This document summarizes a presentation about building community resilience in San Francisco. Cities around the world are facing challenges brought about by rapid increases in population and geographic spread, which places greater pressure on infrastructure and services. Climate change impacts, including rising sea level, more frequent and severe storms, coastal erosion and declining freshwater sources will likely exacerbate these urban issues, in particular in poor and vulnerable communities that lack adequate infrastructure and services.
Globally, the impacts of climate change on urban areas have received less attention than on rural areas where poverty levels are higher and populations depend directly on climate-sensitive livelihoods. However, more than 50% of the world’s population currently lives in cities. By 2050, this figure is expected to increase to 70%, or 6.4 billion people, and Asian cities are likely to account for more than 60% of this increase. Urban areas are the economic powerhouses that support both the aspirations of the poor and most national economies. Furthermore, urban residents and the economic activity they generate depend on systems that are fragile and often subject to failure under the combination of climate and development pressures. If urban systems fail, the potential direct and indirect impacts of climate change on urban residents in general, on poor and vulnerable populations, and on the wider economy is massive. As a result, work on urban climate resilience is of critical importance in overall global initiatives to address the impacts of climate change.
The Asian Cities Climate Change Resilience Network (ACCCRN) works at the intersection of climate change, urban systems and social vulnerability to consider both direct and indirect impacts of climate change in urban areas.
In November 2014, Rebuild by Design asked community leaders, design and planning experts, and government officials to discuss their experiences in creating and implementing large-scale infrastructure projects—and to highlight key strategies that can continue to make government-community collaboration effective.
This document distills their responses into specific themes and tactics. The governments of NYS, NJ, NYC, and CT can use these as they continue to develop the Rebuild by Design projects using the collaborative framework upon which the competition was based.

Second, collecting ideas for improving these processes, so that design and politics might be better integrated.
This initial group will form the core of a larger network that we aim to build over the long run. Meanwhile, are engaging directly with existing programs and initiatives. We will not duplicate efforts, but instead use this global working group to ignite broader discussions and further collaborations.

The task is tricky, because these collaborations often engage people who have never worked together. These partnerships form in the “civic space” outside the four walls of any one organization. In this civic space, no one can tell anyone else what to do. Strategic Doing presents a new approach to forming sophisticated collaborations quickly, guiding them toward measurable outcomes, and adjusting along the way. A number of universities are now deploying this discipline, as they develop collaborations, workforce innovations, and clusters.

Building healthier cities and communities involves local people working together to transform the conditions and outcomes that matter to them. That civic work demands an array of core competencies, such as community assessment, planning, community mobilization, intervention, advocacy, evaluation, and marketing successful efforts. Supporting this local and global work requires widespread and easy access to these community-building skills. However, these skills are not always learned, nor are they commonly taught either in formal or informal education. The internet can provide an effective means for transmitting skill-building resources broadly and inexpensively. This section describes a free resource for building healthier communities called the
Community Tool Box
.
WHAT IS THE COMMUNITY TOOL BOX?
BACKGROUND.
In the early days of the World Wide Web (1995), we began work on an Internet-based resource for community change and improvement, the "Community Tool Box" (CTB). Our mission is to promote community health and development by connecting people, ideas, and resources.
We focused on developing practical information for community building that both professionals and ordinary citizens could use in everyday practice -- for example, leadership skills, program evaluation, and writing a grant application. The emphasis was on these core competencies of community building, transcending more categorical issues and concerns, such as promoting child health, reducing violence, or creating job opportunities.
We developed a broad and evolving Table of Contents and started writing, one section at a time. By mid-1999, there were over 160 how-to sections and over 3,500 pages of text available on the Community Tool Box. As of July 2000, there were over 200 sections online and more than 5,000 pages of text.
AUDIENCE.
The audiences or end users for this site include:
People doing the work of community change and improvement (community leaders and members)
People supporting it (intermediary organizations such as public agencies or university-based centers)
People funding it (governmental institutions, foundations, and others).
Use of the Community Tool Box grew nearly exponentially: over 100,000 hits in 1997, over 500,000 in 1998, and well over one million in 1999. Guestbook data confirm that users represent a wide variety of community-building settings and positions and come from all corners of the planet.
ATTRIBUTES.
Building healthier communities is hard work, requiring frequent adjustments to emerging opportunities and barriers. To be a resource for community work, a "tool box" would exemplify the following attributes:

• 6 stage process…

2. Resilience Workshops: S.W.O.T analysis
3. Review outputs from workshop
4. Convert outputs into objectives
5. Create a Resilient Action Plan

• The community selects up to three hazards it
would like to explore
– Heat waves, urban fires, earthquakes, pandamics,
etc.
• NEN team assembles subject matter experts
• S.W.O.T analysis used to generate an all hazard
approach

community’s resilience efforts
• A method to inventory:
– What the community does well & inventory assets
– What the community can improve upon & assets
that make it vulnerable
– Outside forces that help the community
– External factors that hinder the community

• Opportunity: NEN brings city agencies to the
