March 1781, was insufficient in several areas (Lowman, pp. 121-22). One of the main weaknesses
was that it had no means of enforcing laws, or to settle disputes arising out of national laws. This
placed the states in the position of being independent nations (Lowman, p. 122). The states had no
rights with one another that were easily protected, and neither did their citizens. Shays' Rebellion,
which occurred in Massachusetts in 1786, magnified this problem and was the event that caused
the founding fathers to discuss plans for a better system of government:
Shays' Rebellion was limited to Massachusetts, but it threw fear into the hearts of Americans
in general. It rudely awakened them to the truly desperate political and economic conditions
in America. George Washington, in a letter to John Jay, wrote that "our affairs are
drawing rapidly to a crisis. We have errors to correct; we have probably had too good an
opinion of human nature in forming our Confederation. Experience has taught us that
men will not adopt, and carry into execution, measures the best calculated for their own
good, without the intervention of coercive power. I do not conceive we can exist long as a
nation without lodging, somewhere, a power which will pervade the whole Union in as
energetic a manner as the authority of the state governments extends over the several states
[Emphasis added.] (Lowman, p. 124).
A convention was called to revise the Articles of Confederation, but under the leadership of George
Washington, the delegates pushed for a more ambitious plan: creating an entirely new system of
government:
The Convention had been called only for the purpose of revising the Articles of
Confederation. But most of the delegates realized from the beginning of their discussions
that this was not enough to solve the nation's pressing problems. What was needed was a
new and stronger national government. Since whatever action they took would only result in

Congress and the President
The way our legislative and the executive branches run our country have its roots to the beginning of our country and our constitution. Our founding fathers were intent on making sure neither the president had too much power and wanted to be sure they had very specific powers and roles within our new government. These two powerful and important roles are known as Congress and the Presidency.Congress
Congress is a Bicameral house made up of the Senate and the House of Representatives. The makeup of these two houses was chosen very carefully by our founding fathers at the Constitutional convention. The Senate is made up by two senators from each state as to give all states equal representation. This idea was proposed through the New Jersey Plan which proposed that all states had “equal representation regardless of population” (“The Almost Painless Guide, ”2000). The house of representative, on the other hand, is built based on the population of each state with the larger states having more representatives than the smaller states an idea proposed by the Virginia Plan laid out at the Constitutional Convention. These two parts that make up the legislative branch are tasked with making new laws, handling any impeachment proceedings, recommend amendments to the constitution, make budgets, and check the president’s decisions on personnel and treaties and vetoes by gaining a two-thirds vote to stop any of his decisions.
Powers of the President and Congress
Through Article I section 8 of the constitution congress has its most important power which is the ability to create laws. When a bill or any proposed law is up for a vote it can only be passed if the House of Representatives and the Senate both approve it in the same form. Congress also has the powers to “declare war, coin money, raise an army and navy, regulate commerce, establish rules of immigration and naturalization, and establish the federal courts and their jurisdictions ("The Powers of Congress", 2018). According to Article II of the constitution, the president has the power to commission officers of the armed forces, grant reprieves, and pardons, convene Congress in special sessions, wield executive power, receive ambassadors, and ensure that laws are being executed correctly. One of the aforementioned executive powers the president has is to veto a law or bill though even if that happens congress can overturn the veto with a two-thirds vote.
Checks and Balances
The founding fathers of the US were wise to set up a form of checks and balances built into the constitution to ensure no branch of government could garner too much power and guard against tyranny. “If men were angels, no government would be necessary,” James Madison wrote in the Federalist Papers, of the necessity for checks and balances. “In framing a government which is to be administered by men over men, the great difficulty is this: You must first .

