for the owner, performing weekly safety walks as part of a group effort.
Attend “first in place” meetings, production meetings and CM Services meetings
with the Contracting Office representatives. Provide construction inspection services
for MEP trades and others as requested in order to verify completion IAW contract
2. drawings and specification as well as all pertinent code requirements. This is a new
hospital construction project (approximate end value of $916M) incorporating
approximately 1.6 million SF and an additional 800,000 SF of parking garages, all on
a site approximately 21 acres in size. Position requires the use of and ability to read
and understand blueprints (all trades), Excel spreadsheets, Outlook, Word, RS
Means, local and national building codes and construction trade guidelines and
handbooks. Deficiencies are input into Latista for the contractor to see and correct.
CAC Card is required for access to the Veterans Administration secure network.

Assign, co-ordinate and direct work, establish and review performance standards for
(6) Planner /Estimators in which we all plan, coordinate and prepare layouts, designs,
detailed step-by-step plans, detailed scopes of work, cost estimates (including
estimated labor hours and cost by craft), bill of materials, special equipment and
needs associated with the work. Maintain and update files on a regular basis for
historical data and trends. The work is primarily for Public Works Division (PWD)
and Facilities Management Department (FMD) with whom contact is made almost
everyday (“site visits”) in order to understand the scope of the project they need
developed and what their requirements are. Additionally, work is sometimes
requested by the Naval Operational Medical Institute (NOMI) and sometimes by the
Bureau of Medicine and Surgery (BUMED). These “site visits” include evaluation of
existing conditions as well as minor or special construction needs. These projects are
developed in accordance with the Federal Acquisition Regulations (F.A.R.) in order
that the Facility Engineering & Acquisition Division (FEAD), which is a part of the
Naval Facilities Engineering Command South-East (NAVFAC-SE), can send the
projects out for bid. Participate with customers in construction project planning
meetings to analyze requirements and develop strategies and approaches for work
accomplishment. Attend planning meetings including the Maintenance Action Plan
meeting (MAP) and the Regional Facilities Acquisition Board (RFAB). The work
includes the development and preparation of technical specifications for work
including civil, structural, architectural, mechanical as well as the State Historic
Preservation Office (SHPO). Mechanical experience includes, but is not limited to,
pumps, motors, air handling units (AHU’s), condensers (direct expansion, air cooled
and water cooled), ductwork, HVAC, heat, boilers and chillers. Electrical experience
includes, but is not limited to, electrical principles, National Electric Code (NEC),
National Fire Protection Association (NFPA), low voltage, high voltage, switchgears,
transformers, pole line hardware, primary and secondary power feeds. Structural,
civil and architectural experience includes, but is not limited to simple to moderately
complex maintenance and repair of existing structures, rehabilitation and
modification projects to various facilities and special projects involving new
construction. Also provide Independent Government Estimates (IGE) for Del-Jen,
Inc. [the Base Operations Services (BOS) Contractor] for projects exceeding their 32
hour service ticket time ceiling and their limits of liability (LOL) costs for labor
and/or materials. Use RS Means data (in estimating programs such as Costworks,
3. Win-Estimator, Pro-Est) market research and trades knowledge in developing scopes
and costs. Other computer programs used include MS Word, EXCEL, AutoCad and
other programs. Inspect and ensure contract compliance, contract surveillance,
perform Q/A tasks, administrative functions and review required submittals in
projects developed to ensure compliance with the contract documents. Act as liaison
between customer and contractor and provide technical assistance as needed. Read
blueprints and perform material take-offs using math, measurement and evaluation
skills. Possess knowledge of F.A.R. regulations, SBA contracts, environmental,
NFPA, EM-385 (USACE Safety Manual), Department of Defense (DOD) and design
criteria as found in the United Facilities Guide Specifications (UFGS). Review
contractor data such as drawings, specifications, schedules and cost estimates.
Facilities include family housing units, troop training facilities, barracks, troop
messing facilities, aircraft repair facilities, aircraft hangers, aircraft runways, military
equipment repair shops, vehicle repairs shops, electronic repair shops,
communication facilities, hospitals, medical clinics, child care facilities, water plants,
sewer treatment plants, commissaries, and utility systems. Special projects include
anti-terrorist projects. Special projects require ability to interpret, select, adapt and
apply many guidelines, precedents, engineering principles and practices, accepted
trades practices, time/cost constraints, materials availability, national construction
codes and standards, national construction handbooks, manufacturers’ catalogs and
technical manuals for the development of projects. Request documents, visits work-
site to identify as-built conditions, site conditions for new facilities and requirement,
and to verify and clarify the scope of work with the requester. Perform AIS

This required a security clearance and the use of a “CAC” card in order to use the
government compute which was good through 2015. Received letter of termination
due to force reduction on 2/18/2013.
