This paper includes top-level summary statements regarding the primary factors driving likely near-future societal chaos. Also
included are a number of citations from experts and scientists in the fields of climate change, economics, and sustainability. For the most part, citations are not paraphrased, as the subject is complex and doesn’t lend itself to simplification.
My studies of these topics, on and off for two decades, have led me to the view that civilization as we have known it cannot long continue. The purpose of this paper is not to add to the growing list of alarming climate-related disasters and those that loom, but rather to help people better understand how we got here, and why the civilization we have known cannot go on for very much longer. Then we can hopefully apply what we’ve learned, as wisdom, to better prepare for the oncoming climate chaos.
And we can plant the seeds of a successor civilization, starting
with sustainable, resilient communities which can be enfolded into the future successor civilization.

Credible experimental data suggests some bacteria are shifting isotope ratios and possibly even transmuting certain elements. How and why are microbes doing this? LENRs may explain how, but why?
Although credible experimental data suggests some microbes can transmute certain elements via LENRs, much more experimentation will be required to decisively demonstrate that microorganisms can truly transmute chemical elements at will and determine which species of microbes have such capabilities. LENRs may not be all that uncommon out in Nature; if so, there will be major implications for geochemistry, isotope geology, and nuclear waste remediation.
LENRs can mimic isotopic effects of mass-dependent and mass-independent chemical fractionation. Elements and isotopes conserve their mass-balances in purely chemical systems; that is not necessarily true if LENRs are also occurring in same systems. Accurate measurement of total mass balances for all chemical species may be needed to discriminate between chemical and nuclear processes.
ULE neutron-catalyzed transmutation is not energetically practical for more-abundant chemical elements found in living systems such as Carbon. Excess heat was produced in ~ 80% of project’s reported LENR experiments. Whenever excess heat was created, it is most often at Watt-levels or better at reactor operating temperatures of 200 - 300 degrees C. Duration of excess heat production ranged up to weeks, which is non-trivial. Such LENR device behavior represents excellent reproducibility for complex early-stage technology. With respect to reproducibility of device fabrication methods and heat production, these are best-ever experimental results reported to date in field of LENRs.
Watt-level excess heat was produced in Hydrogen (H)- and Deuterium (D)-loaded experimental systems. No deadly energetic (MeV-energy) gamma or neutron radiation was detected during heat production in any project experimental runs. Such observations are consistent with and predicted by the Widom-Larsen theory of LENRs which posits production and capture of ultralow energy neutrons on ‘fuel’ atoms which drive hard-radiation-free nuclear transmutation reactions and decays that release nuclear binding energy in form of copious heat.
In Lattice’s opinion, NEDO project’s outstanding experimental results change LENRs’ Technology Readiness Level (TRL) from TRL-3 to TRL-4 (European Commission definitions). This is an important step in commercialization of LENRs for power generation applications.

What may appear ‘greener’ and less $$$ in myopic short-term decision-making about grids could end-up being extremely $$$ expensive or catastrophic in longer-term. Data suggests that is it too risky for society to put all its energy “eggs” into a single renewable basket. Lattice therefore believes balanced diversity of different types of grid power sources is best strategy for insuring 99+% future reliability and excellent resiliency of electricity grids facing onslaughts of extreme weather events and low but non-zero probability for catastrophic Black Swan volcanic eruptions.
Since high % of renewable energy sources on electricity grids is a new phenomenon and unexplored territory, there aren’t preexisting road maps to guide government regulation and critical implementation by industry. Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

Following the intellectual lead of Kapitsa in the wake of his brilliant 1996 theory paper, so-called “demographic”
models of human population growth recently became acceptable concepts. The basic idea, as illustrated in the
charts below, is that birth vs. death rates go through four characteristic ‘stages’ as human societies, i.e.,
individual countries, progress through a series of conceptually identifiable steps in their evolution toward more
complex social, organizational, economic, and technological structures:

In fact, when detailed historical time-series data are actually available for any given country, it does appear to provide
strong confirmation of future forecasts made by different ‘flavors’ of “demographic transition” population growth
models; e.g., please see chart showing demographic change that occurred in Sweden from1735 - 2000 (to the right
above) and then compare it to idealized model shown to the left. The data’s agreement with the model is remarkable.

It is obvious by simple visual inspection that the demographic transition model is probably correct; that is,
stunted economic development and lower per capita nominal GDP are closely associated with higher effective
rates of human population growth. Importantly, this model unequivocally predicts that rates of global population
growth must fall even further from whatever they may be today if rates of economic growth and educational
opportunities are substantially improved in less developed countries shown above.

“Latest census data shows that world population growth appears to be decelerating significantly faster than
most had been expecting; such a slowdown is consistent with predictions of various demographic transition
models, beginning with key theoretical work of Kapitsa (1996), which posits that population growth is a self-
limiting phenomenon described by sigmoid or S-curves “
“One prediction of demographic transition models, that significant increases in per capita GDP and related
improvements in standard of living are strongly correlated with slowdowns in population growth, has been
validated in every country for which historical time-series data are available”
“Evaluating 1,000 years of quantitative socioeconomic data, Fischer (1996) published a novel developmental
model claiming that during the past millennium there have been four long-duration, transnational ‘Great Waves’.

2011, that we are experiencing something of a demographic change, at least in
the short run. Clearly growth is slowing down in part, many believe, due to
economic reasons, as was the case during the 1930s as well as the 1970s.”

“These numbers are, of course, just one year and it is entirely possible that
growth will rise as the economy improves and as the current large millennial
generation enters their prime child bearing years. But if the current one-year
trend becomes a longer term phenomena, we could see a possible leveling off
of population much sooner and at a lower rate than forecasted, say around 360
million by mid-century instead of 478 million by the year 2100 as forecast by
the United Nations Population Division. These, will have implications for
government fiscal policy, and will generate debate about government policy in
encouraging births as we observe in Europe, Russia and Japan. Population
growth has been a relative advantage for the United States and remains so, but
we may have to consider whether this trend is inexorable.”
