Monitoring and evaluation tools are important for (1) assessing program efficacy, (2) making adjustments to strategies, and (3) ensuring efficient use of resources. However, some M&E tools fail to improve academic performance due to inconsistencies in implementation and misalignment with the goals of the system being evaluated. To address this, M&E tools need to be contextualized and have a unified framework to properly assess the applicability, feasibility, suitability, and components of education programs.
