Resolving Tensions between Carers and Workers in Statutory Kinship Care - an ...BASPCAN
This document summarizes a study on resolving tensions between kinship carers and workers in statutory kinship care in Australia. It finds that while kinship care provides benefits for children, there are also challenges as kinship carers receive less support than foster carers. Survey respondents noted kinship carers need more training, education, and respite support to develop skills and manage complex family dynamics. The document recommends agencies take different approaches with kinship care, including assessing carers, providing financial support, and connecting carers to support groups, to best support placement stability and meet children's and carers' needs.

Information, sources and arguments in care order decisonsBASPCAN
The County social welfare board makes decisions about care orders for children based on information from various sources. The board considers arguments related to the parents' ability to care for the child, the child's needs, and whether less intrusive measures than a care order have been tried. The board must decide if a care order is necessary to protect the child's welfare and in their best interests, according to the Child Welfare Act. They use information from the child and family members, social services, professionals, and legal precedents and guidelines to make their judgment.
Exploring the array of influence on the construction of child neglectBASPCAN
The document summarizes key findings from a doctoral thesis that explored how child neglect is defined and categorized. It discusses three data sources used: interviews with child welfare professionals, observations of social work offices, and case conference minutes. It then outlines characteristics commonly seen in neglected children, such as living in unsuitable homes, young age, and parental issues like substance abuse. The definition of neglect used in assessments is also provided. Finally, it discusses perspectives of different professionals and how understandings of neglect can vary depending on role, training, and personal views.

Dellias et al. 2004 structural composition and differential anticoagulant act...pryloock
This document describes a study that compared the structural composition and anticoagulant activities of dermatan sulfates (DS) purified from the skin of four ray species. DS was purified from three marine species that inhabit the Brazilian coast (Dasyatis americana, Dasyatis gutatta, Aetobatus narinari) and one freshwater species from the Amazon River (Potamotrygon motoro). The disaccharide composition of the DS was analyzed and their anticoagulant activities were measured using coagulation assays. The DS from the four species had different disaccharide compositions and varying levels of anticoagulant activity, indicating the structure and function of DS is not solely determined by charge density

Can You See Now- Addressing Mental Health in AdvertisingJustina Ojom
This document outlines a marketing campaign by Team M&A for the Canadian Mental Health Association to address the stigma around mental health disorders. The campaign's objectives are to educate people about mental disorders, address common stereotypes, and reduce the negative stigma associated with seeking treatment. Central to the campaign is the insight that people cannot see mental health disorders and thus cannot empathize with those affected. The proposed solution is a "Can You See Now" campaign using billboards and print ads to depict life from the perspective of those with mental disorders in order to educate the public and reduce stigma.

The document summarizes a training day for youth justice professionals on addressing speech, language, and communication needs (SLCN) in young offenders.
Key points:
- Many young offenders have undiagnosed SLCN that prevent them from fully engaging with the criminal justice system. Early screening and identification of SLCN is important.
- Tools like Asset and AssetPlus are used to screen young offenders for SLCN, but referrals to speech therapists are still needed. Having speech therapists embedded within youth offender teams helps to ensure young offenders' needs are met.
- Raising awareness of SLCN among police, courts, and other professionals is ongoing. Training is helping professionals recognize SLC

The PEACH Study: Preventing Domestic Abuse for Children and Young People - th...BASPCAN
This document summarizes a mixed knowledge review of interventions for children and young people aimed at preventing domestic abuse. An online survey found 98 relevant programs being run locally in schools (88) and the community (10). Most programs were for secondary schools and lacked sustainable funding. Consultation with young people and experts suggested authentic delivery by those with expertise or experience of domestic abuse had more impact. The review concluded future interventions need committed long-term funding and teacher training, while evaluating younger age groups and incorporating youth perspectives.

Based on the formative research findings, here are some theoretical risk factors that could be addressed to reduce teenage pregnancy:
- Lack of sexual health education and knowledge about contraception among teenagers
- Social and cultural norms that promote early sexual activity and do not support contraceptive use
- Poverty and lack of empowerment that limit teenagers' options and access to sexual health services
- Peer pressure and need for social acceptance that can encourage risky sexual behavior
- Absence of parental monitoring, communication and guidance on sexuality and relationships
- Unmet need for love, affection and self-worth that increases vulnerability to risky relationships
- Mental health issues like low self-esteem, depression which impact decision making
- Substance abuse

