This document outlines the agenda for a workshop on open data governance as an integral part of smart cities. The workshop will discuss topics such as data management, data governance and openness, and data use. For each topic, current challenges will be identified and potential solutions or goals will be proposed. Some key challenges mentioned include a lack of data collection strategy, data stored in silos, limited data sharing, and decisions based on gut feeling rather than data analysis. The overall goal is to establish integrated data platforms and governance protocols to facilitate open, machine-readable data that can be used proactively across organizations to improve services and outcomes for citizens.
