GIZ has been implementing a Climate Finance Readiness Programme since 2013 to improve countries' access to climate financing, particularly from the Green Climate Fund (GCF). The €15 million programme provides support to establish strategic frameworks, strengthen National Designated Authorities, and prepare national institutions for direct access to financing. In Tajikistan and Georgia, GIZ has helped integrate climate change into development plans and strategies. The programme has also developed tools to guide countries on GCF requirements and standards. While building local experience and coordination takes time, supporting national accreditation can increase country ownership over climate finance. Going forward, GIZ will continue assisting with implementing climate actions outlined in NDCs and developing coherent climate architectures.

• Supported the integration of climate change aspects into the Tajik National
Development Strategy
• CF Ready provided strategic advice on funding options as an input for
the National Adaptation Strategy (NAS)
• Support for the Ministry of Agriculture in developing a sectoral climate
financing framework and strengthening project implementation capacities

• Climate Finance Readiness Training (CliFiT): is becoming the standard
training for Climate Finance Readiness – widely used also by other donors
• GCF Accreditation Self-Assessment Tool – developed in cooperation
with the GCF Secretariat and WRI: Gives guidance on the requirements for
accreditation to the GCF – used more than 380 times
• Environmental and Social Safeguards (ESS) Training – developed in
cooperation with WRI: Supports potential Accredited Entities to fulfill GCF‘s
ESS standards
• Close cooperation with the GCF Secretariat´s Readiness Programme and
active participation in the GCF Readiness Coordination Mechanism

• Supporting NDC Implementation:
• Developing a financing strategy to implement transformational
programmes, including introduction of incentives and regulations for
(I)NDC implementation
• Linking the NDC, the GCF Country Programme, the NAP process
etc. to create a coherent climate architecture
• Support of projects or programmes outlined in the (I)NDC: turning
them into bankable project proposals and moving to implementation
