Tourism development and promotion are among the functions of Local Government Units (LGUs) as
mandated by the Local Government Code of 1991 (RA7160). As local government shifted to more
participatory forms of development governance, they were also encouraged to enjoin other
stakeholders in local tourism development and promotion.
Based on Section 37 of RA9593:
Consistent with RA 7160, Local Government Units (LGUs) shall prepare and implement a
tourism development plan (TDP) that integrate zoning, land use, and infrastructure development, as
well as standards for tourism enterprises, and heritage and environmental protection based on the
principle of sustainable tourism development.
Based on Section 38 of RA9593:
All LGUs shall prepare an inventory of its available resources as basis for local and national
tourism planning; as well as compile regular reports on the status of their tourism plan(s) and programs,
including tourist arrivals, tourism enterprises, among others.

responsibilities in the local tourism development. Local Tourism Officers play a central role not only in
tourism promotion but also in the preparation, implementation, and updating of local tourism
development plans, as well as enforcement of tourism laws, rules and regulations.Being the coordinator
for all these activities, the tourism officer should be able to have good grasp of the fundamental
concepts and process of tourism development.

PC-I acceptable to the Provincial Government.
The full funds of Rs.1.000 million have been
provided during FY 2014-15.

TERMS OF REFERENCE
FOR HIRING CONSULTANTS TO PREPARE (1052-140039) F/S FOR DEVELOPMENT OF
SUM ELAHI MUNG MANSHERA AS TOURIST RESORT HAVING AN ESTIMATED COST
AND ALLOCATION OF RS. 1.000 MILLION ON THE REVENUE SIDE, ADP 2014-15.
1. BACKGROUND
It has been decided to engage consultants to determine the tourism potential of Sum
Elahi Mung in particular and Manshera in general. The consultants would also be supposed to
provide an outline of the various plans and activities that could be carried out by the private
sector, public sector and public private partnership basis, built operate and transfer basis or for
financing by the Development Financial Institution and for approval by the Provincial
Government from its own resources.
2. OVERALL GOALS
The goals of the feasibility are to have detail architectural, environmental, engineering
and economic physical and financial planning as well as phasing for the following
purposes:
a. Social acceptability.
b. Environmental desirability
c. Technical feasibility
d. Position of land and to look into the requirement of land to be acquired.
e. Competitive supply and installation of the chairlift from at least three sources and
landscaping of the areas.
f. Promote and develop the tourism industry of Khyber Pakhtunkhwa by involving both
the private and public sectors;
g. Fully protect and preserve the culture, traditions, history, heritage, environment, and
wild life of the target areas;
h. develop the socio-economic conditions of the people and areas having tourism
potential;
i. gradually and systematically identify and develop all the existing and potential areas
for attracting tourists both from in and outside the country;
j. Introduce, promote, develop and publicize the tourism potential of Khyber
Pakhtunkhwa in and outside the country; and
k. It will give the cost benefit analysis, internal rate of return, environmental impact
assessment, social and economic impact with the intricate details required or liked
by the tourists visiting the Sum Elahi Mung in Manshera for carrying out the
feasibility based on which will be a PC-I as per rules of the provincial government
for consideration by DDWP / PDWP.
3. VISION OF THE FEASIBILITY STUDY ARE TO:
i. Systematically and through short, medium and long term strategy/plan/approach
gradually to sustain Tourism & Culture Heritage in the Sum Elahi Mung in
Manshera besides generating income by attracting the foreign as well as the local
tourists to the potential areas;
ii. involve private entrepreneurs in setting up profitable and innovative recreational
tourist facilities/ attractions in Sum Elahi Mung in Manshera either individually or
jointly with the Government of KPK;

