Cable Green, Director of Global Learning @ Creative Commons, will discuss how, if we are smart, we will use today's technical and legal tools to build and share high quality, affordable educational resources with everyone who wants to learn. The combined forces of digital content, the Internet and the effect of Moore's law push the cost of storing, replicating and distributing educational materials, once created, to near zero. Open licensing allows this content to be reused, revised, remixed and redistributed so others may localize, customize, translate, and (most important) collect and share open data on the effectiveness of the educational resources to continuously improve their quality. Cable will also discuss how open policies, once adopted, make sustainability a non-issue and ensure publicly funded educational resources are open educational resources.
College Textbook Affordability Student Survey Findings
What do college students believe is a reasonable cost for class materials? How does the cost of the materials affect them? What recommendations do they have for improving textbook affordability? We will hear from leading researchers what 10,000 public college students in Washington state and 22,000 public college and university students in Florida had to say about the impact of textbook costs on their education.
Washington State Board for Community and Technical Colleges (SBCTC) and the Washington Community & Technical Colleges Student Association (WACTCSA) partnered in 2017 to conduct a survey to:
gauge students’ threshold of what is considered low cost for course materials
explore the influence of cost of course materials on students’ academic practices
document students’ recommendations for strategies to improve the affordability of course materials.
The Florida Virtual Campus has conducted three surveys since 2010 on the impact textbook costs are having on higher education affordability, success and completion at their public institutions. Key findings include:
the high cost of textbooks is negatively impacting student access, success, and completion
college students are paying more than university students for textbooks and other course materials
financial aid covers fewer textbook costs in 2016 than in 2012.

Higher Education stakeholders, including students, parents, faculty, administrators, legislators, state higher education boards, trustees, alumni, and donors are all concerned about the high cost of education and its impact on students. Positioning OER within the broader context of college affordability creates interest in the creation and use of OER, as well as powerful allies for OER initiatives. Approaches and examples of how to communicate OER value for affordability efforts and influence these varied stakeholders will be included in this presentation. Portland State University and its use of OER and the creation of open textbooks in the context of university initiatives to increase affordability by reducing student costs for course materials will be described as one example. Insights and lessons learned will also be highlighted

Cable Green, Director of Global Learning @ Creative Commons, will discuss how, if we are smart, we will use today's technical and legal tools to build and share high quality, affordable educational resources with everyone who wants to learn. The combined forces of digital content, the Internet and the effect of Moore's law push the cost of storing, replicating and distributing educational materials, once created, to near zero. Open licensing allows this content to be reused, revised, remixed and redistributed so others may localize, customize, translate, and (most important) collect and share open data on the effectiveness of the educational resources to continuously improve their quality. Cable will also discuss how open policies, once adopted, make sustainability a non-issue and ensure publicly funded educational resources are open educational resources.
College Textbook Affordability Student Survey Findings
What do college students believe is a reasonable cost for class materials? How does the cost of the materials affect them? What recommendations do they have for improving textbook affordability? We will hear from leading researchers what 10,000 public college students in Washington state and 22,000 public college and university students in Florida had to say about the impact of textbook costs on their education.
Washington State Board for Community and Technical Colleges (SBCTC) and the Washington Community & Technical Colleges Student Association (WACTCSA) partnered in 2017 to conduct a survey to:
gauge students’ threshold of what is considered low cost for course materials
explore the influence of cost of course materials on students’ academic practices
document students’ recommendations for strategies to improve the affordability of course materials.
The Florida Virtual Campus has conducted three surveys since 2010 on the impact textbook costs are having on higher education affordability, success and completion at their public institutions. Key findings include:
the high cost of textbooks is negatively impacting student access, success, and completion
college students are paying more than university students for textbooks and other course materials
financial aid covers fewer textbook costs in 2016 than in 2012.

The Impact of Open Educational Resources on Various Student Success Metrics
This study examined the impact of open educational resources (OER) on student success metrics using data from 21,822 students enrolled in eight large enrollment courses at a public university. The courses switched from using traditional textbooks to using free OER textbooks. The results showed:
1) Students performed better in courses using OER textbooks, with higher end-of-course grades and lower "DFW" (grades of D, F, or withdrawal) rates.
2) Pell grant recipients, part-time students, and other historically underserved groups saw even greater improvements in grades and greater reductions in DFW rates when OER textbooks were used.

Jan., 2014 study by Ethan Senack for the Student Public Interest Research Groups (Student PIRGS) Key Findings • High textbook costs continue to deter students from purchasing their assigned materials – despite concern for their own grades. In this survey, 65% of all respondents said that they had decided against buying a textbook because it was too expensive. In fact, this survey found that 94% of students who had foregone purchasing a textbook were concerned that doing so would hurt their grade in a course. More than half of the students felt significant concern for their grade. • High textbook costs have ripple effects on other academic decisions. Nearly half of all students surveyed said that the cost of textbooks impacted how many/which classes they took each semester. • Students believe that hard-copy optional, free online alternatives to the traditional textbook would improve their performance. 82% of students felt they would do SIGNIFICANTLY BETTER in a course if the textbook was available free online and buying a hard copy was optional.
