Working and delivering projects in your own ‘backyard’ demands some of the highest standards of stewardship because you are entirely accountable and responsible for everything that you do and whatever happens. World class programme and project management are therefore essential tools in delivering consistent and insightful quality results.
The archipelago and nearby waters of Orkney as well as its neighbouring island groups and Scottish mainland communities have created a wealth of opportunities over the last 50 years or so for implementing programmes and project in some extremely challenging conditions and circumstances.
The combination of local expectations and working conditions have demanded the highest standards of project development and management. Even small tasks require care and consideration of issues that do not have the same potential impact elsewhere. Managing such risks and opportunities is therefore a collective skill and endeavour that the whole community needs to engage in.
In this presentation Gareth sets out some of these key driving forces in island-based developments and then gives some amazing case study examples of project activity that in underway and planned in and around the islands. These activities amount to a programme of work over the next 20-30 years which is likely to cost more than £150 billion and deliver between 20% and 50% of the UKs total clean energy requirements (electrons and molecules).

Relevant Experience
William has more than a decade of professional experience as a field
archaeologist, project and contracts manager, as well as a heritage and
archaeology consultant. This includes experience advising on heritage
planning matters in a wide range of sectors, including Renewables,
Utilities, Transport (roads and rail), Residential, Aggregates,
Commercial and Retail, for clients ranging from individuals to large
corporations and public bodies across the UK.
He has:
- Expertise in heritage policy and legislature, as well as the
assessment of setting and significance of heritage assets.
- Produced numerous desk based assessments, heritage
statements, settings impact assessments and Cultural Heritage
ES Chapters.
- Experience in acting as an expert witness in planning appeals
and examinations in public for local plan hearings.
- Extensive market knowledge, including for all types of
archaeological project work and with contacts in local
authorities and with archaeology sub-contractors.
- Experience in the management and delivery of major

Project Examples
Land at SW Exeter – Managed the delivery of cultural heritage
elements of EIA for major urban extension of Exeter (100ha),
including production of assessments, procurement and coordination of
all archaeological and built heritage baseline studies and also
negotiations with Historic England to agree suitable development
solutions adjacent to a Scheduled Ancient Monument.
Land at Black Peak Farm – Crucial heritage input into a successful
application to install a 20MW solar farm (over 58ha) at land adjacent
to a Scheduled Ancient Monument and which contained significant
archaeological remains.
Pulham’s Coach Yard, Bourton-on-the-Water – Expert Witness for
archaeological matters at planning appeal hearing on a site refused in
part due to the effect on the setting of a Scheduled Ancient Monument
adjacent to the appeal site. Successfully demonstrated that the
significant adverse effects that Historic England claimed would result
from development would in fact be negligible.
Land at NE Didcot - Managed the delivery of cultural heritage
elements of EIA for major urban extension of Didcot (150ha),
including production of assessments, procurement and coordination of
all archaeological and built heritage baseline studies.
Land at Brooklands, Milton Keynes – Managed major programme
of archaeological works, which comprised the excavation of 350
trenches and 7ha of detailed archaeological excavation ahead of the
construction of a residential scheme. Budget was £700,000, and works
were delivered to budget and agreed timescale.
