Scope: Tenant Improvement for Staples; Minor modification and/or upgrades to MEP
(each Separate reviews/permits). Demo of only non-load bearing partition walls
(Separate Review/Permit). New signage (separate review/permit); New Fixture Plan
(separate review/permit); High Pile storage (separate review/permit); Food sales (HELTH
Approval required prior to T.I. Permit issuance); Proposed painted red strip and signage
on exterior façade.
The following is the standard procedure for securing a TI permit in the City of Los
Angeles. These time frames are prior to any negotiations with the various Jurisdictional
officials to assist in speeding up the process.
Prior to issuance of Building Permit for Tenant Improvement, we will need to secure
approval from the following City of Los Angeles Community Development Departments:
BUILDING
We must submit to separate disciplines within the Building Department.
BUILDING – Will take the plans in for back room plan check and will review
Architectural and Structural portion of plans. – 6-8 week estimated review time.
Electrical plans are submitted separately to the Electrical Plan Check Division
within the Building Department, and requires a separate permit.
Plumbing plans are submitted separately to the Plumbing Plan Check Division
within the Building Department, and requires a separate permit.
Mechanical plans are submitted separately to the Mechanical Plan Check Division
within the Building Department, and requires a separate permit.
DEMO will be under separate permit.
Any proposed signage will be under a separate permit and can be processed with
over the counter plan checks (Please be advised, although our project is exempt
from Review of the Metropolitan Transportation Authority, signage will require
approval from this agency.)
Applications must be completed and plans must be shown to BLDG official in
order to Assess Plan Check fees. Permit Advisors can front the submittal fees for
this project.
PLANNING
Building Department will issue clearances from planning.
Planning reviews land use, parking, and area requirements along with any Zoning
cases that may be on the property.
For a TI with no work to the exterior/façade; no change in use, or square footage,
the planning department should sign off right away.
There is a Zoning Administration case on this property that we must secure
clearance for from planning. Based on the scope, we do not foresee any obstacles
to gain this approval.
These clearances will be reviewed via appointment plan check.
FIRE
This is a separate submittal review.
For architectural review for TI the Fire department will be looking mostly focused
on egress and Fire Life Safety requirements.
The initial review time is 4-8 weeks. All re-submittals will be via appointment
plan check.
FIRE Alarms, FIRE Sprinklers and High pile storage must be a separate
submittal/review/permit.
PUBLIC WORKS
We must secure sign offs from the Bureau of Engineering to ensure that any
engineering determinations previously made are abided by.
Based on the scope of the project, we anticipate general clearances to be issued.
Everything is being done by right so we should have no difficulties securing sign
offs.
There will be some fees (sewer, engineering processing, etc.) to be paid.
Fee estimates can be provided once existing/proposed plans are presented.
These clearances will be reviewed via appointment plan check.
DISABLED ACCESS
This will be a separate submittal review.
Plans will be reviewed in order to ensure compliance with California Disabilities
Act.
The estimated review time for initial submittal is 6-8 weeks.
All re-submittals will be via appointment plan check.
CRA (Community Redevelopment Agency)
Our project is located in the Wilshire Center/Koreatown Redevelopment project
area.
Any proposed revisions to the Façade will require a formal review and approval
from the CRA.
We will be required to secure approval from the CRA prior to issuance of
Building permit even if no exterior work is proposed.
The CRA may require exterior upgrades to the façade or an approval from CEQA
(California Environmental Quality Act). This will ONLY be required if the
building façade looks like it needs to be upgraded.
This is a fairly new building and will likely not require revisions to the façade but
this will only be determined once our proposed site/floor/elevations plans and
photos of the existing façade are provided to CRA.
We have negotiated for an informal review with the CRA prior to submittal and
payment of any fees in order to assess what their requirements may entail.
HEALTH
If there will be any food sales (even prepackaged candy), the project will need to
be reviewed by the Health Department.
LA County Health has a 20+ Business day initial review time.
All re-submittals will be via appointment plan check.
Note: Once the plans are submitted for plan check, additional minor clearances may be
issued. These are the main agency sign offs required. We cannot assess all sign offs
without plans to present to the city.
PLEASE BE ADVISED: This is the review times and processes that the city requires
prior to any negotiations. We understand the urgency of the projects and will do what we
can to meet Staples deadlines.