iii. explore and identify various ways and means for generating revenues in Sum
Elahi Mung Manshera for making the Establishing Tourists activities and plans,
such as camping a self-financing venture etc.
iv. provide the basic infrastructure and recreational activities required for the
development & facilitate tourists travel, lodging, food, and recreation etc. in
collaboration with the private sector;
v. develop the human resources of various institutions, both private and public,
directly linked with the tourism industry, for providing services to the tourists;
vi. address the problems of un-employment, migration from rural to urban areas,
income generation for the poor masses, and raising the standard of living of the
Sum Elahi Mung in Manshera;
vii. identify various areas of Sum Elahi Mung having tourism potential and work out
the appropriateness and feasibility of various activities for developing attractions in
the surrounding areas;
viii. promote and market the Sum Elahi Mung Tourism product inside and outside the
country;
x. regulate, control and protect the environment of the crowded areas already
thronged by the tourists/visitors and prevent the recurrence of this mishap in the
potential tourist areas;
xi. Privatize the tourism industry and instill a sense of ownership of the tourism
industry in the private investors.
xii. Establish a network amongst the private sector, Federal Government, Provincial
Government and other sister tourism institutions both in and outside the country
for the improvement and promotion of Tourism in Sum Elahi Mung in particular
and the Manshera in general.
4. OBJECTIVES
The objectives of consulting services are to conduct to feasibility of the Sum Elahi
Mung through the following activities:
a) Detailed Survey of the Projects.
b) Test and Investigations.
c) Detailed Designing & Drawings
d) Submission of Complete Bidding Documents.
e) Tender Assistance
f) Design Review
g) Reporting and responding
5. SCOPE OF CONSULTING SERVICES.
The Employer will be the Government of KPK through Secretary Tourism; the MD
TCKP will be the direct supervisor interacting with the Team Leader of the Consultants
/ firms.
The Consultancy firm role is to manage the feasibility as per the contract and to
ensure that its clauses are followed in letter and spirit. The consultant will be fully
responsible for the design and project documents which should be at least covering
the facilities proposed for tourism promotion. The team leader and his staff are under
the overall control of the MD, TCKP, and shall carry out such duties and exercise such
authority as may be delegated to them for completion of a viable project document.
The MD TCKP may from time to time delegate to the consultancy firm any of the
duties and authorities vested in the MD TCKP for efficient carrying out of the feasibility
and it may at any time revoke such delegation. Any such delegation or revocation shall
be in writing and shall not take effect until a copy thereof has been delivered to
Tourism Department.

6. SPECIFIC SCOPE OF CONSULTING SERVICES (wherever applicable) is
described in this section. Services other than these and other than minor extras, which
do not materially affect the scope of the Consultant’s Agreement, will be authorized by
Tourism Department / TCKP at rates and under conditions to be mutually agreed in
light of the decision DDWP / DCSC.
7. DESIGN AND SURVEY & INVESTIGATION STAGE:
i. Feasibility study of all the sites in Sum Elahi Mung Manshera.
ii. Topographic survey (Digital) and preparation of contour plans.
iii. Geotechnical investigation of sites including field or laboratory tests.
iv. Resistivity survey for availability of ground water and tests to determine
suitability of water.
v. Prepare and submit high resolution colored aerial satellite images of the sites
and adjoining areas with GPS coordinates.
vi. Hydrological and geological survey of the sites to determine feasibility against
floods and seismic activity, if required.
vii. Determination of sufficiency of utilities needs in the area such as electricity, Sui
Gas, telephone and water supply.
viii. Liaison with relevant department such as WAPDA / SNGPL/ Public Health /
NHA or any other agency,
ix. Environmental Impact Assessment (EIA) of the sites.
x. Implementation of by laws of local authorities, building and tire, etc.
8. PRELIMINARY DESIGN STAGE
i. Staff Hiring/Removal for the concerned project for design/supervision shall be
approval of the Client.
ii. Requirement and scope of accommodation by the Client/User Department.
iii. Absence of any staff member of the consultants during Design or supervision to
any reason whatsoever, the client shall be at liberty to make rom the
Consultants bills accordingly.
iv. Evaluating the client’s requirement analytical and planning various components
of the Project.
v. Preparation of site plan, describing and illustrating preliminary architectural
design/outline proposal including 3D views of proposed buildings.
vi. Evaluating feedback of the client for further improvements in the design.
vii. Vetting of any design from Specialized Govt./Semi Govt. Organization if
deemed necessary by the client.
viii. Making final presentation after incorporating feedback of the client.
9. MASTER PLANNING STAGE
i. Preparing, describing and illustrating preliminary master plan of the project
showing proposed structures, internal roads pavement network, parking area,
and open spaces, etc as per engineering / architectural standards.
ii. Preparation of phase wise development plan if required.
iii. Preparation and submission of preliminary master plan report of the project.
iv. Preparation and submission of final master plan of scheme with allied
accommodation along with outline utilities plans.
10. DESIGN DEVELOPMENT STAGE
i. Preparation of detailed architectural and structural design of all buildings and
allied structures as per prevailing architectural and engineering codes.
ii. Preparation & submission of detailed working / construction drawings of each
and every component of building in soft and hard from.
iii. Preparation of modified drawings without additional charges if required by the
client.
iv. Preparation of detailed layout plan. Architectural and structural design
incorporating all allied electrical, mechanical and other internal and external
services i.e. Telephone, water supply, sewerage, drainage, firefighting and fire
alarm system, sui gas, landscaping, roads, paths street lights, cross drawings
and sewerage disposal work, CCTV, storm water drainage system, security
systems etc.

