Maritime spatial planning began as pilot projects in Estonia in 2012 and is now a national level plan according to changes made in 2015. The central government leads the process to support blue growth while considering the special conditions of marine areas and bringing different sectors together to find synergies rather than solve conflicts. The emphasis is on using maritime spatial planning as a basis for decision making to implement in the future.
