MEASURES TO REDUCE INCOME
INEQUALITY
PREPARED BY SANDREA BUTCHER
A PROGRESSIVE TAX SYSTEM
 In this system, tax rates increase as income increases.
 Workers with low incomes do not pay income taxes.
 Income tax represents a high source of revenue for the
government.
 The income is redistributed because the government will
spend the money on services that benefit low income
earners.
 The government will provide free/subsidized services like
healthcare, housing and education.
 Progressivity could be strengthened by cutting back tax
expenditures that benefit mainly high-income groups
(for example, tax relief on mortgage interest).
 It would also reduce tax avoidance instruments for top-
income earners.
TRANSFER PAYMENTS
 These are payments made
to underprivileged
households with no
exchange for services.
 Examples include child
support payments,
disability payments.
 The inequality is reduced as
the recipients have more
income that they did not
earn.
SUBSIDIES
 Subsidies can be used to provide facilities for
education.
 Education policies matter. Policies that increase
graduation rates from upper secondary and tertiary
education, and that also promote equal access to
education, help reduce inequality in the future.
WELL-DESIGNED LABOUR MARKET POLICIES
AND INSTITUTIONS
 Well-designed labour market policies and
institutions can reduce inequality.
 A relatively high minimum wage narrows the
distribution of income, but if set too high it may
reduce employment, which dampens its
inequality-reducing effect.
 Institutional arrangements
that strengthen trade unions
also tend to reduce labour
earnings inequality by
ensuring a more equal
distribution of earnings.
 Job protection reforms that
make permanent and
temporary contracts more
even (or fairer) in their
provisions, lower income
inequality through smaller
wage dispersion (variation)
and also possibly via higher
employment.

Measures to reduce income inequality

  • 1. MEASURES TO REDUCE INCOME INEQUALITY PREPARED BY SANDREA BUTCHER
  • 2. A PROGRESSIVE TAX SYSTEM  In this system, tax rates increase as income increases.  Workers with low incomes do not pay income taxes.
  • 3.  Income tax represents a high source of revenue for the government.  The income is redistributed because the government will spend the money on services that benefit low income earners.  The government will provide free/subsidized services like healthcare, housing and education.
  • 4.  Progressivity could be strengthened by cutting back tax expenditures that benefit mainly high-income groups (for example, tax relief on mortgage interest).  It would also reduce tax avoidance instruments for top- income earners.
  • 5. TRANSFER PAYMENTS  These are payments made to underprivileged households with no exchange for services.  Examples include child support payments, disability payments.  The inequality is reduced as the recipients have more income that they did not earn.
  • 6. SUBSIDIES  Subsidies can be used to provide facilities for education.  Education policies matter. Policies that increase graduation rates from upper secondary and tertiary education, and that also promote equal access to education, help reduce inequality in the future.
  • 7. WELL-DESIGNED LABOUR MARKET POLICIES AND INSTITUTIONS  Well-designed labour market policies and institutions can reduce inequality.  A relatively high minimum wage narrows the distribution of income, but if set too high it may reduce employment, which dampens its inequality-reducing effect.
  • 8.  Institutional arrangements that strengthen trade unions also tend to reduce labour earnings inequality by ensuring a more equal distribution of earnings.  Job protection reforms that make permanent and temporary contracts more even (or fairer) in their provisions, lower income inequality through smaller wage dispersion (variation) and also possibly via higher employment.
