What it isn’t The value chain makes it all look neat and tidy.   Which of course it isn’t.  
What it isn’t It’s not meant to imply that these activities take place independently of each other or in a linear sequence;  they are all inter-related and overlapping.    
What it isn’t It doesn’t show who is involved or responsible for the activities.   That’s because there are many different organisations and individuals, inside and outside government, who do all these things.    
Next steps Identify the gaps between what is in place now and what is required. Map the ecosystem – who is doing what at the moment, and what’s missing or in need of further support? Seek funding and support for projects that can help fill the gaps
