This document discusses strategies for preserving manufactured housing as an important source of affordable housing. It outlines structural barriers like land ownership patterns and variable home quality that hinder preservation and asset building. The proposed I'M HOME strategy seeks to (1) foster site control for homeowners in investor-owned parks, (2) develop replacement strategies for older homes, (3) establish high-quality lending programs, and (4) improve state-level policies. The goal is to preserve and expand affordable housing opportunities through manufactured housing while promoting resident ownership, equitable financing, and healthy communities. Some initial accomplishments include park conversions, policy reforms, lending pilots, and a "cash for clunkers" program.
