 Nurture capable local leadership that can drive rapid,
substantive action
 Focus on inclusiveness and embrace self-reliance
 Achieve the ability to seek out and interface successfully
with outside sources of help (government, foundations,
universities, corporations, NGOs …)
 Be able to evolve & adapt as challenges arise by developing
new skills and capacities
The Goal for The Community and Recovery
For the City and County of San Francisco to recover
from a major hazard in an expedited manner, as well
as have as many pre-event residents, and
communities, as part of the re-constituted City
populous as possible.
Meanwhile in small town called San Francisco….
In SF, the underlying issues…
• Issue is by nature - “negative”
• There is no hard event “window”
• San Francisco has a unique situation
• Unstable social capital environment
• Acquiring complete skill set is difficult
How do we “move the ball” in our communities?
Changing the method and identified goals…
• Leverage issues & opportunities which are by
definition “today” oriented
• Identify “defined capabilities” necessary for
participation in the entire event process
• Invest in both on demand and pro-active
capacity building efforts
• Leverage existing assets to gain participation
• Keep the work at grass roots level

  • 24. The ECP Resilience Workshop • The community selects up to three hazards it would like to explore – Heat waves, urban fires, earthquakes, pandamics, etc. • NEN team assembles subject matter experts • S.W.O.T analysis used to generate an all hazard approach
