Abstract
Nepal has been experiencing unprecedented human mobility since late 1990s. According to the World Bank Survey (2009), a total of 2.1 million Nepalese migrant workers, here forth called Nepali diaspora, out of 29 million populations, are abroad. The rate of migration has been continuously increasing and consequently, remittance inflow is staggering. Nepal received remittance of 3.5 billion USD in 2010 which constitutes 20% of its total GDP. However, most of the remittance flow is limited to intra-family financial activities that basically support their family and relatives. Due to the absence of proper mechanism, financial flow from diaspora to productive investment sector, especially infrastructure development, is not channelized effectively. On the other hand, Nepal has one of the lowest transport densities and effective network access levels which are vital to development and socio-economic transformation. Numerous transport infrastructure projects ranging from medium to large scale cannot be materialized due to lack of development fund. Government has limited internal resources and dependence on donor support is ever increasing. Therefore, fund for transport infrastructure has always remained a key issue. Recently government of Nepal has brought forward strategy of public private partnership (PPP) under various schemes namely, Build Operate Transfer (BOT), Service Contract (SC), Management Contract (MC), and Annuity Contract (AC), Special Project Vehicle (SPV) Contract, User Community or User Group or NGO based contract. Under current PPP approach, Nepali diaspora capital from various host countries can be mobilized in infrastructure development project with profitable rate of return. This will benefit all stakeholders—homeland, hostland and diaspora themselves.

But the increasing variety of the urban–rural relationships in the peri- urban areas challenges the policy makers to deal with the complexity of providing access to these areas.
The city Amritsar engulfs the tourist influx worldwide into its magnetic field due to its religious and the historical importance. The proposals in the master plan include the heritage walk, industrial, educational hub etc. Therefore “Master Plan Amritsar - 2031” focusing on the theme accessibility in the peri-urban areas is activity oriented approach at the macro level of the areas in the urbanisable limit of the city Amritsar. The population of the peri urban area is 4.18 lakhs and covering the area of 51426 hectares. The proposed land use in the planning area is residential 43%, circulation 15%, commercial 5%, public-semi public 11%, industrial 11% and recreational 15%. The study has the approach covering accessibility from the major proposed nodes and along the roads in the planning area and the MC limits.
In the lieu of the above the accessibility is analyzed by taking the distance of the radius 5km, 10km and 15km from the center as per the guidelines of the G.O.I and further supported by the demarcation of the four zones along the within the major roads. The accessibility along the roads is identified taking into account the travel characteristic that is the real journey time taken by the commuters.The accessibility to the peri –urban areas is also related with the different aspects then taking account of the commercial centers the shopping areas are sufficient, college need to be proposed to fulfill the requirement, in the terms of the transportation the peri- urban is linked through the outer ring roads; due to the proposal of the sports complex the recreational facilities are also well accessed; but on the darker side the health facilities are least accessible to the peri-urban areas.
So analyzing the access to peri- urban area and concluding as a whole the proposals are located taking the parameters such as directional growth of the city, location of the major roads such as NH, existing activity nodes. Therefore the proposed commercial centers are located in Manawala, Verka and Bal Kalan; recreational centers along the ring road and the NH; educational facilities i.e. two colleges along the Batala road and the Ajnala road; hospitals along the NH and ring road.

Cities are where the action is. That's where innovation is happening. A city is an interconnected system of systems. Infrastructure, people, processes and technology make a city. In modern cities, there's a lot of data about everything. Lots of sensors are already deployed everywhere - in buildings, roads, and utility grids; and lots of new information-based processes are in place. Everything is more information-rich, so you have to think about information as another significant resource you use to manage city life. Citizens are also more connected than ever before, they have access to a lot more information, and have powerful platforms of their own. Big data, mobile, social media, cloud, digital inclusion, open data, broadband, etc. are powerful forces that will impact on cities now and in the future - creating both opportunities and challenges for cities. This case study explores the digital enablement of one large South African city.
In 2000, the newly formed metropolitan City of Cape Town adopted the “Smart City” strategy, which was a turnaround strategy for the city aimed at information-enabling all key business processes in the city and embarking upon a modernisation programme to deliver services based on real information emanating from the ground (operations). This case study looks both at what has been done in the 13 years since the Smart City strategy was adopted, as well as what needs to be done in a future hyperconnected world. In addition to being of relevance to government leaders, the presentation should be of relevance to all CIOs and business leaders on how today’s new technologies, global competition and new business models will shift the focus from an internal efficiency view to a more outside-in view of the digital world and the role of their organisation within it.
A city that monitors and integrates conditions of all its critical infrastructures, including roads, bridges, tunnels, rails, subways, airports, seaports, communication, water supply, power, even major buildings can better optimizes its resources, plan its preventive maintenance activities and monitor security aspects while maximizing services to its citizens is known as smart city.

Making Dubai South Smart Aerotropolis (Smart Airport City) is a challenging task for technologists while it should be driven by economic objectives and business driven. I'm here putting some thoughts on how to do that. I was one of founding team of Dubai South and got a compassion for its development and how it will transform Dubai to its next economic development stage.
