CPL Community Vision Plan

The Cleveland Public Library (CPL) is leading an effort to determine
the appropriate services that will be offered at its branch locations
by 2019 through authentic engagement and valued input from
community residents.
The CUDC, in collaboration with ECG, will articulate community
priorities and generate a clearer vision of the library’s role in each
target neighborhood.
Recommendations from the Community Vision Plan will support
CPL’s efforts to conduct finer grain analysis of the operational costs,
interior architectural feasibility, and other financial investments
required to commit resources appropriately.
Scope
CPL Community Vision Plan
A report will be produced for each group with recommendations
tailored to each branch, which may include:
• Exterior architectural renovations for library branch buildings
• Conceptual proposals for reprogramming interior spaces
• Outdoor site improvements on library properties
• Framework for prioritizing library service locations based on
	 pedestrian, transit, and bicycle accessibility
• Streetscape enhancements to improve neighborhood character
	 surrounding branch buildings
• Creative ideas for bridging the digital divide
• Opportunities for current library services to shift to other
	 neighborhood-based locations
• Partnerships with community organizations to achieve
	 residents’ desires
We want a 21st century
library—a library that’s a gem.
Address what the community
needs now & in the future.
Hope the process will engage
potential partners.

PLEASANT BRANCH VISION:

building

neighborhood
The library building is the scale most patrons
imagine when asked to think about the library.
This scale involves the building’s interior layout
and exterior architectural design.
The library grounds includes the property
owned by CPL surrounding a branch building.
Parking, site signage, outdoor seating, and
lighting are included in this experience layer.
The neighborhood surrounds the library
building and grounds, with direct impacts on
the experience of library patrons through sense
of safety, walkability, and community needs.
The library services encompass the other three
experience levels. Services include system-wide book
transfers, classes, events, and online access to digital
resources.

The Mount Pleasant Branch was housed in three previous locations: 3335 East 118th St, as
a station in 1923, 13512 Kinsman Rd. in 1928, and 13700 Kinsman Rd in 1930 before finding
its current home. Originally a bank, the building was remodeled in 1937 for the Library giv-
ing residents access to a 10,300 square foot facility. A one story club room was added to
the rear of the building in 1949. The branch was remodeled again in 1981.
East 131st Street Branch is unique due to its many community partnerships: The Boys and
Girls Club of America, Chapleside Adult Day-care Center, and Kidz Health 2020. One of the
many CPL branches designed by local architecture firm Walker & Weeks, the 14,100-square-
foot building was first opened in 1929 and was renovated in 1979. This branch is located in
Cleveland’s Corlett neighborhood.
