Integrating library services more closely with the student’s learning environment has long been a goal. A recent report on course reading from a Canadian university probably sums up the attitude of most UK academic libraries. ‘The Library has long placed a strong emphasis on working directly with faculty to tailor its services and resources to academic programs and integrate them at the point of need’. For over a decade the library/learning system space has been contested by a variety of approaches. It remains imperfectly resolved.

The network continues to reconfigure personal and organizational relationships. Libraries face three important challenges in this environment.
1. Rightscaling infrastructure.
Libraries were predominantly ‘institution-scale’ – they provided services at the level of the institution for their local users. However, their users now look to the network for information services (e.g. Google Scholar, Wikipedia, …). And libraries now look to the network to collaborate or to externalize services (e.g. HathiTrust, cloud-based discovery or systems, shared systems infrastructure, …). In this environment the need for local infrastructure declines (e.g. extensive print collections, redundantly deployed local systems which provide necessary but not distinctive services). The scale advantage manifests itself in both impact and efficiency.
2. The shift to engagement.
Users used to build their workflows around libraries. Now the library needs to build services around user workflows, as those workflows form around network services. Libraries used to acquire and organize ‘published’ materials. Now they are engaged with the full range of creation, management and disclosure of learning and scholarly resources. Library spaces were configured around print collections; now they are configured around experiences, expertise, and specialist facilities. These are all examples of how libraries are reallocating resource and effort to engage more strongly with the learning and research lives of their users, improving the learning experience and making research more productive and research outputs more visible.
3. Institutional innovation
Innovation is important, especially to support greater engagement. But in many ways the most important form of innovation is institutional. Libraries have to develop new and routine ways of collaborating to achieve their goals. At the same time they have to negotiate internal boundaries and forge new structures within institutions. In each case, they are developing new ‘relationship architectures’. Think for example of the institutional innovation required to move to shared systems and collections in the Orbis Cascade Alliance or 2CUL for example. Or think of the innovative approach which makes new relationships within institutions (with Learning and Teaching Support, with the Office of Research, the University Press, emerging e-research infrastructure, IT, etc, for example, or with various educational or social services in a public setting). Evolving such relationships requires an enterprising approach and ensures continual learning.

Librarians, researchers, and the general public have largely embraced the concept of open access (OA). Yet, incorporating OA resources into existing discovery and tracking systems is often a complicated process. Open access material can be delivered through a variety of publishing or archival mechanisms, creating certain challenges, particularly for those managing e-resources. Although an increasing proportion of research output is becoming open access each year, organization and discovery of these resources remains imperfect.
The debate between the relative merits of Green and Gold OA is regularly discussed in academic circles but less attention is devoted towards Hybrid OA and the challenges inherent in this model. Most major publishers offer open access through one or more of these models, but open access metadata standards seem to be lacking among these content providers. The presenters will discuss some of these challenges identified in the literature and through other mechanisms, including data gathered by NISO and an original survey. By identifying these issues, the scholarly communication community can work together to improve discovery for end users.

A presentation given to RLUK Members' meeting at the University of Warwick.
The library identity has been closely bound with its collection. However this is changing as research and learning behaviours evolve in a network environment. There are three interesting trends. First, atttention is shifting from a library-centric view of a locally owned collection to a user-centred view of a facilitated collection in places where the library can add value. Second, there is growing emphasis on support for creation, for the process of research, as well as for the products, the article or book. And third, we are seeing a changing perspective on the historic core, the print book collection. Increasingly, this is being seen in collective ways as institutions manage down print, or think about its management in cooperative settings, or retire collections as space is reconfigured around research and learning experiences. This presentation also provides preliminary findings for the analysis being carried out by OCLC Research of the RLUK collective collection.
Explores how library collections have been, are and will be built in the context of changing information-seeking behavior, changes in the nature of collections, the social web, and new enabling technology.