The FATIMA project aims to prevent honour-related violence against women and children through education and dialogue with immigrant NGOs. It will develop training materials on human rights conventions for NGO staff, train them in areas like project management, and provide guidelines for cooperation between NGOs and other stakeholders. An initial study surveyed over 150 NGOs across four countries to assess needs and awareness. Next steps will develop training materials, deliver training to 15 NGOs in each partner country, and organize workshops to disseminate results.
Pascale Franck has over 30 years of experience working in violence prevention and victim care in Antwerp, Belgium. She currently holds several positions related to coordinating projects and teams addressing domestic violence, sexual violence, and other forms of gender-based violence. Her roles involve training, networking, managing innovative programs, advising authorities, and coordinating multidisciplinary teams. She has a master's degree in criminology and has conducted research at several Belgian universities.
There is growing global recognition that violence against women and violence against children, and in particular intimate partner violence against women and violence against children by parents or caregivers, intersect in different ways. As global evidence of and interest in these intersections continue to grow, strategies are needed to enhance collaborations across these fields and thus ensure the best outcomes for both women and children. In response, the Sexual Violence Research Initiative (SVRI), the UNICEF Innocenti – Global Office of Research and Foresight, and the UNDP/UNFPA/UNICEF/WHO/World Bank Special Programme of Research, Development and Research Training in Human Reproduction hosted by WHO’s Department of Sexual and Reproductive Health, partnered to coordinate a global participatory process to identify research priorities that relate to the intersections between violence against children and violence against women.
While priorities are important, the way in which these priorities are determined is also crucial, especially for ownership, contextualization and use. Inclusive, participatory research-setting, such as used in this work, serves to promote a diversity of voices – especially from low- and middle-income countries which have historically lacked representation – and minimize the risk of bias when establishing research priorities.
This report describes the process used to determine the priorities for research on the intersections between violence against children and violence against women, and the top 10 research questions identified.

'Letting the Future In' an intervention for child sexual abuse: from practice...BASPCAN
This document summarizes the partnership between the NSPCC and two universities to develop and evaluate an intervention for child sexual abuse called Letting the Future In (LTFI). It describes how NSPCC studies found a gap between need for therapeutic services for child sexual abuse victims and what was available. Practitioners then created LTFI which was piloted and implemented. An independent evaluation was commissioned including a randomized controlled trial (RCT) to rigorously evaluate LTFI's effectiveness. Overcoming challenges, the RCT recruited 242 children and was the largest of its kind. It aimed to provide high-quality evidence on LTFI's impact to inform practice and policy.
A family approach to protecting children whose parents misuse drug/alcohol: E...BASPCAN
This document summarizes the findings of an evaluation of the FED UP program, which provides services to families where parents misuse drugs/alcohol. The evaluation found that the program was effective in reducing children's emotional and behavioral problems, improving their self-esteem, helping them process thoughts/feelings, and enhancing protective parenting. Key mechanisms of change included children feeling less alone and parents gaining insight into how their behavior impacts children. Barriers to the program included issues with group composition and family instability. The implications discussed expanding the program's reach and using data to improve outcomes for children.

