While some signs like the red no-entry sign are clear without words, others like the "no stopping" sign are not recognized. The proliferation of signs reduces their effectiveness as drivers face "system overload". Even well-designed signs will not work if drivers cannot make them out due to the increasing number and duplication of signs.