1. Article 1 is about the legislative Branch. This Branch came as a result of the
great Compromise, which offer a two-house congress to satisfy both small and
big states. It was based on the new jersey plan proposed by William Patterson
and the Virginia plan proposed by James Madison. The houses are consisting
of a senate and House of Representative. The Constitution gives congress
the Power to enact law and declare War. All legislative power in the
government is vested in Congress, meaning that it is the only part of the
government that can make new laws or change existing laws. Executive Branch
agencies issue regulations with the full force of law, but these are only under
the authority of laws enacted by Congress. The President may veto bills
Congress passes, but Congress may also override a veto by a two-thirds vote in
both the Senate and
the House of Representatives.
These members of congress meet every year .
2. The amount of representatives in the house was to be
determined by population, and these representatives were to be
elected every two years. “the electors in each state shall have the
qualification require for electors of the most numerous branch of
the state legislature,” stated Article 1.
The House has several powers assigned exclusively to it,
including the power to initiate revenue bills, impeach federal
officials, and elect the President in the case of an electoral
college tie. For example, when there was a tie between, Thomas
Jefferson and Aaron burr, the house of representatives vote.
Members of the house must be 25 years old or more , a U.S
citizen for at least seven years, and a resident of the state (but
not necessarily the district)they represent.
3. The senate was composed of two representatives from each
state, elected every six years by the state legislature. One third of
the senate was to be elected every two years. Direct election of
senators did not take place until the 17th amendment was added
to the constitution in 1913.
The senate has several power in the government. They have the
power to confirm the president’s needs that require a consent
and to approve treaties. However, the House must also approve
the needs to the Vice Presidency and any treaty that involves
foreign trade. The Senate also tries impeachment cases for
federal officials referred to it by the House.
A person should be thirty or more to become a senator, and been
nine years a citizen of the united states, and the person must be
the resident of the state they represent.
The vice president of the united state is the president of the
senate, he should not vote, unless there is a tie.
4. The elastic clause gives congress extract powers, to
make changes in the government, to make all laws
which shall be necessary and proper for carrying
into execution the foregoing powers, and all other
powers vested by this constitution in the
government of the united states, or in any
department or officer thereof.

6. Article 2 is about the executive branch. This branch
consists the president, vice president and his or her
cabinet members.
The power of the executive branch is hold by the
president of the united states of America. He should
hold his office during the term of four years and,
together with the vice-president chosen for the same
term.
The president vote is due by the electoral college and
the popular vote.
7. The electoral college
The upper classes distrusted and fear the lower classes.
Some did not trust the common people to vote wisely;
others trusted them to vote the upper class out of the
power.
To resolve this issues, delegates of the constitutional
convention came up with the Electoral College in electing
president, that is a group of electors chosen by the states.
Instead of voters choosing the president directly ,each
states would choose equal to the number of senators and
representatives the state has in congress. However the
population choose the senators and representatives by
voting.
8. Role of the president
Under Article II of the Constitution, the President is responsible for the
execution and enforcement of the laws created by Congress. Fifteen executive
departments — each led by a choosing member of the President's Cabinet —
carry out the day-to-day administration of the federal government. They are
joined in this by other executive agencies such as the CIA and Environmental
Protection Agency, the heads of which are not part of the Cabinet, but who are
under the full authority of the President.
The president should give congress information about the state of the union
time to time, and recommend to their consideration such measures as he
should judge necessary and expedient. He could give his opinion on some
issues to the judge. The president should receive ambassadors and other public
ministers, he should make sure that the laws is follow the way it should be, and
he should control all the officers of the united states.
However the president could be remove from his office, for like disloyalty,
corruption, or other high crimes and bad behavior.
To become a president a person must be 35 years of age, be a natural born
citizen, and must have lived in the United States for at least 14 years.
9. Role of congress in favor the president
In case of removing the president from his office, or of his
death, resignation, or lack the ability to complete his
duties, the congress may by law remove the president, and
decide who’s going to act as a president for the period
amount of time.
Congress should give the president a salary for his services,
that should neither increase or decrease during the period
he has been elected.
Before the president enter on the execution of his office, he
should take the following pledge: - “I do solemnly swear
that I will faithfully execute the office execute the office of
the president of the united states, and will to the best of my
ability, preserved, protect and defend the constitution of
the united states.
10. The president is the commander in chief of the army ,navy
of the united states , and of the military of every states.
Also, he should the power to grant reprieves and pardons
for offences against the united states, except in cases of
accusation.
The president has the power to make treaties with the
permission of and advice of the senate. He also has the
power to nominate with the permission and advice of the
senate, again with the permission of the senate he has the
power to choose ambassadors, and all other officers of the
united states. However congress could reject these people if
they see these people favor only the president or others.
The President can issue executive orders, which direct
executive officers or clarify and further existing laws.
11. President Barack Obama is the first black president of
the united states. He was elected as the 44th President
of the United States. today, he and his wife, Michelle,
are the proud parents of two daughters, Malia, 10, and
Sasha, 7 are living in the white house.
the President is limited to two four-year terms, but
until the 22nd Amendment to the Constitution,
ratified in 1951, a President could serve an unlimited
number of terms.

is the health care programs. The president is trying to
get Medicaid for all citizens of the united states.

is to retrieve the American troops from Iraq to make
them come back home for peace.
