Relevant Experience
Rob is the Managing Director and co-founder of Orion Heritage.
He is a leading expert on development and planning related
heritage issues and has extensive experience advising
developers, planning consultants and landowners on a wide
range of developments across the UK. Rob provides advice on all
stages of the promotion and construction of proposed
developments from land acquisition/due diligence, through the
design and planning application (both outline and detailed)
process to the discharge of archaeological and historic building
conditions. This work routinely involves the production of desk-
based assessments and historic environment ES chapters,
negotiations with local planning authorities, the costing and
management of archaeological investigations and expert witness
at public inquiry.
Project Examples
Land at Hauxton Mill, Hauxton, Cambs
Key issues: Heritage Expert Witness at hearing relating to the
refusal of reserved matters application for two alternative housing
schemes. Refusal was, in part, on the grounds of the effect on
the setting of a grade II listed building. This involved preparation
of heritage statement, attendance at all appeals cons and
attendance at the hearing. Planning Inspector upheld the
heritage aspects of the appeal.
Land at Tuffley Farm, Grange Road, Gloucester
Key Issues: preparation of heritage assessment for an outline
application for a housing scheme. Work comprised of the
preparation of an archaeological desk based assessment,
management of a geophysical survey and evaluation trenching of
the site, detailed assessment of an on site historic non-listed barn
& consultations with the LPA’s archaeological and conservation
offices. . Permission granted with a condition requiring
archaeological mitigation works and the recording of the barn prior
to demolition.
Land at Perry Court Farm, Faversham
Key Issues: large residential strategic land promotion and outline
planning application. Work comprised of an archaeological desk
based assessment, designated heritage asset settings
assessment, management of a geophysical survey and a heritage
chapter of an ES for the planning application. Following
submission of the aspplication, work also comprised a study of the
historic development of Faversham in order to overcome an
objection based on the suitability of the site for development
based on the historic growth of the town. Planning permission
granted with no pre-determination trenching. Following the
granting of outline planning permission, work involved agreeing
the scope, and the management of the evaluation trenching of the
site.
Dover Town Investment Zone/St James Road, Dover
Key Issues: Management of archaeological evaluation works and
mitigation excavation works of a complex urban redevelopment
site. The programme of further archaeological evaluation
alongside the full or partial excavation of key areas of the site was
devised and agreed with Kent County Council and Dover District
Council. Subsequent to this, tender documentation was devised
and tenders sought for the work. The extensive excavation
programme was managed over a 12 month+ period. The
excavations revealed extremely well preserved and complex
remains dating from the 11th and 12th century through to the
demolition of buildings following the devastation of the town
during WWII.
Shelter Hall, Brighton Seafront
Key Issue: Archaeological desk based assessment undertaken to
support the rebuilding of this historic seafront structure. Planning
permission granted with no further archaeological requirements.