v. Preparation of design / drawing / specifications of electrical systems with
external electrifications, such as substations, street lights etc.
vi. Preparation of standard design / drawings / specifications for solar system
complete in all respects if any.
vii. Preparation of design and drawings of ground water reservoirs, overhead
water tanks, tube wells and allied structure.
viii. Preparation of PC-I and detailed cost estimate after approval of master plan by
the competent forum as per prevailing formats.
ix. Submission of detailed structural design calculating for all buildings and allied
structures in soft and hard forum.
x. preparation of complete tender documents / cost estimate / variation order /
BOQs.
11. EXPECTED OUTCOME OF THE SURVEY FEASIBILITY STUDY AND DETAIL OF
PROJECT LIKELY TO BE SUBMITTED AFTER THE SURVEY.
a. Procedure for appointment of Consultants: Prequalified open Bidding
b. Period of contract with consultants 3-6 months
12. REMUNERATION.
The Consultants shall charge a fix amount of Rs. 0.900 Million, as remuneration for the
entire services to be performed under this agreement and shall append with the first
report as annexure and computer discs with instruction manual, covering all basic data
collected during the course of the project, as mentioned in the TORs 100 copies of
printed final report, properly bound alongwith hard and soft copies and its rights, shall be
provided to Secretary Tourism GoKPK.
The fixed fee shall be payable by the Secretary Tourism to the Consultants in the
following manner:-
i) After approval of deputed staff and preliminary work plan with a time line, the
contract will be signed and 20% of the total cost will be made.
ii) 20 % on the expiry of second month or on completion of field works. Subject to
submission of draft monitoring report to be approved by the Secretary Tourism.
iii) 20 % on submission of 20 copies of the draft final report and its approval by the
Secretary Tourism and presentation of the study findings at a Seminar in the
Office of the TCKP or Auditorium or Conference Room to be held on a mutually
agreed date, as approved by the Secretary Tourism.
iv) 20 % on satisfactory completion of the study and submission of twenty printed
copies of the final report (including all annexure and/or computer discs and
instruction manual) by the Consultants to the Tourism Corporation Khyber
Pakhtunkhwa on the planning commission from one for approval by Secretary
Tourism, GoKPK.
v) The Secretary Tourism would retain 20 % of the total cost payable to the
consultants as security for another three month after the completion of the project
as security deposit, which will be deducted in 5% from each instalment's payment
by the Secretary Tourism to the consultant, as in (i), (ii), (iii) & (vi), above.
13. TERMINATION OF THE AGREEMENT.
i) The Secretary Tourism may terminate this agreement at time by giving 30 days
notice paying in full all costs and fees due to the Consultants as of the termination
date in accordance with the condition laid down in para 6.
ii) In case the Consultant causes inordinate delay in the performance of the
agreement, the Secretary Tourism shall have the right to terminate the Agreement
at any stage and such termination shall constitute abandonment of obligations
under the contract on the part of Consultants thereby invoking the provision of
para. 7 (iv) below.

iv) Should the Consultants abandon their obligation under this Agreement without
any just cause (regarding "just cause", decision of the Secretary Tourism shall be
final and binding), the presented shall be refunded (a) any portion of the fees
already paid to him as such does not represent remuneration for services
performed prior to such abandonment and (b) the unused portion of funds placed
at the disposal of the Consultants by the Secretary Tourism. And should the
Consultants abandon their said obligations without any just cause, he shall also
pay to the Secretary Tourism the extra expenditure, which in the Secretary
Tourism's opinion, would be involved in the employment of other consultants to
perform and carry on their duties, under this Agreement, provided that nothing in
this paragraph shall affect the liability of the Consultants properly to account for
any money paid or entrusted to them under this agreement.
v) Termination of this Agreement under the provisions of para. (i) shall not constitute
abandonment.
14. IN WITNESS WHEREOF, the parties hereto have herein set their hands and seals the
