Will Renewable Energy Certificates(RECs) drive the growth of Solar in India?madhavanvee
The document discusses Renewable Energy Certificates (RECs) and their role in driving solar growth in India. RECs are important because they allow obligated entities to meet renewable purchase obligations (RPOs) mandated by states, providing a financial incentive for solar projects. RECs can make financial sense for solar projects compared to preferential tariffs, with internal rates of return ranging from 10-38% depending on REC and power prices. However, RECs also face challenges related to lack of enforcement of RPOs, uncertainty around prices and policies, and financial issues facing distribution companies. Overall, RECs provide a promising mechanism to support solar growth in India if these challenges can be addressed.

Distributed energy resources (DERs) can provide net benefits to the electric system (e.g., congestion relief) and broader society (e.g., emission reductions). However, despite these advantages, the deployment of high penetrations of DER has proved challenging. Against this backdrop, the electric utility is often singled out as a fundamental barrier to deployment of DER assets. To overcome the perceived electric utility shortcomings, many stakeholders conclude that a completely new model is needed for the electric industry.
ScottMadden disagrees with this assessment and instead believes electric utilities maintain natural advantages that can be leveraged to deploy renewables and DER assets as well or better than some models being offered. In our 51st Phase II Roadmap, ScottMadden proposes leveraging the natural advantages of the electric utility in order to accelerate the deployment and penetration of DER assets.

The projects involve various contractual agreements for construction, operation, fuel supply and transmission.
1) Renewable energy makes up about 21% of India's total installed electricity generation capacity as of 2011, with wind and small hydro being the largest sources.
2) The Electricity Act of 2003 and India's National Action Plan on Climate Change set targets to increase the share of renewable energy to around 15% of total generation by 2020. State governments set annual Renewable Purchase Obligation (RPO) targets for distribution companies to meet this goal.
3) Renewable energy certificates (RECs) were established as an instrument to promote renewable energy by separating the renewable attributes from the underlying electricity. RECs allow renewable energy generators to sell certificates in addition to the electricity itself to meet RPO targets.
ScottMadden recently joined industry leaders as a sponsor and presenter at Infocast’s 19th Annual Transmission Summit. Here, Todd Williams, partner and fossil practice co-leader at ScottMadden, reviewed the generation landscape and the impacts of the Clean Power Plan.

Overall, Indian electricity regulation has made progress but still faces challenges in areas like regulatory independence, compliance, and reducing political interference.
1. The document outlines recommendations from a forum on Pakistan's energy crisis and its management. It recommends short term actions like eliminating circular debt, accelerating recoveries from public entities, checking theft, and rationalizing tariffs. It also recommends medium term actions like eliminating cross subsidies and establishing an energy development fund. Long term recommendations include replacing old thermal units with more efficient ones.
Bankability of clean energy projects - South Africa caseLeonardo ENERGY
The document provides an overview of South Africa's power sector, including key statistics and market details. It discusses the country's capacity and generation mix, the roles of governing bodies like the Department of Energy and NERSA, Eskom as the dominant state-owned utility, and IPP procurement programs for renewable energy, coal, gas and other sources. The renewable energy IPP program has been very successful, procuring over 6,200 MW of capacity across 4 bidding windows from 2010 to present. Ongoing procurement includes a coal baseload program and future opportunities in gas and hydro.
This document summarizes the key issues facing Pakistan's economy and energy security, specifically in the power sector. It identifies three main causes of the ongoing problems: (1) an unwillingness by many to pay the actual costs of electricity due to subsidies; (2) political pressure to maintain subsidies across all consumers; and (3) high transmission losses and theft due in part to weak accountability. The document reviews various proposals in Pakistan's new National Power Policy to address these issues through tariff reforms, curbing losses, and increasing competition in generation. Overall it argues comprehensive reforms are needed across regulatory bodies, state-owned companies, and the civil service to resolve the systemic problems plaguing the power sector.
This document discusses proposed measures to eliminate delays in land acquisition for highway projects in India. It analyzes reasons for delays such as high compensation rates, many arbitration cases, and issues with land records. It outlines the land acquisition process and provides data on acquisition status for ongoing projects. Recommendations include amending the National Highways Act, strengthening resources for land acquisition, and expediting forest and environmental clearances. Regular monitoring meetings and decentralizing approval powers are also proposed to speed up the land acquisition process.
MPX is a diversified energy company with the largest portfolio of integrated power projects in South America. It has over 3 GW of contracted power generation capacity online by 2012, with licenses for over 14 GW total. MPX also has a portfolio of natural gas and coal assets integrated with its power generation, including over 11 Tcf of natural gas resources and a world-class coal mining project in Colombia. MPX aims to become a major player in power generation, natural gas, and seaborne coal markets in South America.
The Central Electricity Regulatory Commission (CERC) has nearly 800 pending petitions since 2007. Some major private power companies are financially stressed due to high costs and interest burdens. The Rajasthan government approved INR 1.56 lakh crore of solar energy projects to generate 26,000 MW of solar power. Assam and Meghalaya owe the North-East Electricity Power Corporation (NEEPCO) nearly INR 1,000 crore in outstanding power dues. Various oil and gas companies have initiatives underway regarding solar power projects, LNG imports, pipeline monitoring systems, and investments in oil and gas fields.
Forecasting, scheduling and im balance handling forJay Ranvir
This document outlines procedures for implementing a framework for forecasting, scheduling, and imbalance handling for renewable energy (RE) generating stations including wind and solar power parks at the inter-state level in India. Key points:
- The procedure is applicable to RE generators connected to the inter-state transmission system and having over 50MW capacity, as well as solar/wind parks and generators acting as lead/principal generators.
- It defines roles for RE generators, load dispatch centers, regional power committees, and others. Generators must provide forecasts, schedules, real-time data and monthly data. Load centers coordinate scheduling and handle forecasting.
- The procedure covers connectivity applications, scheduling, metering requirements, energy accounting
Small Power Generation Plant solution (SPGP) continues to be an important segment of Electrical Energy production. The increasing demand for energy has to be satisfied while considering the impact on the global environment. SPGP plays an important role in industrial applications. Small size cogeneration plants sited close to industrial energy consumption can deliver power with high fuel efficiency and low emissions, and with modest space requirements. CRDenergy can offer to its customers complete solutions from feasibility studies to the actual turnkey cogeneration plant construction, aftermarket services and customized financial solutions. We are using oil and gas industrial port city Port Harcourt city (PH) in Nigeria, African largest economy as a case study, with its complexity, it reflects the shortage of power or barriers and opportunity encountered in every growing economy . Avoiding the structural complexity of building large scale power plant; SPGP offers a flexible, realiable, close to consumer option that can be multipled in multiple units and easily transformed to negbourhood service station in industrial hubs.
1) Thermal power plants account for 65% of India's installed power capacity and generate over 80% of the country's electricity. The technology used is mostly subcritical, with some plants now using supercritical technology which is more efficient.
2) Setting up a thermal power plant requires large investments for land, equipment, labor, and can take 4-6 years to commission. Operational parameters like plant availability and load factors are important financial indicators.
3) The financial structure of thermal plants allows for 70% debt financing. Revenue is generated through power purchase agreements with distribution companies based on tariffs set by regulators. Ongoing concerns include meeting stricter environment norms and maintaining reliable coal supplies.
This document summarizes renewable energy certificates (RECs) in India. RECs represent the environmental attributes of electricity generated from renewable sources. They are traded separately from electricity. State regulators mandate renewable purchase obligations (RPOs) for distribution companies and large consumers. Entities can meet RPOs by purchasing RECs from renewable generators. RECs are issued by a central agency and traded on power exchanges. Solar RECs are a separate category. The framework is intended to promote renewable capacity addition and development of a national renewable energy market.

