• Basis of design – basic foundation
• Change management – keeping control
• Risk and opportunity management – dealing with
reality
• Option evaluation – identifies the best overall solution
• Execution plan – basis for performance evaluation
• Schedule – timescales, dependencies, contingencies
• Budget – key driver, need enough, but not too much
• Compliance register – regulations, policy and
aspirations
• Project description – explains things for all
Programme/project management tools and attributes
• Determining the possible zone of effect – makes things
manageable
• Baseline data – feeds design and consenting
• Impact assessment – drives acceptability
• Mitigation plan – defines freedom to operate
• Monitoring plan – verifies status and performance
• Reporting – tells the world what is going on
• Performance evaluation – answers to stakeholders
• Consultation – gives team external feedback
• Dealing with feedback – determines credibility
• Action planning – keeps things moving and performing
• PR, dissemination and comms – shares key messages
• Cumulative assessment – who will you influence and
who influences you
• Transboundary assessment – who might be affected
beyond the horizon

Bringing all of this together requires excellent programme and project management

© Aquatera Ltd, October 2021
• Much of life and community development can be considered as series of projects & applying good project
management principles can help reduce risks and achieve better outcomes
• The need for this is exacerbated in a place on the edge where conditions are harsh, supply chains are long and the
breadth and capacity are limited
• Despite or perhaps because of this Orkney’s resources and contribution to carbon transition are set to be immense;
delivering over 100 GW of renewables capacity, associated energy conversion and storage along with supporting port
and energy transmission infrastructure along with accelerated community transition to decarbonisation and then
helping other communities follow suit are already and will continue to require monumental project management
• An essential part of the step change required towards decarbonization will be to choose the right options, do the right
things, in the right order, at the right time, at an affordable cost and in a sustainable/just manner
• Orkney is preparing itself for this next revolution in its eras of strategic contribution to the wider need. To assemble
and deliver 10,000 wind turbines, decarbonise its own energy matrix, to host pioneering blue energy technology, be a
hub for onward energy connections …. We need four things
o Recognition – of the unique contribution that Orkney can and should make
o Mandate – from the wider our community for us to deliver that contribution
o Flexibility – so that we can deliver it in a more sustainable way to benefit all rather than the few
• We also need excellent programme and project management!

Is it worth it? – Local contribution to reducing the UK carbon footprint
Energy storage and conversion
Low carbon shipping
Decarbonised port operations
Offset residual emissions
Offshore wind generation
Low carbon construction/materials
2050 Net ZERO requires 115
to 172 GW of renewables –
presently 34 GW. Need 3-5 x
more than what we have
Onshore wind generation
Tidal, wave and solar generation
Orkney and surrounding
areas could contribute
between 20% and 50%
to reducing UK carbon
emissions footprint
Integrated energy systems
Low carbon vehicle transport
Low carbon heating
Sharing and export of solutions to
other parts of the UK and globally

  • 27. Confidential and commercially sensitive © Aquatera Ltd, October 2021 What are the Tools that Orkney has to help meet these Challenges? Our Infrastructure Roads, ports, airports Vehicles, boats, aircraft Houses, commercial & public buildings Power grid, water, sewage Communications Our Resources Productive land Productive seas Renewables Oil & gas Wildlife and landscape Heritage & history Our People Strong community spirit Experience and skills Adaptability Creativity Openness Mindfulness Our Place Island archipelago Scapa Flow Gateway/hub location Strategic pedigree Vision from life on the edge Our Stewardship Clearly bounded responsibility Extensive scope of responsibility Local regulatory presence Commitment to sustainability Easy access & conversations Our collective endeavour Proven capacity for working together Strong shared goals The wider diaspora Our new found friends Bringing all of this together requires excellent programme and project management
  • 28. Confidential and commercially sensitive © Aquatera Ltd, October 2021 • Much of life and community development can be considered as series of projects & applying good project management principles can help reduce risks and achieve better outcomes • The need for this is exacerbated in a place on the edge where conditions are harsh, supply chains are long and the breadth and capacity are limited • Despite or perhaps because of this Orkney’s resources and contribution to carbon transition are set to be immense; delivering over 100 GW of renewables capacity, associated energy conversion and storage along with supporting port and energy transmission infrastructure along with accelerated community transition to decarbonisation and then helping other communities follow suit are already and will continue to require monumental project management • An essential part of the step change required towards decarbonization will be to choose the right options, do the right things, in the right order, at the right time, at an affordable cost and in a sustainable/just manner • Orkney is preparing itself for this next revolution in its eras of strategic contribution to the wider need. To assemble and deliver 10,000 wind turbines, decarbonise its own energy matrix, to host pioneering blue energy technology, be a hub for onward energy connections …. We need four things o Recognition – of the unique contribution that Orkney can and should make o Mandate – from the wider our community for us to deliver that contribution o Flexibility – so that we can deliver it in a more sustainable way to benefit all rather than the few • We also need excellent programme and project management! Conclusions
