In this presentation, I explain the failure of Japan to take strong anti-tobacco measures in the international context including the Framework Convention of Tobacco Control, comparison to other countries and the size and scope of the activities of Japan Tobacco.

The World Health Organization (WHO) has established the MPOWER model to assess compliance with FCTC:
Monitor tobacco use and prevention policies
Protect people from tobacco smoke
Offer help to quit tobacco use
Warn about the dangers of tobacco
Enforce bans on tobacco advertising, promotion and sponsorship
Raise taxes on tobacco
Grey- No known "smoke-free" restrictions (or no data); Yellow- Partial "smoke-free" restrictions, or patchy or inconsistent law enforcement; Pink- No national "smoke-free" legislation – some localities have local restrictions; Orange- National "smoke-free" legislation for public areas except entertainment and restaurants National; Red- "smoke-free" legislation for public areas except entertainment and restaurants – some localities have additional local restrictions; Maroon - National "smoke-free" legislation covering all public indoor areas (sometimes with specific exceptions).
Tobacco industry remains unchallenged in many countries
Some strategies have been employed for decades; some for few years – depending on the level of acceptance of industry interference in each country
Outside of persons monitoring tobacco control and investors in the tobacco industry, most people including the Japanese are ignorant of the vast scale of JT. JT is the third largest multinational tobacco company in the world. Through Japan Tobacco International, JT owns many popular international cigarettes brands including Winston (No. 2 brand worldwide), Camel (No. 6 brand worldwide), Benson & Hedges, Silk Cut, and Sobranie. JT has re-branded Mild Seven as Mevius (No. 5 brand worldwide) to avoid the problems associated with "mild," which is understood as a health claim, and is vigorously promoting Mevius in Asia. JT also sells Glamour cigarettes marketed to young women. JT is particularly aggressive in marketing in Russia and other former Soviet states, which comprise much of its worldwide increase in sales.