Dewa has shortlisted eight developers for Dubai's 1,200MW Hassyan clean coal power project. The project aims to support Dubai's energy strategy of diversifying its energy mix by 2030 to include 71% natural gas, 12% nuclear, 12% clean coal, and 5% solar. Kuwait Petroleum is in talks with Indian Oil Corp to acquire a stake in IOC's new Paradip refinery in India and supply 60% of its oil needs. Iran announced that installation of platforms for the South Pars gas field's Phase 12 project will increase its gas production capacity by 50 million cubic meters per day by December. Mubadala Petroleum has commenced drilling of the first two development wells
The document discusses upcoming test runs of Dubai's new tram system, which will begin restricted runs in January and April 2014 before opening to passengers in June 2014. It also discusses challenges facing Middle Eastern oil producers over the next 20 years, as domestic demand in the region grows significantly while production from other regions like the US, Russia, and South America increases. Finally, it summarizes a CNPC forecast that China's oil demand and imports will grow around 4% in 2014 as new refineries come online.

CNPC and ADNOC are expected to sign a preliminary deal this month to invest in oil and gas exploration and refining in the UAE. The deal would see CNPC invest in both upstream and downstream segments. Separately, power losses have reduced in Oman's electricity grids due to improvements, saving the sector millions of riyals. Dewa plans to award $3 billion in contracts over 3 years for new substations to support Dubai's growing energy needs.
The document discusses several energy news stories from Qatar, Oman, the UAE, Iran, Egypt, and Libya. Specifically:
- A consortium including Qatar Electricity and Water Co and Mitsubishi Corporation will build Qatar's biggest integrated power and water plant for $3.15 billion.
- Oman's Public Authority for Electricity and Water is developing a National Energy Strategy to identify energy sources and meet the country's needs through 2040.
- A report found solar energy in the UAE is now cost-competitive with oil and gas, and renewables could make up 25% of the country's power generation by 2030 more cheaply than current targets.
- Iran increased
This document provides an overview of energy use and the electricity sector in Saudi Arabia. It discusses that Saudi Arabia relies heavily on oil revenues and production, with oil making up 90-95% of export earnings. It also has significant natural gas resources. The electricity sector is growing rapidly to meet increasing demand of 5% or more annually. Current installed capacity is 27,260 MW but plans are in place to increase this to 66,400 MW by 2023 to accommodate population and economic growth. Energy use is dominated by transportation, power generation and industrial consumption. The institutional structure governing the energy sector is spread across various ministries and companies rather than centralized under a single authority.

The common energy market for the GCC states planned to be operational within five years will save member states tens of millions annually in operational costs. It will allow optimal use of energy sources and conserve fossil fuels. A GCC-wide electricity market will soon launch to increase economic benefits through power trading. Establishing the GCC power grid has avoided over 1,100 power cuts across six member nations by providing backup power. Eventually the plan is to connect this trade network to international energy markets.
