Caveon Webinar Series - Exam Integrity Investigations, An Introduction to th...Caveon Test Security
In today’s high-speed, electronically connected society, exam integrity incidents occur more frequently and present greater risks to test sponsors and their examinations. When incidents occur that threaten the integrity of your exam, you must have a comprehensive investigation plan in place that your team members understand and are prepared to execute swiftly and thoroughly.
Thorough investigations of exam integrity violations are needed in response to a wide range of possible exam integrity incidents; from individual cheating, to collusion, to item harvesting. It’s important to have personnel trained and ready to respond with effective strategies to (1) detect and mitigate exam integrity vulnerabilities and (2) conduct internal exam integrity investigations when incidents occur.
Join our hosts, Marc Weinstein and Ben Mannes of Caveon Investigation Services as they discuss why a sound investigation plan is necessary, what to consider when an investigation is conducted, and why having the right resources is so important.

Chapter 15
Data Collection: Interviewing Individuals and Groups
1
Structured and
Semistructured Interviews
Structured and semistructured interviews are often based on investigator-created interview guides
2
Structured Interviews
A highly structured interview closely resembles an examiner-administered questionnaire
A set of specific questions, a set of possible responses, and a script for introducing the study are used
3
Structured Interviews
The downside of this approach is that discovery of new perspectives, ideas, and insights is unlikely to occur
4
Semistructured Interviews
A semistructured interview uses specific but open-ended questions and allows freer responses form the participants
It is used when the researcher cannot predict all of the possible responses but wants to keep the responses focused on a specific topic
5
Piloting the Interview Guides
It is essential to pilot test the investigator-created questions before using in a research study
Review with experts
Review with peers
Ask pilot study participants to “think aloud” as they respond
6
Conducting the Structured Interview
Deviation from the script and the prepared questions is discouraged when using a structured interview
Interviewers are expected to ask the questions in the order presented and to use the prompts and probes supplied in the script
7
Conducting the
Semistructured Interview
During a semistructured interview, the interviewer is expected to:
Read the question
Use prompts such as “Tell me more” if needed
Refrain from expressing an opinion or sharing a personal experience
8
Unstructured Interviews
An unstructured interview is usually a dialogue, not a monologue
The interviewer needs to be an expert listener in order to guide the interview
9
Conducting an Unstructured Interview
An unstructured interview differs from a social conversation because:
Interviewing has a specific purpose
Information flow is primarily, although not solely, from the interviewee to the interviewer
Most of the talking is done by the interviewee and most of the listening is done by the interviewer
10
Conducting an Unstructured Interview
An unstructured interview differs from a social conversation because:
The session is often recorded
A formal agreement is made between interviewer and interviewee before the interview begins
Analysis, interpretation, and written reports reflecting the results of the interviews are done
11
Opening the Interview
Begin with an introduction to the study and a brief social conversation
Start with a grand tour or mini tour question
Then follow-up the broad question with more specific ones
12
Continuing the Interview
The information sought and the purpose of the interview will guide you when to:
Use prompts and probes
Ask for specifics
Guide the direction of the interview
Ask for clarification where indicated
Allow time for reflection
13
Completing the Interview
When ending the interview:

1. Top Tips
for
Neighbourhood Plan Examinations
Ann Skippers
PAS Neighbourhood Planning Event, London
4 March 2014
2.
3. Appointment
LPA appoints but with agreement of the QB
Source an examiner once pre-submission
consultation stage has been reached
Give as much information as you can on the
application form: are any specialist skills needed?
What are the key issues in the Plan or Order?
Site allocations?
Be realistic about timing, level of risk etc.
3
4. Selection
Names of three examiners will be put forward together with
their CV, photo and their response to your application. This
will usually be sufficient information to enable you to make
an appointment
Make sure the procurement process is clear and
transparent
Do you wish to tender or interview? If interviewing consider
telephone, video or Skype rather than face to face. Who
will be involved?
Limit questions to the process of examination and the
examiner’s skills and experience – it is important that the
merits of the Plan are not discussed
Try and provide feedback to the unsuccessful candidates
Agree contractual arrangements
4
5. Working with the examiner
Agree how the LPA, QB and examiner will work
together
Useful to have one point of contact
The ‘big box’ of documents
How long will the examination take? Is there a
deadline to meet?
How will you keep in touch? How often will you
keep in touch?
Should there be a site visit?
5
6. Preparing for a hearing
Who does what?
Notice period for the hearing
Venue
Timing
Duration
Invitations to participants
Issues to be discussed
Site visits?
Note or record of the hearing
6
7.
8. The hearing
Accessibility
Seating arrangements
Refreshments and facilities – WCs, parking, audio
equipment etc.
Social media
Recording proceedings
Press
Note taking
Examiner in charge – house rules
8
9. Dealing with representations
Send copies to the examiner
A summary sheet is a very helpful addition
Dealing with late reps
‘Ad hoc’ reps
Dealing with the public in general
Reps for or at the hearing
Fairness, openness and transparency
10. Issues to consider
How long will the examination take? A hearing will add time
Be realistic about timing and when to expect the report
from the examiner
Bear in mind committee cycles and other internal
procedures that will need to be followed once in receipt of
the report
Does the QB have a date in mind? Has a referendum date
already been suggested?
Do you want to allow a period for legal challenge?
10
11. Bear in mind
Steep learning curve for everyone – including examiners
Consistency of approach desirable between plans in your
area
Each examiner may have a different way of working
Liaise and keep in touch with the QB
Don’t underestimate time or resources needed to do it
properly
Post examination press and publicity
Process does not stop at examination stage
11
