    According to a 2007 report to the William and Flora Hewlett Foundation by Atkins, Brown, and
    Hammond:


            Creative Commons...is a critical infrastructure service for the OER movement providing free
            tools that let authors, scientists, artists, and educators easily mark their creative work with the
            freedoms they want it to carry. (p. 13)


•   OER is the Open Educational Resources movement.


            OER are teaching, learning, and research resources that reside in the public domain or have
            been released under an intellectual property license that permits their free use or re-purposing
            by others. (Atkins et al., 2007, p. 4)
