  1. My comments will focus on two broad themes: How we’re investing resource to preserve affordability and affordable housing in amenity and transit rich areas
  2. Minnesota Housing’s Misssion: Minnesota Housing finances and advances affordable housing opportunities for low and moderate income Minnesotans to enhance quality of life and foster strong communities. In this way we have to objectives: To create as many affordable housing units as possible and to use our investments to maximize our community impact.
  3. Agency Strategic Priorities End Long term homelessness Finance new affordable housing opportunities Increase emerging market homeownership Preserve affordable housing Address foreclosure through prevention and recovery Preserving current affordable housing has become our top priority and developing new affordable housing in amenity rich and transit friendly areas is our top priority for new construction
  4. I view all affordable housing as a platform for success. As such, we want to wring as much value out of each investment for the people and communities served. This means focusing more of our investments in transit and amenity rich areas. We’ve come a long way in recent years to encourage our partners to develop housing near amenities and transit opportunities.
  5. GC criteria are based on: integrated design - lower costs, increased health & environmental benefits when development team involved from the start. Smart site location: Proximity to existing development, services, transit AND protecting environmental resources – example : passive solar heating and cooling. Compact development, walkable neighborhoods and connections to surrounding neighborhoods Site improvements (environmental remediation, surface water management, landscaping) Water conservation (appliance, fixtures and irrigation) Energy efficiency (appliances, lighting, meters, renewable) Materials benefit environment (construction waste mgmt, recycled materials, water-permeable walkways & parking areas, reducing heat-island effect in roofing/paving/landscaping) Healthy living environment (low/no VOC paints/primers/adhesives/sealants, green label floor coverings, exhaust fans, water heaters, vapor barriers, lead-safe work practices) Operations & maintenance (building maintenance manual, occupant’s manual, new resident orientation – a building’s performance depends on the behavior of those that occupy it)
  6. In 2007, together with the Metropolitan Council and the Family Housing Fund we created a Land Banking program that provides cities in the region with loans to purchase and hold land for future affordable housing. The intention is to secure land on or near transit corridors a price today for housing tomorrow. In this way we’re able to reduce the future costs, but more importantly ensure that affordability is preserved in transit corridors. We know that light rail lines can lead to higher property values and potential displacement, so we’ve tried to get out ahead of the curve on this. Just last year, we added points to our qualified appropriation plan to encourage transit oriented development for development within a ¼ and half mile radious of a transit station. We’re in the process of building out our regional transit system and want to encourage developers to build affordable housing near these opportunities and to act before the rail is installed and before prices escalate. All of our housing programs now comply with green community standards and sustainable housing policy standards which is having a significant impact on the quality and location of the housing projects we build.
  7. As a agency and region we’re taking this notion a step forward through intergovernmental partnership, tied to the sustainable community principles.
  8. This is a slide from our partnership that describes the corridors of opportunity concept or vision. You’ll note that there are several different outcomes in this, but that the goal here is to align all the public investments to achieve multiple community outcomes. Preserving affordable Housing is an integral component, so we’re working actively as leading member of the partnership.
  9. This slide shows the structure of the partnership and the components. This is really a great example of a public and private partnership that harnesses the capacity and interests of all the parties involved.
  10. Now, I’d like to focus on the challenges to preservation in this broader context. We need to understand the scope of the preservation threat. And the potential costs associated with preservation. WE NEED TO APPROACH PRESERVATION INTELLIGENTLY
  11. We have two key assets that are helping us take a strategic approach to preservation. The Interagency Stabilization group Preservation Plus Initiative
  12. Objectives Coordinate decision-making by/among all funders. Preserve affordability and livability of existing subsidized housing. Protect neighborhoods from deterioration. Assess/enhance organizational capacity of owners of affordable housing. Focus more community attention on preservation and stewardship of existing affordable housing. Simplify process of funding/monitoring affordable housing.
  13. We have two ISG’s: one for the metro area and one for greater minnesota As you can see from this summary of results, the ISG has been an important catalyst for preservation. Now, given the potential increases we need to get even more strategic. Minnesota Metro ISG Members: Family Housing Fund, Minnesota Housing, HUD, Twin Cities LISC, City of Minneapolis (Minneapolis CPED), City of Saint Paul (St. Paul PED), Hennepin County, Ramsey County, National Equity Fund, Enterprise Community Investment, Federal Home Loan Bank. Greater MN ISG Members: Minnesota Housing, Greater Minnesota Housing Fund, HUD, US Department of Agriculture-Rural Development, Federal Home Loan Bank, Minnesota NAHRO, Minnesota Department of Employment & Economic Development, Duluth LISC.
  14. We’re close to having the list of properties and will need to analyze the data to identify strategic priorities and deadlines. This initiative is making a significant contribution to baseline information. We’re adding GIS capacity to our staff to better understand regional differences and to be able to map these resources to develop a list of priority properties.
  15. This is a moment when public entities need to be smart about resource allocation. I hope my comments have helped to stimulate your thinking and provided some ideas you can take home to your communities for impact.
