The aim of this talk is to sum up the standardization efforts (OGC and W3C) in defining 3D web services and models, as well as to show existing implementations to support the discussion.
In the past years, numerous open source projects have started to display 3D globes and 3D data on the web. Standardizing web services, data format and representation models is, therefore, a very hot topic. There are in particular ongoing efforts on the OGC side as well as on the W3C side. The OGC has released a draft candidate for a 3D web service W3DS, the ISO X3D standard proposes an XML-based file format for representing 3D computer graphics and the W3C is considering adding X3D rendering into HTML5. Other projects implement their own web services and formats. On the implementation side, Geoserver supports W3DS and X3D, the X3DOM library prototypes a possible implementation of X3D HTML5 integration and last but not least, browsers with WebGL support are fully able to handle the representation of 3D data on the client side. The talk is going to detail the mentioned elements, show demonstrations of existing implementations and try to suggest a possible path into the 3D web for the FOSS4G community.

Procedural modellng in CityEngine allows city planners and designers generate flexible designs that allow for manipulation of all design parameters. 3D GIS technology connects the real world as it is stored in a realistic model with the virtual worlds of the future designed with procedural modelling.
This presentation shows the results of a graduate student project on the creation of a semantic 3D city model of New York City (NYC) based on datasets provided in the NYC Open Data Portal. Different 3D feature types were derived from existing public 2D and 2.5D datasets using spatial and semantic transformations together with (some) photogrammetric analyses. The realized process integrates 26 different datasets from five departments of the NYC administration. The resulting 3D city model is represented in a homogenized and integrated way using the international standard CityGML of the Open Geospatial Consortium (OGC). It comprises all NYC buildings, land parcels, roads, parks, the digital terrain model, and water bodies – all with 3D geometries.

The decision making process related to urban areas synthetizes a lot of data taking into account
numerous parameters. The indicators produced from simulations or data mining on 3D city models (3DCM)
can be a great help into these decision-making processes. The problem is to acquire and process the 3DCM
in order to produce these indicators at city scale. The EnVIE project proposes a framework to perform the
acquisition of 3DCM and then to produce 3D or 2D metadata on these models. As several city councils have
been interviewed in the scope of the project to describe their real needs, the computed metadata are directly
usable into the decision-making process. The main contribution of this framework is to merge existing
techniques to build a pipeline allowing to compute lighting and wind simulation, and to extract socioeconomic
metadata with data-mining techniques. This on-going work builds a link between indicators at
the building scale and 2D indicators at larger scale from GIS, and therefore is a step towards an indicator
production process at full-scale range.

With cheaper acquisition of remote sensed LiDAR data and with the help of smart tools like Building Reconstruction the process has never been cheaper. BUILDING HEIGHTS
MODEL
Database represents built-up structures with attributive
information about relative or absolute height of every
object. Building Heights will be derived from stereo
pairs of high-resolution satellite images by stereo
photogrammetric methods. Building Heights Model will
be delivered in vector or raster format in accordance
with your planning tool requirements. Also the model
contains heights of obstacles and engineering
constructions.
ORTHOIMAGE Orthoimage is a geometrically corrected color satellite
image with 0.3-1 m resolution which is used to display
radio propagation results. Sources: stereo pairs of
satellite images like GeoEye or WorldView with 0.3-
1m resolution. Vintage: 2015.

22. Two basic technologies may be used separately or together, depending on client’s demands:
Technology 1
STEREO MODEL – most accurate and complete models.
Due to high resolution (1-2 m) stereo models reflect all the elements of urban infrastructure, which can impede signal
propagation (e.g. buildings, bridges, engineering objects, vegetation and other).
High accuracy of all model parameters and detailed object classification is provided by usage of satellite images stereo
pairs with 0.5-1m resolution or aerial survey
Technology 2
BASIC MODEL – is suitable for city network deployment, with regions of regular and not much dense build-up areas. It is
based on high-resolution mono images and technology of measuring objects’ shadows.
Combined approach for 3D models creation
We propose to combine BASIC and STEREO models advantages to get the most optimal price/quality ratio.
The BASIC model is created for main city area.
Complex engineering constructions (bridges, pipelines, overpasses, and buildings with complex roofs) are processed using
satellite images stereo pairs (STEREO).
This approach allows to:
Improve obstacles’ heights accuracy up to 4-5 m that significantly results in signal propagation modelling;
Improve terrain detailing and heights accuracy in DTM up to 3-5 m;
Considerably reduce model production term in comparison with the Stereo model.