In the next few years, the further development of social, educational and research networks – with its extensive collaborative possibilities – will be dictating how users will search for, manage and exchange information. The network – evolved by technology – is changing the user's behaviour and that will affect the future of information services. Many envision a possible leading role for libraries in collaboration and community building services.
Users are not only heavily using new tools, but are also creating and shaping their own preferred tools.
Today's students are incorporating Web 2.0 skills in daily life, in their social and learning environments.
Tomorrow's research staff will expect to be able to use their preferred tools and resources within their work environment.
Today's ánd tomorrow's libraries should support students and staff in the learning and research process by integrating library services and resources into their environments.
Library infrastructure: value for money? Ken gave a short presentation at the Jisc Library System Programme Workshop on 15th July 2013. It looked at the value and business case for making changes to library technology infrastructure. The workshop was a chance for the projects that made up the programme to talk about the work they had done and the tools and resources they have created, and a chance for the community to discuss some of the issues and challenges that the sector currently faces. The workshop had three main strands that explored:
Collaborative Systems and Services;
Transforming workflows and practices
Tools and Techniques for Systems Change
Models of innovation-sustaining and disruptive are discussed. How can libraries respond. How are they responding. What strategies might libraries adopt

The public library and the 21st century ‘People’s University’
Back in 1938 Alvin Johnson argued that we should: “develop the public library into a permanent centre of adult education, informally a people's university” . In the 21st century new winds of change are blowing through learning. Social economic and technology factors combine to create new challenges and opportunities. Public libraries have a huge opportunity to revitalise their long standing commitment to learning and reinvigorate themselves at the heart of the process. Access to Research, CORE and others initiatives now provide public libraries with free access to millions of journal articles. The question is how, in the 21st century, public libraries will galvanise these resources and develop communities of learners.
In increasingly complex information landscapes, is it time to stop thinking in terms of the library management system (LMS) or integrated library system (ILS), or even a ‘library services platform’ – and instead start talking about an ‘ecosystem’.
The reading list challenge : implementing Loughborough Online Reading List So...dbslibrary
This presentation explores the importance of reading lists in the higher education sector asserting that they are integral in transitioning students from ‘dependent to autonomous learners.’ The presentation opens by exploring reasons why reading lists are not afforded the importance that they should be within the higher education sector. The key benefits of reading lists for students, academics and librarians are elucidated. The presentation suggests that paper reading lists are incongruous with today’s digital learning environment. The role of reading list software in transforming paper reading lists into a ‘scaffolded learning experience’ is explored. DBS Library’s collaboration with Loughborough University regarding their open source reading list management system LORLS is discussed. Business case construction and implementation of LORLS software at DBS is elaborated upon. The history and features of LORLS software are outlined. The presentation concludes with a discussion of the positives that have arisen from the Loughborough-DBS Library collaboration.
Managing user queries using cloud services: KAUST library experienceRindra Ramli
The provision of reference and information services are one of the major activities for academic libraries. Answering questions and providing relevant and timely answers for library users are just one of such services. Questions come in many format: in person, phone, email and even on social media platforms. The type of questions may also differ from simple, directional to complicated ones. One of the challenges for libraries is the capturing and managing of these inquiries. Libraries need to address some of these points: • How the questions will be captured • How the questions will be answered • Who will answer these questions • What is the turn-around time for answering these questions • What kind of statistics to monitor • How are these statistics communicated to internal library staff and other stakeholders This paper describe the initiatives undertaken by KAUST, a brand new Graduate Research Library located in Saudi Arabia. This initiatives include the implementation of LibAnswers to assist the library in capturing and managing all inquiries. We are tracking inquiries coming in via email or widgets (such as online form), converting received questions into FAQ entries, creating and maintaining a public knowledge base for our users. In addition, it will also describe future plans in store to expand reference services for our library users.

