This document outlines an organization plan called "SAMBAYAN" to generate community partnerships and unite efforts to promote peace and order. The plan aims to strengthen relationships between police and communities through community policing. It involves 3 phases: 1) Creating awareness of shared responsibility for peace through information. 2) Organizing community groups and allies. 3) Mobilizing organized groups to participate in crime prevention, disaster response, and pro-democracy activities to support police objectives. The goal is to empower communities as a "united front" and force multiplier for limited police resources to reduce criminality.
