3. TESS-India: Project Overview
• DFID UK aid-funded project lead by the Open University, working
closely with the Government of India
• Started in 2012
• Phase 1 runs until March 2016
• 7 States (Assam, Bihar, Karnataka, Madhya Pradesh, Odisha, Uttar
Pradesh, West Bengal)
• 7 sets of Teacher Development OER: English, Maths, Science,
Language & Literacy (elementary and secondary)
• School Leadership OER for Head Teachers
4. Achievements: Where are we
now?
• 125 English OER including school leadership, validated and endorsed by
independent review panel of Indian and International Experts
• 125 Pan-Indian Hindi OER, 125 localised OER for 7 states and 5 languages
• 55 AV clips localised in 5 languages
• MOOC with 3000+ registered participants and 11% completion rate
• Winner of Bond Innovation Award (2015)
• Strong relationship and buy-in from MHRD and Senior State Government
Officials
• State Resource Groups and Steering Committees set up in each state
• Partnerships – e.g. British Council, STIR, UNICEF, Pratham, State OUs,
• Focus District activity in 3 states
• Inputs from OER embedded into RMSA, D.Ed/D.El.Ed and BTC
• 106,000 beneficiaries reached in 2014-15, estimated to reach over 700,000 in
2015-16

The use of technology within the TESS-India project
follows a set of guiding principles:
• Openly licensed content – Use and development of
• Open source – (software)
• Open standards
• Accessible – delivered to standards that do not
exclude those with disabilities
• Freely accessible - to the end user free and open
(does not exclude local stakeholder monetisation for
long term sustainability)

• Utilise current OU production processes
• Flexibility - 1 input multiple outputs
• Output not defined by a technology first approach

• Mobile specific content development
• Extension of wireless hotspots
• Development of social layer
• Re-use and remixing of OER

- TESS-India MOOC is an open and free six week online professional development course for teacher educators in the Indian context, offered in English.
- It is integral to the TESS-India strategy for change. Teacher educators effectively and sustainably learn to use the TESS-India Teacher Development OER to close the policy-practice gap in classroom teaching and learning.