Young People's Perspectives on Recognising and Telling about Abuse and NeglectBASPCAN
This document summarizes a study on young people's perspectives on recognizing and disclosing abuse and neglect. The study included a literature review, analysis of an online peer support site, and interviews with 30 vulnerable young people aged 11-20. It developed a framework for understanding how young people recognize, tell about, and get help for abuse, which influences practitioners. The framework shows recognition, telling, and help can be partial, hidden, signs-based, or purposeful. It also examines how related interventions can help symptoms or underlying causes, and influence trust, effectiveness, and duration of support over time. The implications are that practitioners should not rely on verbal disclosure, be sensitive to the challenges of telling, and see that recognition may come
WE MUST BE DOING SOMETHING RIGHT: CHILD SEXUAL ABUSE DISCLOSURE ACROSS THE DE...BASPCAN
This document summarizes a study comparing narratives of child sexual abuse disclosure between young people and adults. It found that young people were more likely to disclose due to a "pressure cooker effect" of emotions building up over time or being directly asked about signs of distress. In contrast, adults were more likely to blame themselves for the abuse and believed telling would make the situation worse. The study highlights the importance of creating an environment where children feel believed and supported to disclose abuse.
The document summarizes a study that examined informal and formal support structures for young people who experienced child abuse. 53 young women and 7 young men between ages 18-24 who reported extensive victimization were interviewed. On average, it took 7.8 years to disclose experiences of child sexual abuse. Most initial disclosures were to informal sources like family and friends. Barriers to disclosure included lack of knowledge that the abuse was wrong and lack of trusted adults. Missed opportunities for intervention were identified at the individual, family, community, and system levels. Key recommendations included providing youth appropriate information about relationships early on, communicating with youth directly and sensitively, and ensuring professionals notice signs of struggle and ask youth directly about their experiences.
The Parents Under Pressure (PuP) Program is a 12-module home-based parenting program that aims to reduce child abuse potential, parental stress, and child behavior problems. The modules can be addressed in any order based on family priorities and are supplemented by liaison with other social services. Studies have found the PuP program reduces child abuse potential, parental stress and improves child behavior, and for every 100 families treated there would be an estimated savings of AU$3.1 million.
Improving Decision-Making in Pre-birth Assessment: The OxPUP ProjectBASPCAN
This document summarizes the OxPUP (Oxford Pre-birth Pathway) project, which aims to improve decision-making in pre-birth assessments. It describes the OxPUP pathway, which involves identifying high-risk families during pregnancy and providing intervention. It also discusses tools used in pre-birth and postnatal assessments. The document presents two case studies, one where the child remained with their parents and one where the child was removed at birth. It finds that OxPUP cases had lower foster care costs and shorter court times compared to non-OxPUP cases.
A Pilot Study on the Feasibility and Efficacy of the Parents Under Pressure (...BASPCAN
1) The document describes the introduction of the Parents Under Pressure (PuP) program at Coolmine Therapeutic Community in Dublin to address gaps in supporting the parent-child relationship for mothers in residential treatment.
2) Quantitative and qualitative data were collected pre, mid, and post intervention to evaluate the efficacy and feasibility of PuP. Results showed reductions in depression, anxiety and stress levels as well as improvements in parent-child functioning.
3) Qualitative interviews found that PuP helped participants better understand how their childhood trauma and addiction had negatively impacted parenting, but also increased hope by providing mindfulness techniques and a supportive group environment.
Engaging young advisors in creating strategies for increasing safety at the i...BASPCAN
Young advisors from over 100 teenagers aged 13-21 across several European countries were engaged to advise on a project about increasing safety regarding new technologies and intimate partner violence. The advisors provided input on developing the project website and materials. Challenges included low online discussion participation and high turnover of advisors. Strategies to address this included providing incentives, flexible timing of meetings, and discussing issues in new ways like drawing. Key issues were lack of advisor ownership of the online space and lack of direct cross-country discussions. Recommendations included giving advisors control of social media and enabling international meetings.

This document summarizes key findings from a study on young people's experiences with interpersonal violence and abuse both online and offline. The study included 100 interviews with young people ages 15-18 in several European countries. Key findings included:
1. Experiences of controlling behavior and surveillance both online and offline were normalized by some youth. This included pressure to share passwords and social media accounts.
2. Sending and receiving unwanted sexual images online was also normalized in some areas, though it caused distress for others, especially in tight-knit communities.
3. Both sexual pressure and physical/emotional violence occurred offline as well, with young women disproportionately impacted.
4. New technologies played a role
Incidence, nature and impact of online and offline forms of intimate partner ...BASPCAN
This document summarizes a study exploring intimate partner violence among young people in five European countries. The study uses a mixed-methods approach, including expert workshops, a survey of 4,500 14-17 year olds, interviews with 100 young people, and development of an app. The survey finds high rates of online and offline emotional, physical, and sexual abuse. Girls report more negative impacts than boys. Factors like family violence, bullying, and gendered attitudes predict greater risk. The study also examines sending and sharing of sexual images, finding it associated with greater intimate partner violence risk, especially for girls.

This document discusses babies and parenting. It focuses on families, empowering parents, and providing community-based training for new parents. The overall message is one of support for babies and their families within a community.
Babies on Top of the World: Early Intervention in the Indian Himalayas Part 2BASPCAN
In Dehradun district of Uttarakhand, India, with a population of 1.7 million people, only around 1800 have access to reliable quality professional services. Most pediatricians in the area have little awareness of the importance of early intervention for children. Developmental disabilities can be present from birth or acquired later in life due to factors like malnutrition, anemia, neglect, or lack of stimulation, and many acquired disabilities can be prevented by proper care and support during early childhood years.
Babies on Top of the World: Early Intervention in the Indian HimalayasBASPCAN
Babies On Top of the World documents early intervention programs for children with disabilities in remote areas of the Indian Himalayas run by the Latika Roy Foundation. The foundation operates 8 centers that serve over 300 children daily and monitors 500 high-risk infants annually, providing developmental assessments, therapy, and training parents and community health workers, though this still only reaches a small fraction of the estimated 66 million developmentally disabled children in India.
An Inclusive and Families Strengths Based Approach in Child ProtectionBASPCAN
This document discusses East Lothian Council's adoption of a strengths-based, inclusive approach to child protection called Signs of Safety. It notes key reports and legislation driving this change and outlines East Lothian's multi-year implementation process beginning in 2011 with workshops and establishing governance groups. This included introducing Signs of Safety for initial case conferences in 2013 and all conferences, supervision, and core groups by 2014. Feedback found professionals and families felt meetings were inclusive and addressed risks fully, though plans were sometimes incomplete. This led to a research project on making plans more specific, measurable, achievable, realistic and time-based.
Using evidence to challenge prevailing ideology: Listening to Fathers, Men's ...BASPCAN
This document summarizes research on fathers' experiences in the child protection system. It begins by providing statistics showing that fathers are less likely than mothers to live with or have contact with their children in the child protection system. It then discusses how, despite evidence of the positive role fathers can play, discourses that stereotype and marginalize men dominate in the field. The document goes on to argue that fathers continue to be systematically excluded from the child protection system. It critiques some feminist approaches to perpetrator programs, saying they are stuck in outdated views and deny complexity. The rest summarizes listening to fathers' experiences and a case study finding no reoffending after a program.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