Discovery, delivery, and management: the current wave of new library technologies and industry trends
Explore the realm of index-based discovery services oriented more to academic libraries, including Ex Libris Primo, ProQuest Summon, EBSCO Discovery Service, and OCLC WorldCat Discovery Service. An update on the Open Discovery Initiative and the recent movement toward more participation by content providers. Discuss technologies better suited for public libraries that have more concerns for customer engagement, access to print and electronic books, with less stringent requirements for article-level discovery of scholarly resources. The role of open source discovery interfaces such as VuFind and Blacklight. The status of the new generation of library services platforms. We used to think of the user in the life of the library. Now we think of the library in the life of the user. As behaviors change in a network environment, we have seen growing interest in ethnographic and user-centered design approaches. This presentation introduces this topic. It also explores changes in how we manage collections as an illustration of this shift towards thinking of the library in the life of the user.

In 2017 the Economist magazine, in a much quoted article said, ‘the world’s most valuable resource is no longer oil, but data. Smartphones and the internet have made data abundant, ubiquitous and far more valuable”. While data may be abundant, in the world of libraries, publishers and intermediaries it is typically siloed and the value and potential to improve services has barely begun to be realised. On their own, data from libraries, publishers or conventional intermediaries will not be enough to deliver the kinds of predictive analytics and Artificial Intelligence (AI) solutions that emerging. Commercial companies and sector bodies like Jisc have begun to develop platforms that make use of data from a variety of sources. This will be an intensely competitive environment and it is not yet clear who the winners will be for, as Indian Prime Minister Narendra Modi said at the world economic
Ken spoke at the University College London (UCL) and Ciber research event ‘Digital textbooks: where are we?’ in May 2018. He outlined some of the drivers and themes that are influencing the future of e-textbooks and digital learning resources. He focused on the student as consumer, the user experience, digital platforms and the importance of data and analytics.
Ken Chad presented the keynote at the EDS (Ebsco Discovery Services) conference at Regents University, London in July 2016. He reviewed future trends for Google and enterprise search including factors such as voice (‘conversational’) search, the ‘ultimate assistant’, entities (‘things not strings’), visual search and the role of big data, context and intention. He then looked and some trends in library discovery services. There will continue to be a multiplicity of approaches open to users and Ken recommended that libraries do more to focus on the needs of users– the ‘jobs’ they were trying to do– in order to acquire and/or innovate new approaches to library discovery services.

There has been much interest and some hype about a new generation of ‘Library Services Platforms’ that are replacing library management systems (LMS) (or, in US parlance, ILS). Ken looks at library systems in terms of the technology adoption life cycle described and analysed by Geoffrey Moore in his book ‘Crossing the chasm’.

more and more of the functions of the library. By the late 90s, UK-based vendors such as SLS
(later taken over by Innovative) and BLCMP (later morphed into Talis) had added ‘Reading
List’ modules to their systems. Non-UK vendors such as Geac (now Infor), Dynix, Sirsi (now
SirsiDynix) and Innovative Interfaces offered ‘Course Reserves’ modules. Both approaches
enable students to search for their course in the library catalogue, locate material and check
its availability. Any ‘integration’ with the work processes of academics was manual.
Leicester University in the late 90s was probably not untypical: ‘Reading list request letters
are currently sent out once for both semesters in June. Academics are asked to return
reading lists for both semesters by early July and a fairly good response rate is received.’2

The 90s and early 21st century saw the rise of systems to manage the learning environment,
and VLEs (virtual learning environments) are now ubiquitous in UK higher and further
education. Academics were encouraged to populate the VLE with their reading lists. The
library management system was being marginalised. Even the acronym LMS is more widely
understood as ‘learning management system’. At the 2004 ALA Conference it was noted
that: ‘With librarians poised between information and knowledge, libraries have begun to
question how they can integrate learning management systems (a.k.a. e-learning)—
software that delivers and manages online courses—into their daily operations. ....
Moreover, the inadequacies of integrated course reserves modules—similar to the
inadequacies of MARC for digital assets or serials modules for ERM—have shown that the
traditional ILS is (yet again) unable to support the
management of learning resources’.3

4. Being social. Web 2.0 and social media
The desire to manage lists of resources is not unique to students and several social web
tools have grown up to meet the need. Many will be familiar with Del.icio.us for example.

some features in common with reading list management tools, the biggest drawback was
the inability to integrate them satisfactorily with library management systems to provide