Due Diligence Report-Staples-Los Angeles, CA 7.7.2010 RE: Staples_City_of _Los Angeles Street Name Los Angeles, CA 90020 Scope: Tenant Improvement for Staples; Minor modification and/or upgrades to MEP (each Separate reviews/permits). Demo of only non-load bearing partition walls (Separate Review/Permit). New signage (separate review/permit); New Fixture Plan (separate review/permit); High Pile storage (separate review/permit); Food sales (HELTH Approval required prior to T.I. Permit issuance); Proposed painted red strip and signage on exterior façade. The following is the standard procedure for securing a TI permit in the City of Los Angeles. These time frames are prior to any negotiations with the various Jurisdictional officials to assist in speeding up the process. Prior to issuance of Building Permit for Tenant Improvement, we will need to secure approval from the following City of Los Angeles Community Development Departments: BUILDING We must submit to separate disciplines within the Building Department. BUILDING – Will take the plans in for back room plan check and will review Architectural and Structural portion of plans. – 6-8 week estimated review time. Electrical plans are submitted separately to the Electrical Plan Check Division within the Building Department, and requires a separate permit. Plumbing plans are submitted separately to the Plumbing Plan Check Division within the Building Department, and requires a separate permit. Mechanical plans are submitted separately to the Mechanical Plan Check Division within the Building Department, and requires a separate permit. DEMO will be under separate permit. Any proposed signage will be under a separate permit and can be processed with over the counter plan checks (Please be advised, although our project is exempt from Review of the Metropolitan Transportation Authority, signage will require approval from this agency.) Applications must be completed and plans must be shown to BLDG official in order to Assess Plan Check fees. Permit Advisors can front the submittal fees for this project.
  • 9. PLANNING Building Department will issue clearances from planning. Planning reviews land use, parking, and area requirements along with any Zoning cases that may be on the property. For a TI with no work to the exterior/façade; no change in use, or square footage, the planning department should sign off right away. There is a Zoning Administration case on this property that we must secure clearance for from planning. Based on the scope, we do not foresee any obstacles to gain this approval. These clearances will be reviewed via appointment plan check. FIRE This is a separate submittal review. For architectural review for TI the Fire department will be looking mostly focused on egress and Fire Life Safety requirements. The initial review time is 4-8 weeks. All re-submittals will be via appointment plan check. FIRE Alarms, FIRE Sprinklers and High pile storage must be a separate submittal/review/permit. PUBLIC WORKS We must secure sign offs from the Bureau of Engineering to ensure that any engineering determinations previously made are abided by. Based on the scope of the project, we anticipate general clearances to be issued. Everything is being done by right so we should have no difficulties securing sign offs. There will be some fees (sewer, engineering processing, etc.) to be paid. Fee estimates can be provided once existing/proposed plans are presented. These clearances will be reviewed via appointment plan check. DISABLED ACCESS This will be a separate submittal review. Plans will be reviewed in order to ensure compliance with California Disabilities Act. The estimated review time for initial submittal is 6-8 weeks. All re-submittals will be via appointment plan check.
  • 10. CRA (Community Redevelopment Agency) Our project is located in the Wilshire Center/Koreatown Redevelopment project area. Any proposed revisions to the Façade will require a formal review and approval from the CRA. We will be required to secure approval from the CRA prior to issuance of Building permit even if no exterior work is proposed. The CRA may require exterior upgrades to the façade or an approval from CEQA (California Environmental Quality Act). This will ONLY be required if the building façade looks like it needs to be upgraded. This is a fairly new building and will likely not require revisions to the façade but this will only be determined once our proposed site/floor/elevations plans and photos of the existing façade are provided to CRA. We have negotiated for an informal review with the CRA prior to submittal and payment of any fees in order to assess what their requirements may entail. HEALTH If there will be any food sales (even prepackaged candy), the project will need to be reviewed by the Health Department. LA County Health has a 20+ Business day initial review time. All re-submittals will be via appointment plan check. Note: Once the plans are submitted for plan check, additional minor clearances may be issued. These are the main agency sign offs required. We cannot assess all sign offs without plans to present to the city. PLEASE BE ADVISED: This is the review times and processes that the city requires prior to any negotiations.