usually one-off and is not delivered on
a systematic and continuous basis.
9. Gender perspectives
The extent to which the role of gender is
recognized in prevention and intervention
policies/practices on IPVA in teenage
relationships varies greatly between the
European countries participating in this study.
10. Policy and practice initiatives on prevention
and intervention
The topic of teenage IPVA, online and
offline, is either absent or
acknowledged only to a limited degree
in law, policies and action plans.
IPV among young people is often defined within the framework of other phenomena, such as violence in the family, sexual abuse in the family, trafficking of children, and these phenomena often get confused. These topics are often sensationalized in the media which contributes to this confusion, and as noted in the UK, often with a polorized depiction of children as ‘angels’ and ‘devils’. Schools are familiar with the concept of bullying (for example in Norway the Olweus anti-bullying program has been very influential) and may know what is expected of them to a larger extent than in regards to teenage intimate partner violence. Gender gap: young people themselves may define it differently than adults.
Limited awareness may be linked to the fact that the problem is often hidden from adults because adults don’t take part in children’s (cyber)lives. Awareness seem to be higher among teenagers, but they seldom communicate with adults about the violence that takes place in their lives, nor does it happen infront of adults or arenas that adults are present. There are few awareness-raising activities (and if there are any they focus on the victim rather than the perpetrator) and limited information dissemination. There are some differences among countries here, while there have been campains/awareness raising events in the UK, in Italy, the experts couldn’t recall of any specific initiative specifically relating to teenagers.
Furthermore, training is often delivered by NGO’s, sometimes as a response to an incident, and again, the framework is often on for example bullying or sexual health, and it is unclear how much, and if any, attention there is on teenage IPVA. The impact of not providing sufficient training to professionals is that they may not have the skills to address and act in response to teenage IPVA, and especially the abuse that takes place online. The impact for young people may be that they don’t in fact know what a healthy relationship is, i.e. that violence and abuse is not an acceptable part of an intimate relationship, and they are unsure of what is illegal or not.
In Norway, as in the UK, the gender dimension of both adult and teenage IPVA was fully recognized among experts and although interventions often lack a gendered approach, the Norwegian experts shared an understanding that the gender dynamics of IPV is recognized among professionals and policy makers, while in Cyprus, the gender perspective is completely absent from the legal framework, policy and practice that addresses any form of violence and since the national experts were unaware of any gender inequalities, they were not a position to comment on whether the gender perspective is recognized in for example prevention and intervention policies.
There seems to be a lack of guidance and interventions on teenage intimate partner violence, both online and offline, in all five countries. General laws on child protection and welfare can be relevant, but there is a lack of laws and policies that can be used specifically to address this issue, which may contribute to uncertainty among professionals and young people as to what is legal and not online. Many initiatives on prevention and intervention come from the NGO sector, making interventions ad-hoc, local, reaching only a few, and lacking in consistency and continuity. The reluctance of schools to engage in the issue and implement policy is a major barrier to prevention and intervention. This may be linked to the lack of specialist resources, as teachers may be reluctant to engage with limited or no support from agencies outside the school. Anther barrier is a lack of evidence regarding effective policies or interventions, this was noted in expert meetings in all countries. If there are evaluations, they tend to be local and small-scale. In Bulgaria and Cyprus, the experts questioned the policies, practises and interventions in place, as they are thought to be weak and not very effective. Finally, as noted by most countries, in the current economic crisis in Europe, NGOs who have contributed to work in this field, have suffered from cuts in public funding, and as a consequence, teenage IPVA is an even less acknowledged and recognized.
