This document proposes establishing a research network to study how technology is impacting governance. It notes democratic governments face challenges like low legitimacy and effectiveness. However, technologies like big data, open data, and collaboration tools provide opportunities to make governance smarter, more collaborative, and decentralized. The network would build an open infrastructure to accelerate understanding of this paradigm shift through hypotheses, exchange of ideas across disciplines, and linking research to practice. The goal is to leverage collective intelligence and experimentation to address governance problems and rebuild trust in democratic institutions.
