This document presents a perspective plan for urban and regional planning in Bhubaneswar-Cuttack, India from 2022-2030. It defines perspective planning as a long-term (20-30 year) plan that provides a policy framework for development. The plan components include an analysis of the existing characteristics, projected requirements, development strategies, future growth direction, and investment priorities. It aims to guide smaller plans and integrate spatial and economic initiatives. The plan covers social, economic, and spatial goals while minimizing environmental impacts. The study investigated the design optimization of these hybrid systems, focusing on understanding solar radiation patterns, identifying geographical influences on solar radiation, formulating a mathematical model for system optimization, and determining the optimal configuration of PV panels and pumped hydro storage. Through a comparative analysis approach and eight weeks of data collection, the study addressed key research questions related to solar radiation patterns and optimal system design. The findings highlighted regions with heightened solar radiation levels, showcasing substantial potential for power generation and emphasizing the system's efficiency. Optimizing system design significantly boosted power generation, promoted renewable energy utilization, and enhanced energy storage capacity. The study underscored the benefits of optimizing hybrid solar PV panels and pumped hydro energy supply systems for sustainable energy usage. Optimizing the design of solar PV panels and pumped hydro energy supply systems as examined across diverse climatic conditions in a developing country, not only enhances power generation but also improves the integration of renewable energy sources and boosts energy storage capacities, particularly beneficial for less economically prosperous regions. Additionally, the study provides valuable insights for advancing energy research in economically viable areas. Recommendations included conducting site-specific assessments, utilizing advanced modeling tools, implementing regular maintenance protocols, and enhancing communication among system components.

CFD analysis is incredibly effective at solving mysteries and improving the performance of complex systems!
Here's a great example: At a large natural gas-fired power plant, where they use waste heat to generate steam and energy, they were puzzled that their boiler wasn't producing as much steam as expected.
R&R and Tetra Engineering Group Inc. were asked to solve the issue with reduced steam production.
An inspection had shown that a significant amount of hot flue gas was bypassing the boiler tubes, where the heat was supposed to be transferred.
R&R Consult conducted a CFD analysis, which revealed that 6.3% of the flue gas was bypassing the boiler tubes without transferring heat. The analysis also showed that the flue gas was instead being directed along the sides of the boiler and between the modules that were supposed to capture the heat. This was the cause of the reduced performance.
Based on our results, Tetra Engineering installed covering plates to reduce the bypass flow. This improved the boiler's performance and increased electricity production.

2. Definition : Perspective Plan , an interdependent part of Core Area Planning , is a long term plan (for 20-30
years) to develop vision and provide a policy framework for urban and regional development & further detailing

• Perspective planning is a blueprint regarding the objectives and targets of long run growth.
(as per UDPFI

• It is not just a plan to attain some sort of targets or objectives ; the perspective plan is a collection or
summation of certain smaller plan.
• It is a written document supported by necessary maps and diagrams providing the state government the
goals, policies, strategies and general programmes of the urban local authority regarding spatio-
economic development(methods used by the public sector to influence the distribution of
people and activities in spaces of various scales of land use planning including urban planning,
regional planning, national spatial plans) of the settlement under its governance.

4. The contents of a perspective plan shall broadly encompass the following (as per URDPFI guidelines VOL I)
Existing Scenario in overall terms.
Projected requirements for the horizon year based on the total quantum of land available and that can actually be used for development.
Specific planning studies related to setting, linkages both socio‐economic and physical, and likely challenges. In addition climatological studies, identification of
areas prone to hazards, environmentally sensitive zones.
Population projection for the horizon year based on past trends and other statistical methods to arrive at assigned population for the horizon year.
Economy and employment levels, both existing and projected.
Shelter‐including shortfalls in various categories of housing stock and the total requirement
Transportation‐analysis of the existing network, projected requirement based on detailed OD surveys.
Institutional uses both existing and required for the horizon year in terms of education, health, socio‐cultural, religious, and distributive services like police, fire, t
elecom etc.
Infrastructure in terms of water, underground sewerage, drainage, and solid waste management. Vision should include an overview of new technologies and the
way to develop and implement.
Use of alternative sources of energy through new technology.
Resource base‐ monetary resources required to implement plan proposals vis-à-vis financial health of the local body/implementing agencies.
Manpower resources both existing and proposed as per requirement.
5. Scope of perspective plan:
A. The scope of this plan covers social, economic and spatial development
goals, policies and priorities relating to all those urban activities that have
spatial implications or, in other words, that require land for their location
and desired functioning.
B. It also covers long-term policies regarding development of infrastructure
and resource mobilization that are necessary to promote these urban
activities.
C. Great care is always taken in this plan to minimize the conflict between the
environmental protection and urban development. (as per UDPFI guidelines)
6. Purpose of Perspective Plan
A. The basic purpose of a perspective plan is to provide a policy framework for
further detailing and it serves as a guide for urban local authority in
preparation of the development plan.
B. A perspective plan should generally be for a period of 20 years and the plan
period of 20-25 years should be so adjusted that it coincides with the term of
the National/State Five Year Plans.
C. This will facilitate integration of spatial and economic policy planning
initiatives.
D. To serve as pointer in formulating operation targets that go into 5years plan .
E. To indicate the desired directions of economic activities .

(revised) Act whereunder a municipality shall assume the status of a planning &
development authority.

8. Benefits of perspective plan
• It helps to guide the other small plans to be prepared and executed .

Perspective plan has no specific judicia boundary , it can
be state level , district level ,regional level even it can be
national level also .
10. Objective of this plan
1. Develop all panchayats of 150 most backward district during 5years period of 2005-2010
such that there is a visible impact on major problems of each panchayat.
2. Created a sound base for self sustaining economy to remove poverty and bring these
districts at least a level to the other districts of the state or country .
3. To facilitate optimizing all available resources under all development operational at the
panchayat level.
4. Derive maximum benefit in favour of the rural poor with regard to generations of
employment opportunities not only in terms of wages but also self employment by
creation of need based optimum infrastructure.
