Users provide inconsistent ratings when rating items multiple times, introducing natural noise that limits recommendation accuracy. An experiment with 118 users rating 100 movies over 3 trials found:
1. Test-retest reliability was good at 0.924 but mild and negative ratings were less reliable.

It developed manuals, procedures, databases and training modules to build Ukraine's capacity for participating in FP7.
The JSO-ERA Project established a sustainable operational structure to strengthen Ukraine's integration into the European Research Area. It supported Ukraine's science and technology communities in submitting more competitive proposals to the EU Framework Programme 7 on Research and Technological Development. As a result, Ukraine's participation in Framework Programme 7 intensified, with 13 proposals prepared for submission and over 3,500 participants in JSO-ERA events.
